DISCUSS AND CONSIDER ADOPTING THE MINUTES OF JUNE 8, 2023 MEETING: 3.1 A motion to approve the meeting minutes was made by Kelsey Wyble. Second by Patty Yocum. Motion carried. 4. DISCUSSION ITEMS: 4.1 Irrigation at Soccer Complex: Park Board members agreed to table this item. 4.2 Remodel/Renovate Existing Restrooms at Breezy Hill Park Board members agreed to table this item. 5. UPDATES ON CITY PARKS: 5.1 PADIC Board Approved Projects for FY23: Carnell Horn, presented this item. The presentation was included in the agenda packet. The PADIC Board approved the installation of 8 picnic tables, 8 benches and 4 grills at Breezy Hill Park. Arlie White park was approved by PADIC Board to add lighting around the basketball court. Arlie White has 5 picnic tables/benches that will be added in FY23. FY24 Items are not approved until Council approves. Page 3 of 17 ITEM 3.1. Park Board Meeting Page | 2 5.2 PADIC Board - Park Restroom Project: Demeter Turner presented this item. The presentation was included in the agenda packet. The contractor for the remodel of the Football, Soccer and Pavilion at Ben Gill Park is making progress. The contractor is waiting on materials (lavatories) to be delivered. Some items were on back order due to shortage. A pitch was added to the roof of the pavilion to assist with moving water off of the roof. The facility was originally built with a flat roof. Some of the wood had to be replaced due to rotting. There were additional repairs that needed attention to preserve the existing facility that required additional funds which we had in the budget that was given. It is our goal, if weather permitting and materials are available, to open the restrooms to the public in September. Once completed we will schedule a tour for the City Council, PADIC and Park Board to tour. 5.3 Kings Creek Grant Application:We have solar lighting approved for $10500 for the playground area which does include concrete work and installation. We submitted the application two weeks ago for Local 2024 Grant application for additional walking trails, restroom, magnolia grove, and berm. We’re expecting to receive a response from the Texas Parks and Wildlife Department by December/January. We’re looking at May 2024 year as a start time frame once final approval is received. 6. BUSINESS ITEMS (ACTION ITEMS): 6.1 - DISCUSS AND CONSIDER AMENDMENT TO THE AGREEMENT FOR CROSSROADS PARK PROJECT: The amendment includes laying the following items into the design: utilities, a restroom and a bridge for connectivity from Film Alley’s parking lot to the park. There’s a timeline for approval that is required in order to submit the change. Mrs. Kelsey Wyble and Mrs. Patty Yocum expressed their concerns regarding the cost of the amendment. Glenn Caldwell joined the meeting via phone and explained that we have to abide by the Texas Engineering and Land Surveying Practice Acts and Rules when it comes to an Engineering firm fee schedule. The costs associated with their services/fee schedule are non-negotiable. Glenn Caldwell recommends meeting with the City Attorney concerning the legal rules of Professional Engineering Services. The Park Board is an advisory board to make recommendations and express concerns but it is the City Council who makes the final decision. A motion was made by Caroline Brown as a recommendation to take this item before the City Council for approval of the amended contract. Second by Savannah Nordstrom. Motion carried. HEAR REMARKS FROM VISITORS: Sheri Davis gave an update on the 2023 Pool Season & Programs. ● In May we had 262 participants in the Tiger Swim Program (2nd Graders from all of TISD elementary campuses). We have reached out to TISD to start training additional instructors for next year in the months of August & September while the water is still warm. We have meetings scheduled in the near future to discuss the details. ● We had 450 participants in our Learn-To-Swim Program (Water Safety). ● 50 participants in the Water Aerobic that purchased a membership. We had an additional 15 who paid for class sessions daily. ● 5 Junior Guards with 1 to test out of the Junior Guard Program to become an official Certified LifeGuard. ● We maintained our staff level of 27 employees for the entire pool season. 9. SET NEXT MEETING DATE: The board agreed to hold the next meeting on Thursday, October 12, 2023 at 6PM at the City of Terrell Service Center. 10. RESOLUTION NO. 1011 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TERRELL, TEXAS, ESTABLISHING AND ASSIGNING RESPONSIBILITIES TO A CITY FACILITIES NAMING COMMITTEE AND PLACING A TEMPORARY HOLD ON NEW HONORARY NAMES TO ALLOW THE CITY FACILITIES NAMING COMMITTEE DUE TIME FOR DELIBERATIONS AND PROVIDING AN EFFECTIVE DATE. WHEREAS, City Councils in the State of Texas possess the responsibility of assigning names to streets, municipal buildings, parks, trails, lakes and other facilities under the municipality's jurisdiction; and WHEREAS, the Terrell City Council recognizes the importance of a reliable, efficient and open process for creating new names that reinforce respect for the history of Terrell, foster appreciation for the various contributions of the people and neighborhoods of Terrell, establish a positive identity consistent with the brand of Terrell, promote civic pride in Terrell and communicate clearly to visitors and emergency response personnel; and WHEREAS, the Terrell City Council adopted Resolution No. 636 on June 16, 2009 governing the naming or renaming of City facilities, streets, and park land; and WHEREAS, the Terrell City Council adopted Ordinance No. 2717, the current Comprehensive Plan, on January 2, 2018, which included recommendations from both the Park Plan and the Downtown Plan as adopted in May, 2018; and WHEREAS, the Terrell City Council wishes to be responsive to changes in planning documents, growth trends and community input which have occurred since Resolution No. 636 was adopted. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TERRELL, TEXAS, THAT: Section I. A City Facilities Naming Committee is hereby established as a temporary advisory board to provide consideration and input to the Terrell City Council based on the recitals herein . The Committee shall have five (5) total members with one (1) representative to be recommended by each of the five (5) members of the City Council and membership on the Committee to be subject to a vote of the full City Council. The City Secretary is directed to create an application for members of the community wishing to serve on the Committee and to make it available to the City Council and on the City website. Section II. The City Facilities Naming Committee shall meet at a time to be established by the City Manager after all five (5) members have been assigned by the City Council. The Committee Page 6 of 17 ITEM 4.1. shall operate under Roberts Rules of Order, shall select its own Chairperson at its first meeting, shall meet as necessary as scheduled by the City Manager to make due consideration of a full range on City naming issues and shall have full charge to consider nonbinding recommendations to Council related to naming policies, naming processes and names of individual facilities under the City's jurisdiction. Section III. The City Facilities Naming Committee shall make its recommendations only by a majority vote of the full five (5) members of the Committee, shall provide a spokesperson to report to the City Council and, in the case of specific facilities, may provide either a single recommendation or a short list of options. Section IV. All elements Resolution No. 636 related to new and honorary names are hereby suspended until such time as the Naming Committee recommends updated procedures in the form of an updated Naming Resolution and such new Resolution is approved by City Council. Any street toppers already under consideration by the Planning and Zoning Commission shall be considered exempt from this suspension. Section V. To ensure communication between the Committee and City Council, prior to considering any individual facility name or renaming, the Committee shall provide a list of facilities which it recommends be considered to the City Council, the Committee shall then only consider facilities for which the City Council has directed the Committee to exercise its deliberative authority. (f) Hunting prohibited. It shall be unlawful for any person to hunt, trap, molest or pursue any game or wild animals within the limits of any city park or recreational area. (g) Horseback riding prohibited. It shall be unlawful for any person to ride a horse in any City park or recreational area unless it is related to a City of Terrell/Terrell Chamber of Commerce Convention and Visitor’s Bureau sponsored event. (11) Swimming in City parks prohibited. It shall be unlawful for any person to swim or wade in any lake or pond located within any City park or recreational area other than in the City swimming pool described in section 1-17 of this chapter. Bicycle riding and skate boarding shall be allowed on public streets and walking paths and shall be unlawful and an offense within and around playgrounds, picnic areas, special display areas, on tennis and athletic courts, in and around pavilion or other monument type structures, or in and around any area where other activities are in progress. CURRENT City of Terrell Commemorative Tree Planting Program Making A Lasting Contribution… The Terrell Parks Department, in its desire to enhance public property and encourage an aesthetically pleasing environment, has established a tree donation program. This program enables citizens to have a tree planted and maintained by the City of Terrell within public right-of-ways, parks or other city controlled areas to celebrate a special occasion such as a wedding, anniversary or birthday. Trees can also be planted as a memorial for a friend or family member. A commemorative plaque can be installed with the original planting. Applications can be picked up at City of Terrell Service Center or call us at (972) 551-6614 and we’ll be happy to mail one to you. Donations made to the City of Terrell are tax deductible. Rules: 1. The city and the donor must mutually agree on the proposed location. Factors such as vehicular and pedestrian traffic, underground and aboveground utilities, property lines, availability of water, and other factors shall be considered. 2. Any tree planted shall be listed on the current Master Tree List. This list shall be developed based on native species, long-term maintenance, degree of hardiness, growth rate, as well as other considerations. 3. All trees will be purchased, installed and maintained by the city through the parks department. This includes the original planting, replacement if necessary, pruning, pest and fungus control, removal, storm damage repairs, staking, etc. 4. The seasonal planting of new or replacement trees shall occur from November through February, weather permitting. 5. A commemorative plaque, if desired, can be installed with the original planting. The plaque shall be made of granite, approximately 10”x12”, with a maximum of three (3) lines of text or numbers and a maximum of twelve (12) letters or numbers per line. The plaque will be installed at ground level. 6. Regarding deciduous versus evergreens, because of dense bushy growth in many cases, and the resultant shading problems in the winter months, the use of evergreen trees is limited to carefully chosen sites and only where the above- mentioned problems can be minimized. PROPOSED City of Terrell Commemorative Tree Planting Program Making a Lasting Contribution… To enhance public property and encourage an aesthetically pleasing environment, the Terrell Parks Department have established a tree donation program. This program enables citizens to have a tree planted and maintained by the City of Terrell within public right-of-ways, parks or other city controlled areas to celebrate a special occasion such as a wedding anniversary, birthday or memorial for friends and family members. Donations made to the City of Terrell are tax deductible. Requirements:  The City Staff will select the best location. Factors such as vehicular and pedestrian traffic, underground and above ground utilities, property lines, availability of water, and other factors shall be considered.  Any tree planted shall be listed on the current Master Tree List below. The list is based upon native species, long-term maintenance, degree of hardiness, growth rate, as well as other considerations.  All trees will be purchased, installed and maintained by City Staff. This includes the original planting, replacement if necessary, pruning, pest and fungus control, removal, storm damage repairs, staking, etc.  The seasonal planting of a new or replacement trees shall occur from November through February, if weather is permitting.  A commemorative plaque, if desired, can be installed with the original planting. The plaque shall be made of granite, approximately 10”x12”, with a maximum of three (3) lines of text or numbers and maximum of twelve (12) letters or number per line. The plaque will be installed at ground level.  In order to maintain the beautification and uniformity of our parks, no benches or additional accessories should be added next to the tree or plaque.
