MINUTES OF MEETING INDIAN HILL VILLAGE COUNCIL January 20, 2026 A meeting of the Indian Hill Village Council was held on Tuesday, January 20, 2026 at 6:30 p.m. The meeting was held in the Council Chamber of the Village Administration building. Council present: Mr. Richard J. Hidy, Mayor Mr. Andrew A. Byer, Vice Mayor Mr. Jeffrey G. Gibson, Council member Mr. Karl Grafe, Council member Mrs. Elizabeth C. Isphording, Council member Mrs. Patricia Krehbiel, Council member Council absent: Mrs. Pat Stern, Council member Staff present: Ms. TaraLyn M. Riordan, City Clerk of Council Mrs. Monique A. Sewell, City Comptroller Mr. Scott D. Phillips, City Solicitor Ms. Dina C. Minneci, City Manager Mr. Jon West, Assistant City Manager Mr. Chris Glassmeyer, Grand Valley Manager Visitors present: n/a 1. PLEDGE OF ALLEGIANCE Mayor Hidy opened the meeting by leading the Pledge of Allegiance. 2. CALL TO ORDER & ROLL CALL Mayor Hidy followed the Pledge with a call to order; and City Manager Minneci called roll. All Council members were physically present except Mrs. Stern, who was present via phone. 3. COUNCIL MINUTES Minutes of the December 15, 2025 regular Council meeting had been previously distributed. No changes were reported. Mayor Hidy declared the minutes approved as issued. 4. CITIZEN PARTICIPATION No comments. Assistant City Manager West, introduced Mr. Chris Glassmeyer, who had become the Manager of Grand Valley on December 10, 2025. Mr. West shared various qualifications and areas of relevant expertise that made Mr. Glassmeyer the best candidate for the role. He specifically noted that Mr. Glassmeyer was previously with the Green Acres Foundation, providing him unique familiarity of the Village. Council members Isphording and Gibson then asked Mr. Glassmeyer about baby eagles, the water level, and future plans for Grand Valley. After speaking about the eagles, Mr. Glassmeyer delivered a summary of ecological restoration plans, invasive removal, fire-adapted landscapes, and wildlife observations. He closed with a discussion of lake levels and environmental factors impacting those (e.g. bedrock slippage, recent droughts, etc.) Before advancing the agenda, Mayor Hidy asked Mr. Glassmeyer how he became interested in this line of work, and Mr. Glassmeyer shared details about his upbringing, personal interests in restoration, and prior roles in government / non-profit organizations. Minutes of Council Meeting January 20, 2026 Page 2 5. WORK SESSION Mayor Hidy thanked City Manager Minneci, Assistant City Manager West and other Village Staff for helping develop and refine Council’s 2026 Goals. He also welcomed them to bring forth additional items that Council could do to further support the Village. Mayor Hidy then opened a discussion on the following documents, which had been revised per discussion had on January 14, 2026 and other input: a. 2026 Council Goals and Implementation Plan b. 2026 Guiding Council Objectives Council member Isphording suggested a dedicated police/fire safety Objective. In turn, Council added the following to their Guiding Objectives: “Continue to support police and fire safety and ensure each are fully staffed with trained and qualified personnel.” Vice Mayor Byer then proposed revisions to the water-related Objective (#6 on the draft under review, #7 in the version resulting from this conversation). His suggestion led to the following: “Monitor water quality, usage, rates, and fees to ensure continued operational sustainability and to provide infrastructure replacement and enhancement based on long term capital need projections.” Before concluding, it was confirmed that quarterly tracking through committees would be used to ensure accountability and monitor progress against the 2026 Council Goals and Implementation Plan. 6. FINANCE COMMITTEE REPORT Council member Gibson reported that the Finance Committee met on January 13, 2026 and directed Council’s attention to the Finance Committee Meeting Minutes in the Council Meeting Packet. He then shared highlights from the December, 2025 financial statements prepared by Comptroller Sewell. Following his review of the financials, revenues, Water Works updates, capital spending, and cash position, Mr. Gibson discussed Finance Department restructuring. The latter was precipitated by the pending retirement of Comptroller Sewell. The resulting structure will include a new, full-time Assistant Finance Director / Tax Commissioner, thus allowing Mr. Scott Gully to transition from Finance Director / Tax Commissioner to Finance Director / Comptroller. Council member Gibson then requested a suspension of the rules and to enter into emergency session. Following a motion by Mayor Hidy that was seconded by Council member Grafe, Council unanimously voted (6-0) to suspend rules and enter emergency session. Mayor Hidy then announced that Council had entered into emergency session. Once in emergency session, Council member Gibson presented the first reading, plus made a motion to waive the three readings of Ordinance 01-26 (included in Council’s packet): ORDINANCE AMENDING ORDINANCE NO. 18-25 PROVIDING FOR THE CREATION OF AN ASSISTANT FINANCE DIRECTOR/TAX COMMISSIONER POSITION, THE RECLASSIFICATION OF THE FINANCE DIRECTOR/COMPTROLLER POSITION, THE ESTABLISHMENT OF COMPENSATION RATES, THE EXEMPTION OF SAID POSITIONS FROM THE MERIT SYSTEM ORDINANCE OF 1970, AND DECLARING AN EMERGENCY Minutes of Council Meeting January 20, 2026 Page 3 Vice Mayor Byer seconded the motion to waive three readings, and the motion passed by unanimous roll call vote (6-0). Council member Gibson then recommended passage of emergency Ordinance 01-26. Vice Mayor Byer seconded the recommendation, and the Ordinance passed by unanimous roll call vote (6-0). Ordinance 01-26 was then enacted. Council then exited the emergency session, and Council member Gibson concluded his report. 7. LAW COMMITTEE REPORT Council member Grafe reported that the Law Committee met on January 6, 2026, and directed Council’s attention to the Law Committee Meeting Memo, included in their Meeting Packet. Council member Grafe then made a motion to approve Resolution 01-26 (included in Council’s packet): RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT 2025 GREEN AREA GIFTS Vice Mayor Byer seconded the motion to approve Resolution 01-26. Resolution 01-26 then passed via a unanimous voice vote (6-0). Mayor Hidy thanked Council member Grafe for his Law Committee report and turned the conversation to Vice Mayor Byer. 8. PUBLIC WORKS & FACILITIES COMMITTEE REPORT Vice Mayor Byer reported that the Public Works Committee met on January 13, 2026, and directed Council’s attention to the Public Works Committee Meeting Minutes, which were included in their Meeting Packet. Vice Mayor Byer then shared highlights from the Public Works Departmental Activity and Project Management Reports (included in the Council Meeting Packet). Topics ranged from routine work updates, to Grand Valley usage statistics, and South Given stream restoration settlement details. Mayor Hidy thanked Vice Mayor Byer for his report and turned the conversation to Council member Isphording. 9. WATER WORKS COMMITTEE REPORT Council member Isphording reported that the Water Works Committee met on January 13, 2026, and directed Council’s attention to the Water Works Committee Meeting Memo, included in the Council Meeting Packet. Council member Isphording then shared highlights from the Water Works Departmental Activity and Project Management Reports (included in the Council Meeting Packet). Her summary focused on PFAS timeline updates and a capital improvement project review. Council member Isphording’s report concluded, and Mayor Hidy thanked her before transitioning to the Public Safety Committee report delivered by Council member Krehbiel. 10. PUBLIC SAFETY COMMITTEE REPORT Council member Krehbiel reported that the Public Safety Committee met on January 8, 2026, and shared updates from the meeting. Her updates included, but were not limited to highlights from the Rangers’ Report and the Madeira & Indian Hill Joint Fire District (MIHJFD) Fire/EMS Report. Minutes of Council Meeting January 20, 2026 Page 4 Please see the Public Safety Committee Meeting Memo and supporting documentation for full details (included in the Council Meeting Packet). Upon concluding her report, Council member Krehbiel presented the second reading of Ordinance xx-26 (included in Council’s Meeting Packet): ORDINANCE AMENDING CHAPTER 112 OF THE CODIFIED ORDINANCES OF THE CITY OF THE VILLAGE OF INDIAN HILL REGARDING SOLICITORS AND VENDORS Mayor Hidy then turned the conversation to Assistant City Manager West, for an update on the Planning Commission. 11. PLANNING COMMISSION REPORT Assistant City Manager West announced that the Planning Commission will convene on January 21, 2026, to discuss a single item on their Agenda. That item pertains to a proposal for three additional lots at Twin Fences. 12. CITY MANAGER’S REPORT City Manager Minneci announced that Administrative Offices will be closed for Presidents’ Day on February 16, 2026. 13. EXECUTIVE SESSION Mayor Hidy requested a motion to go into Executive Session for the purpose of conferencing with attorney for public body concerning disputes involving it that are subject of pending or imminent court action. Council member Grafe moved for Council to go into Executive Session for said purpose, and the motion passed by unanimous roll call vote (6-0). Council then entered into Executive Session.
