Adopt a Resolution authorizing the City Manager to enter into a contract with Solid Waste Specialists, LLC, to prepare and procure documents required to solicit proposals for commercial and residential waste collection. (ADMIN) City Manager E. Jay Ellington 6. Adopt an Ordinance authorizing the City Manager to purchase Comfort Isle Skid Restrooms from AMS Global, for the Festival Plaza Park area. An emergency clause requires a separate and distinct vote of the board and is valid only if there is a two-thirds vote of approval by the Board. 7. Adopt an Ordinance to rezone a tract of land located in the 6000-6100 block of East Broad Street from R-1 Rural residential to C-3 Open-display commercial.
