MINUTES OF MEETING INDIAN HILL VILLAGE COUNCIL December 15, 2025 A meeting of the Indian Hill Village Council was held on Monday, December 15, 2025 at 6:30 p.m. The meeting was held in the Council Chamber of the Village Administration building. Council present: Mr. Richard J. Hidy, Mayor Mr. Andrew A. Byer, Vice Mayor Mr. Jeffrey G. Gibson, Council member Mr. Karl Grafe, Council member Mrs. Elizabeth C. Isphording, Council member Mrs. Patricia Krehbiel, Council member Mrs. Pat Stern, Council member Staff present: Ms. TaraLyn M. Riordan, City Clerk of Council Mrs. Monique A. Sewell, City Comptroller Mr. Scott D. Phillips, City Solicitor Ms. Dina C. PLEDGE OF ALLEGIANCE: Mayor Hidy opened the Council meeting by leading the Pledge of Allegiance. 2. CALL TO ORDER & ROLL CALL: The Pledge was followed by Mayor Hidy’s call to order and a roll call by Clerk Riordan. All Council members were present. 3. COUNCIL MINUTES: Minutes of the regular meeting of November 17, 2025 and Council’s Organizational Meeting of December 1, 2025 had previously been distributed to each Council member. Both sets of minutes were approved as issued (no changes submitted to City Manager Minneci). 4. CITIZEN PARTICIPATION: Mayor Hidy introduced Mrs. Rosemary Welsh, President of the Indian Hill Historical Society. Mrs. Welsh then provided the Historical Society’s Annual Update to Council, covering membership, programs, facility stewardship, finances, and upcoming events. The following is a summary: • Organization & Staff: ~300 members; active Board of Trustees; 22 volunteers; staff support from Administrator Lawre Bonekemper, Archivist/Librarian Trish Krehbiel, and Historian/Archivist Lindsay McLean. • Programs & Engagement: Seven annual programs with local history focus; pig roast at Livingston Lodge; participation in River Roots aboard the Anson Northrup; the Village Christmas Party; author Akhil Reed Amar lecture on birthright citizenship that drew strong discussion. • Facilities: Little Red Schoolhouse power-washed, repainted (shutters/woodwork), new roof, improved accessibility railings. Bunnell/Buckingham House interior reconfigured for archives and office efficiency; exterior cleaned/painted; front landscaping refreshed via an Eagle Scout project. Mr. Don McGraw, Treasurer of the Indian Hill Historical Society, then spoke to the Society’s financial position. Mr. McGraw shared specifics on the >$460,000 invested by the Society in maintenance since 2020 (including septic resolution, new HVAC, and structural underpinnings) all of which was consistent with the long-term lease structure. Minutes of Council Meeting December 15, 2025 Page 2 Mrs. Welsh then spoke about the Society’s Membership Outreach efforts and upcoming events: • Advisory board to engage younger residents; • event invitations; mail/email reminders; signage placed at three designated locations; • March – Rowe family program (Philip Long); • April – John Ruthven studio & gallery visit. Note, the Hamilton County Auditor Report, intended to be delivered by Ms. Jessica Miranda, was postponed. There were no additional comments from citizens in attendance. 5. FINANCE COMMITTEE REPORT: Council member Gibson reported that the Finance Committee met on December 10, 2025 and directed Council’s attention to the Finance Committee Meeting Minutes in the Council Meeting Packet. He then shared highlights from the October financial statements prepared by Comptroller Sewell. Following his reports, Council member Gibson requested a suspension of the rules and to enter into emergency session. Following a motion by Mayor Hidy, Clerk Riordan took a unanimous roll call vote (7-0), and Mayor Hidy announced that Council had entered into emergency session. Once in emergency session, Council member Gibson presented the second reading, plus made a motion to waive the third reading of Ordinance 15-25 (included in Council’s packet): ORDINANCE AMENDING CHAPTER 93 OF THE CITY OF THE VILLAGE OF INDIAN HILL, OHIO CODE OF ORDINANCES BY ADOPTING THE CURRENT DEFINITION OF ADJUSTED GROSS INCOME IN SECTION 5747.01 OF THE OHIO REVISED CODE, AND BY SETTING THE RATE OF 0.5% PROVIDED IN SECTION 93A-03 FOR THE TAX YEARS 2025 AND 2026. Vice Mayor Byer seconded the motion to waive three readings, and the motion passed by unanimous roll call vote (7-0). Council member Gibson then recommended passage of emergency Ordinance 15-25. Council member Grafe seconded the recommendation, and the Ordinance passed by unanimous roll call vote (7-0). Ordinance 15-25 was then enacted. Council member Gibson then presented the first reading, plus made a motion to waive the three readings of Ordinance 16-25 (included in Council’s packet): ORDINANCE AMENDING ORDINANCE 19-24 AND MAKING APPROPRIATIONS FOR THE EXPENSES OF THE CITY OF THE VILLAGE OF INDIAN HILL FOR THE FISCAL YEAR 2025, AND DECLARING AN EMERGENCY Vice Mayor Byer seconded the motion to waive three readings, and the motion passed by unanimous roll call vote (7-0). Council member Gibson then recommended passage of emergency Ordinance 16-25. Council member Grafe seconded the recommendation, and the Ordinance passed by unanimous roll call vote (7-0). Ordinance 16-25 was then enacted. Council member Gibson continued by presenting the first reading, plus made a motion to waive the three readings of Ordinance 17-25 (included in Council’s packet): Minutes of Council Meeting December 15, 2025 Page 3 ORDINANCE MAKING APPROPRIATIONS FOR THE EXPENSES OF THE CITY OF THE VILLAGE OF INDIAN HILL FOR THE FISCAL YEAR 2026, AND DECLARING AN EMERGENCY Vice Mayor Byer seconded the motion to waive three readings, and the motion passed by unanimous roll call vote (7-0). Council member Gibson then recommended passage of emergency Ordinance 17-25. Council member Grafe seconded the recommendation, and the Ordinance passed by unanimous roll call vote (7-0). Ordinance 17-25 was then enacted. Council member Gibson also presented the first reading, plus made a motion to waive the three readings of Ordinance 18-25 (included in Council’s packet): ORDINANCE TO AMEND CHAPTER 35 OF THE CITY OF THE VILLAGE OF INDIAN HILL CODIFIED ORDINANCES TO ESTABLISH RATES OF COMPENSATION FOR ALL OFFICES AND POSITIONS IN THE CITY SERVICE AND AMEND CERTAIN FRINGE BENEFITS, AND DECLARING AN EMERGENCY Vice Mayor Byer seconded the motion to waive three readings, and the motion passed by unanimous roll call vote (7-0). Council member Gibson then recommended passage of emergency Ordinance 18-25. Council member Grafe seconded the recommendation, and the Ordinance passed by unanimous roll call vote (7-0). Ordinance 18-25 was then enacted. While still in emergency session, Council member Gibson presented the first reading, plus made a motion to waive the three readings of Ordinance 19-25 (included in Council’s packet): ORDINANCE AMENDING ORDINANCE 20-24 AND ADOPTING REVISED FEES AND CHARGES FOR 2026 FOR THE CITY OF THE VILLAGE OF INDIAN HILL, AND DECLARING AN EMERGENCY Council member Grafe seconded the motion to waive three readings, and the motion passed by unanimous roll call vote (7-0). Council member Gibson then recommended passage of emergency Ordinance 19-25. Vice Mayor Byer seconded the recommendation, and the Ordinance passed by unanimous roll call vote (7-0). Ordinance 19-25 was then enacted. Council then exited the emergency session, and Council member Gibson made motions to approve four Resolutions (included in Council’s packet): Resolution 18-25: RESOLUTION REQUESTING THE COUNTY AUDITOR TO MAKE ADVANCE PAYMENTS OF TAXES Resolution 19-25: RESOLUTION ACCEPTING THE 2026 APPROPRIATIONS FOR THE MADEIRA INDIAN HILL JOINT FIRE DISTRICT Resolution 20-25: RESOLUTION DECLARING INTENT TO CONDUCT INTERNET AUCTIONS FOR THE SALE OF UNNEEDED, OBSOLETE OR UNFIT PERSONAL PROPERTY OF THE CITY OF THE VILLAGE OF INDIAN HILL EFFECTIVE FROM JANUARY 1, 2026 UNTIL DECEMBER 31, 2026 Resolution 21-25: RESOLUTION FOR ADOPTING A CYBER SECURITY POLICY Minutes of Council Meeting December 15, 2025 Page 4 Vice Mayor Byer seconded all four motions and Resolutions 18-25, 19-25, 20-25 and 21-25 each passed with a unanimous voice vote (7-0). Mayor Hidy thanked Council member Gibson for his Finance Committee report and turned the conversation to Council member Grafe. 6. LAW COMMITTEE REPORT: Council member Grafe reported that the Law Committee met on December 4, 2025, and directed Council’s attention to the Law Committee Meeting Minutes, which were included in the Council Meeting Packet. Council member Grafe then delivered Law Committee meeting updates. After provision of these updates, Council member Grafe requested a suspension of the rules and to enter into emergency session. Following a motion by Mayor Hidy, Clerk Riordan took a unanimous roll call vote (7-0), and Mayor Hidy announced that Council had entered into emergency session. Once in emergency session, Council member Grafe presented the first reading, plus made a motion to waive the three readings of Ordinance 20-25 (included in Council’s packet): ORDINANCE APPROVING THE PLAT OF TWIN FENCES AT PETERLOON FARM SUBDIVISION PHASE 2B-1 RECORDED IN PLAT BOOK 491, PAGES 2-4 OF THE HAMILTON COUNTY RECORDER’S OFFICE, AND ACCEPTING THE DEDICATION OF STIRRUP CUP DRIVE CONTAINED THEREIN PARCEL ID NO. 619-0320-0146, AND DECLARING AN EMERGENCY Vice Mayor Byer seconded the motion to waive three readings, and the motion passed by unanimous roll call vote (7-0). Council member Grafe then recommended passage of emergency Ordinance 20-25. Vice Mayor Byer seconded the recommendation, and the Ordinance passed by unanimous roll call vote (7-0). Ordinance 20-25 was then enacted. While still in emergency session, Council member Grafe presented the first reading, plus made a motion to waive the three readings of Ordinance 21-25 (included in Council’s packet): ORDINANCE AUTHORIZING THE PROPERTY TRANSFER FROM THE CITY OF THE VILLAGE OF INDIAN HILL AS TRUSTEE FOR THE GREEN AREAS TRUST TO THE CITY OF THE VILLAGE OF INDIAN HILL OF 0.3357 ACRES, MORE OR LESS, AND DECLARING AN EMERGENCY Vice Mayor Byer seconded the motion to waive three readings, and the motion passed by unanimous roll call vote (7-0). Council member Grafe then recommended passage of emergency Ordinance 21-25. Council member Stern seconded the recommendation, and the Ordinance passed by unanimous roll call vote (7-0). Ordinance 21-25 was then enacted. Council then exited the emergency session, and Council member Grafe made motions to approve three Resolutions (included in Council’s packet): Resolution 22-25: RESOLUTION APPOINTING MR. ROBERT SCHILLING A MEMBER OF THE CITY OF THE VILLAGE OF INDIAN HILL PLANNING COMMISSION Minutes of Council Meeting December 15, 2025 Page 5 Resolution 23-25: RESOLUTION APPROVING THE REAPPOINTMENT OF MR. KIM BURKE TO THE VILLAGE OF INDIAN HILL PERSONNEL ADVISORY AND APPEALS BOARD Resolution 24-25: RESOLUTION DESIGNATING JESSICA CHANEY AS COUNCIL'S DESIGNEE TO RECEIVE PUBLIC RECORDS TRAINING ON BEHALF OF EACH OF THE ELECTED OFFICIALS PURSUANT TO AND IN ACCORDANCE WITH OHIO REVISED CODE SECTION 109.43(B) AND 149.43(E)(1) Vice Mayor Byer seconded the motion pertaining to Resolution 22-25 while Council member Stern seconded motions pertaining to Resolutions 23-25 and 24-25. Resolutions 22-25, 23-25, and 24-25 each passed with a unanimous voice vote (7-0). Mayor Hidy thanked Council member Grafe for his Law Committee report and turned the conversation to Vice Mayor Byer. 7. PUBLIC WORKS & FACILITIES COMMITTEE REPORT: Vice Mayor Byer reported that the Public Works Committee met on December 9, 2025, and directed Council’s attention to the Public Works Committee Meeting Minutes, which were included in the Council Meeting Packet. Vice Mayor Byer then shared highlights from the Public Works Departmental Activity and Project Management Reports (included in the Council Meeting Packet). Mayor Hidy thanked Vice Mayor Byer for his report and turned the conversation to Council member Isphording. 8. WATER WORKS COMMITTEE REPORT: Council member Isphording reported that the Water Works Committee met on December 9, 2025, and directed Council’s attention to the Water Works Committee Meeting Minutes, which were included in the Council Meeting Packet. Council member Isphording then shared highlights from the Water Works Departmental Activity and Project Management Reports (included in the Council Meeting Packet). Council member Isphording’s report concluded, and Mayor Hidy thanked her before transitioning to the Public Safety Committee report which was delivered by Council member Krehbiel. 9. PUBLIC SAFETY COMMITTEE REPORT: Council member Krehbiel reported that the Public Safety Committee met on December 4, 2025, and shared updates with Council. Her updates included, but were not limited to highlights from the Madeira & Indian Hill Joint Fire District (MIGJFD) Fire/EMS Report. Please see the “Public Safety Committee Meeting Report” for full details (included in the Council Meeting Packet). Once Council member Krehbiel concluded her report, she presented the first reading of Ordinance xx-26 (included in Council’s Meeting Packet): ORDINANCE AMENDING CHAPTER 112 OF THE CODIFIED ORDINANCES OF THE CITY OF THE VILLAGE OF INDIAN HILL REGARDING SOLICITORS AND VENDORS Mayor Hidy then turned the conversation to Council member Stern, for an update on the Planning Commission. Minutes of Council Meeting December 15, 2025 Page 6 10. PLANNING COMMISSION REPORT: Council member Stern reviewed the December 17, 2025 Planning Commission meeting, and spoke to a Variance request (Section 73.2) to reduce a side-yard setback for a new detached garage at 5570 Miami Rd (approx. same location as existing). 11. CITY MANAGER’S REPORT: City Manager Minneci announced: • Revisions to the Council Committee Calendar (minor color-coding correction for November; Outlook invites unchanged) • Administrative Office holiday closures (December 24–25 and January 1) • Council’s 2026 Goals Meeting (January 14, 2026 at 7:30 a.m.) She then wrapped-up with happy holiday wishes, and encouraged everyone to visit the sheep that were temporarily on display across the street from the Village Administration Building. Council member Stern then took a moment to commend Village road crew’s recent snow response, noting that Indian Hill School remained open while neighboring districts closed. Other Council members acknowledged the same. 12. EXECUTIVE SESSION: Mayor Hidy requested a motion to go into Executive Session for the purpose of conferencing with attorney for public body concerning disputes involving it that are subject of pending or imminent court action. Vice Mayor Byer moved for Council to go into Executive Session for said purpose. Vice Mayor Byer’s motion was seconded by Council member Isphording, and passed by unanimous roll call vote (7-0). Council then entered into Executive Session. Council returned from Executive Session. 13.
