MINUTES OF MEETING INDIAN HILL VILLAGE COUNCIL December 1, 2025 An organizational meeting of the Indian Hill Village Council was held on Monday, December 1, 2025 at 7:30 a.m. The meeting was held in the Council Chamber of the Village Administration building. PLEDGE OF ALLEGIANCE: Council opened the meeting with the Pledge of Allegiance. 2. ROLL CALL: City Manager Minneci completed a roll call prior to the Oath of Office. 3. OATHS OF OFFICE & INSTALLATION OF NEW COUNCIL MEMBERS: Mr. Scott Phillips administered the oath of office to Council members elect, Mr. Richard J. Hidy, Mr. Andrew A. Byer, Mr. Jeffrey G. Gibson, Mr. Karl Grafe, Mrs. Elizabeth C. Isphording, Mrs. Patricia Krehbiel, and Mrs. Patricia Stern. Minutes of Council Meeting December 1, 2025 Page 2 4. MOTION TO NOMINATE COUNCIL MEMBER TO SERVE AS PRESIDENT PRO TEM: Council member Hidy entertained a motion for a Council member to be nominated to act as President Pro tem. Council member Byer made a motion that Vice-Mayor Hidy be nominated to serve as President Pro tem. The nomination was seconded by Council member Stern and was passed by voice vote 7-0. Council member Hidy, acting as the President of Council Pro tem, called the meeting to order. 5. NOMINATIONS AND ELECTION OF MAYOR WITH TERM OF DECEMBER 1. 2025 THROUGH NOVEMBER 30, 2027: Council member Hidy then called for nominations for Mayor of Indian Hill Council. Council member Byer nominated Council member Hidy to be Mayor of the Village of Indian Hill for the next two-year term. The motion was seconded by Council member Stern. The nominations were closed and Council member Hidy was elected Mayor by voice vote 7-0. Mr. Scott Phillips presented the Mayor’s gavel to Mayor Hidy. 6. NOMINATIONS AND ELECTION OF VICE MAYOR WITH TERM OF DECEMBER 1. 2025 THROUGH NOVEMBER 30, 2027: Mayor Hidy called for nominations for Vice Mayor for the next two-year term. Council member Isphording nominated Council member Byer for the position of Vice Mayor for the next two-year term. The motion was seconded by Council member Stern. The nominations were closed and Council member Byer was elected Vice-Mayor by voice vote 7-0. 7. MOTION FOR APPOINTMENT OF STANDING COMMITTEES: Mayor Hidy explained that the standing committee appointments were distributed previously for all Council members to review. He requested a motion to accept the appointment of standing committees for December 1, 2025 to November 30, 2027 as listed below. Upon motion by Vice Mayor Byer, seconded by Council member Stern the motion was passed by voice vote 7-0. RESOLUTION OF APPRECIATION TO MR. STEPHEN H. KREHBIEL FOR HIS SERVICE TO THE CITY OF THE VILLAGE OF INDIAN HILL: A Resolution of Appreciation to Stephen H. Krehbiel for his service to the City of the Village of Indian Hill was presented and read by Mayor Hidy. A RESOLUTION OF APPRECIATION TO STEPHEN H. KREHBIEL FOR HIS SERVICE TO THE CITY OF THE VILLAGE OF INDIAN HILL, OHIO WHEREAS, Stephen H. Krehbiel served as Mayor from December 1, 2023 to November 30, 2025 and a member of Council from December 1, 2017 to November 30, 2025; and WHEREAS, Stephen H. Krehbiel served as a member of five Council Committees - Public Safety, Water Works and Deregulation, Finance, Buildings and Grounds, and Public Works; and WHEREAS, Stephen H. Krehbiel served as the Chairperson for the Public Safety Committee and the Public Works Committee; he also served as the Council representative to the Madeira Indian Hill Joint Fire District Board and OKI; and WHEREAS, Stephen H. Krehbiel’s public service has long been a defining value of his family, as he follows proudly in the footsteps of his father, Robert C. Krehbiel, who served Indian Hill as Mayor from 1975-1977 continuing a legacy of dedication to civic responsibility; such family connections also were highlighted as he proudly officiated his daughter’s wedding; and WHEREAS, Stephen H. Krehbiel honored and uplifted the service of our nation’s heroes through thoughtful, powerful, and heartfelt remarks delivered at Memorial Day and Veterans Day ceremonies, ensuring that each of his speeches respectfully highlighted Indian Hill residents who served their country with dignity and pride; and WHEREAS, through his extensive knowledge and expertise in information technology, Stephen H. Krehbiel was an advocate for elevating the Village’s technological security, reliability, and functionality, positioning Indian Hill to better serve residents into the future; his initiative led to the first Village app; and WHEREAS, Stephen H. Krehbiel played a significant role in a once-in-a-lifetime decision regarding the future of the Village’s water distribution system, a process that required numerous meetings, extensive technical and financial analysis, and thoughtful incorporation of significant community feedback - ensuring the best long-term interests of Indian Hill residents; and WHEREAS, Stephen H. Krehbiel has retired from Council, and it is appropriate to recognize him. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF THE VILLAGE OF INDIAN HILL, STATE OF OHIO: Section 1. That there be spread upon the records of the City of the Village of Indian Hill this Resolution of special thanks and sincere appreciation to Stephen H. Krehbiel for his enthusiastic and valuable service as a City of the Village of Indian Hill Council member for eight years from December 1, 2017 to November 30, 2025. Section 2. That a copy of this Resolution be given to Stephen H. Krehbiel in recognition of his diligent efforts, time, commitment, and leadership where he continuously represented the best interest of the Indian Hill residents. Upon motion by Council member Stern, seconded by Council member Isphording, the Resolution was passed by voice vote 7-0. Mayor Hidy declared Resolution 15-25 adopted, and a copy of the Resolution was presented to Mr. Krehbiel. Mr. Scott Phillips presented the Mayor’s service plaque to Mr. Krehbiel. Colonel Mike Dressell then presented an Indian Hill Ranger’s badge – in Chief’s colors (gold) – as a symbol of appreciation for Mr. Stephen Krehbiel’s years of service. Mayor Hidy presented a gavel display. Minutes of Council Meeting December 1, 2025 Page 4 9. RESOLUTION OF APPRECIATION TO MR. SHAYNE O MANNING FOR HIS SERVICE TO THE CITY OF THE VILLAGE OF INDIAN HILL: A Resolution of Appreciation to Shayne Manning for his service to the City of the Village of Indian Hill was presented and read by Mayor Hidy. A RESOLUTION OF APPRECIATION TO SHAYNE O MANNING FOR HIS SERVICE TO THE CITY OF THE VILLAGE OF INDIAN HILL, OHIO WHEREAS, Shayne O Manning has served as a member of Council from December 1, 2019 to November 30, 2025; and WHEREAS, Shayne O Manning has served as a member of the Public Works, Buildings & Grounds Committee, and Water Works and Deregulation Committee at various times throughout his tenure on Council; he also served as the Council representative to the Green Areas Advisory Committee; and WHEREAS, Shayne O Manning served as the Council representative to the Planning Commission from December 1, 2019 to November 30, 2025. Mr. Manning’s deliberate decision-making and pragmatic approach contributed to 127 cases that included the construction of a new middle school, renovations to the elementary and primary schools, and a complete review of the Village’s Zoning Code where he offered valuable insights that strengthened its clarity, consistency, and effectiveness; and WHEREAS, Shayne O Manning allowed the Public Works and Water Works Departments to benefit greatly from his vast structural engineering expertise by providing sound analysis, technical comprehension, and a practical understanding of numerous and complex infrastructure matters; and WHEREAS, Shayne O Manning played a significant and influential role in guiding the Village through a once-in-a-lifetime decision regarding the Village’s water system, contributing valuable judgment, analysis, and steadfast guidance during a process that required extensive study, public engagement, and careful consideration; and WHEREAS, during his tenure, Shayne O Manning’s professional, courteous, and respectful approach has set a high standard for public service, earning the appreciation of fellow Council members, Village staff, and residents; throughout his service, he remained true to his convictions, offering clear perspectives and thoughtful deliberation even on the most challenging issues; and WHEREAS, Shayne O Manning’s keen eye for sports cars became a memorable and enjoyable trademark of his time on Council, reflecting his lighthearted personality and sense of enthusiasm; and WHEREAS, Shayne O Manning has retired from Council, and it is appropriate to recognize him. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF THE VILLAGE OF INDIAN HILL, STATE OF OHIO: Section 1. That there be spread upon the records of the City of the Village of Indian Hill this Resolution of special thanks and sincere appreciation to Shayne O Manning for his genuine dedication and valuable service as a City of the Village of Indian Hill Council member for six years from December 1, 2019 to November 30, 2025. Section 2. That a copy of this Resolution be given to Shayne O Manning in recognition of his diligent efforts, time, expertise, professionalism, and leadership where he continuously represented the best interest of the Indian Hill residents Upon motion by Vice Mayor Byer, seconded by Council member Isphording, the Resolution was passed by voice vote 7-0. Mayor Hidy declared Resolution 16-25 adopted. He then presented a copy of the Resolution and a Village Key to Mr. Manning. Minutes of Council Meeting December 1, 2025 Page 5 10. MOTION CONFIRMING THE APPOINTMENT OF COUNCIL MEMBER PAT STERN TO THE CITY OF THE VILLAGE OF INDIAN HILL PLANNING COMMISSION: Vice Mayor Byer made a motion confirming the appointment of Council member Pat Stern to the City of the Village of Indian Hill Planning Commission. The motion was seconded by Council member Isphording and was passed by voice vote 7-0. 11. MOTION CONFIRMING THE APPOINTMENT OF MAYOR RICHARD HIDY AS AN ALTERNATE TO THE CITY OF THE VILLAGE OF INDIAN HILL PLANNING COMMISSION: Council member Isphording made a motion confirming the appointment of Mayor Richard Hidy as the alternate to the City of the Village of Indian Hill Planning Commission. The motion was seconded by Council member Gibson and was passed by voice vote 7-0. 12. MOTION NAMING COUNCIL MEMBER JEFF GIBSON AS COUNCIL REPRESENTATIVE TO THE MADEIRA & INDIAN HILL JOINT FIRE DISTRICT BOARD: Vice Mayor Byer made a motion naming Council member Gibson as Council representative to the Madeira & Indian Hill Joint Fire District Board. The motion was seconded by Council member Grafe and was passed by voice vote 7-0. 13. MOTION NAMING VICE MAYOR ANDREW BYER AS COUNCIL REPRESENTATIVE TO THE OHIO KENTUCKY INDIANA (OKI) REGIONAL COUNCIL OF GOVERNMENTS BOARD OF DIRECTORS: Council member Isphording made a motion naming Vice Mayor Andrew Byer as Council representative to the Ohio Kentucky Indiana (OKI) Regional Council of Government’s Board of Directors. The motion was seconded by Council member Stern and was passed by voice vote 7-0. 14. MOTION NAMING COUNCIL MEMBER TRISH KREHBIEL AS COUNCIL REPRESENTATIVE TO THE GREEN AREAS ADVISORY COMMITTEE: Vice Mayor Byer made a motion naming Council member Trish Krehbiel as Council representative to the Green Areas Advisory committee. The motion was seconded by Council member Grafe and was passed by voice vote 7-0. 15. MOTION NAMING MAYOR RICHARD HIDY AS COUNCIL REPRESENTATIVE TO THE ROWE ARBORETUM ADVISORY COMMITTEE: Council member Gibson made a motion naming Mayor Richard Hidy as Council representative to the Rowe Arboretum Advisory committee. The motion was seconded by Vice Mayor Byer and was passed by voice vote 7-0. 16. MOTION NAMING COUNCIL MEMBER ELIZABETH ISPHORDING AS COUNCIL REPRESENTATIVE TO THE INDIAN HILL RECREATION COMMISSION: Vice Mayor Byer made a motion naming Council member Elizabeth Isphording as Council representative to the Indian Hill Recreation Commission. The motion was seconded by Council member Stern and was passed by voice vote 7-0. 17. MOTION NAMING MAYOR RICHARD HIDY AS COUNCIL REPRESENTATIVE TO THE ENVIRONMENTAL STEWARDSHIP COMMITTEE: Minutes of Council Meeting December 1, 2025 Page 6 Vice Mayor Byer made a motion naming Mayor Richard Hidy as Council representative to the Environmental Stewardship committee. The motion was seconded by Council member Gibson and was passed by voice vote 7-0. 18. MOTION NAMING COUNCIL MEMBER KARL GRAFE AS COUNCIL REPRESENTATIVE TO THE INDIAN HILL SHOOTING CLUB BOARD OF ADVISORS: Vice Mayor Byer made a motion naming Council member Karl Grafe as Council representative to the Indian Hill Shooting Club Board of Advisors. The motion was seconded by Council member Stern and was passed by voice vote 7-0. 19. RESOLUTION APPROVING THE REAPPOINTMENT OF MR. JOHN KRUSE, MR. PAUL RIORDAN, AND MR. MICHAEL SEWELL TO THE BOARD OF REVIEW: Mayor Hidy presented a Resolution approving the reappointment of Mr. John Kruse, Mr. Paul Riordan and Mr. Michael Sewell to the Board of Review. A RESOLUTION APPROVING THE REAPPOINTMENT OF MR. JOHN KRUSE, MR. PAUL RIORDAN AND MR. MICHAEL SEWELL TO THE BOARD OF REVIEW WHEREAS, per Ordinance Section 93.11, a Board of Review consisting of a chairperson and two other individuals, who may be officials of the Village, but not members of Council, each to be appointed by the Mayor, with the approval of Council, is created. The members of the Board of Review shall hold office during the term of the Council approving them. WHEREAS, Council has determined that it is in the best interest of the City of the Village of Indian Hill to reappoint Mr. John Kruse, Mr. Paul Riordan and Mr. Michael Sewell to the Board of Review which, upon request, reviews income tax determinations; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF THE VILLAGE OF INDIAN HILL, STATE OF OHIO: That Mr. John Kruse, Mr. Paul Riordan, and Mr. Michael Sewell be, and hereby are, approved as members of the Board of Review for a term commencing on December 1, 2025 and ending November 30, 2027. Upon motion by Vice Mayor Byer and seconded by Council member Grafe, the Resolution was passed by voice vote 7-0. Mayor Hidy declared Resolution 17-25 adopted. 20. SCHEDULING OF 2026 COUNCIL GOAL SESSION: The Council goal session is set for January 14, 2026 at 7:30am, following the Finance Committee meeting at 7:00am. 21. PUBLIC RECORDS & SUNSHINE LAW OBLIGATIONS: Mr. Phillips explained to Council that officers have to comply with the “Sunshine” laws which means that any action taken in any discussion related to Village business occur in a public meeting and they also have a duty and obligation to maintain public records that they receive. He said that he advises they conduct Village business through their Village email address and they do not use texting so all of the documents are maintained in the Village servers. He said that if any Council members have any questions, they can contact him. Minutes of Council Meeting December 1, 2025 Page 7 22. DISTRIBUTION OF COUNCIL INFORMATION BOOKS & ESTABLISHMENT OF THE 2026 COUNCIL AND COMMITTEE MEETING CALENDAR: City Manager Minneci explained that the distribution of the Council Information Books was done electronically. However, hardcopies are available to anyone who would like one. She also noted that within these Books is a section prepared by Mr. Scott Phillips covering public records requirements, the “Sunshine” law and other responsibilities of Council. 23. ADJOURNMENT: There being no further business to come before Council, Mayor Hidy requested a motion to adjourn the meeting. Vice Mayor Byer made the motion and Council member Grafe seconded the motion to adjourn the meeting. The motion passed by unanimous voice vote 7-0, and the meeting adjourned. Krehbiel served as Mayor from December 1, 2023 to November 30, 2025 and a member of Council from December 1, 2017 to November 30, 2025; and WHEREAS, Stephen H. Krehbiel served as a member of five Council Committees - Public Safety, Water Works and Deregulation, Finance, Buildings and Grounds, and Public Works; and WHEREAS, Stephen H. Krehbiel served as the Chairperson for the Public Safety Committee and the Public Works Committee; he also served as the Council representative to the Madeira Indian Hill Joint Fire District Board and OKI; and WHEREAS, Stephen H. Krehbiel’s public service has long been a defining value of his family, as he follows proudly in the footsteps of his father, Robert C. Krehbiel, who served Indian Hill as Mayor from 1975-1977 continuing a legacy of dedication to civic responsibility; such family connections also were highlighted as he proudly officiated his daughter’s wedding; and WHEREAS, Stephen H. Krehbiel honored and uplifted the service of our nation’s heroes through thoughtful, powerful, and heartfelt remarks delivered at Memorial Day and Veterans Day ceremonies, ensuring that each of his speeches respectfully highlighted Indian Hill residents who served their country with dignity and pride; and WHEREAS, through his extensive knowledge and expertise in information technology, Stephen H. Krehbiel was an advocate for elevating the Village’s technological security, reliability, and functionality, positioning Indian Hill to better serve residents into the future; his initiative led to the first Village app; and WHEREAS, Stephen H. Krehbiel played a significant role in a once-in-a-lifetime decision regarding the future of the Village’s water distribution system, a process that required numerous meetings, extensive technical and financial analysis, and thoughtful incorporation of significant community feedback - ensuring the best long-term interests of Indian Hill residents; and WHEREAS, Stephen H. Krehbiel has retired from Council, and it is appropriate to recognize him. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF THE VILLAGE OF INDIAN HILL, STATE OF OHIO: Section 1. Riordan, Clerk RESOLUTION NO. -25 A RESOLUTION OF APPRECIATION TO SHAYNE O MANNING FOR HIS SERVICE TO THE CITY OF THE VILLAGE OF INDIAN HILL, OHIO WHEREAS, Shayne O Manning has served as a member of Council from December 1, 2019 to November 30, 2025; and WHEREAS, Shayne O Manning has served as a member of the Public Works, Buildings & Grounds Committee, and Water Works and Deregulation Committee at various times throughout his tenure on Council; he also served as the Council representative to the Green Areas Advisory Committee; and WHEREAS, Shayne O Manning served as the Council representative to the Planning Commission from December 1, 2019 to November 30, 2025. Mr. Manning’s deliberate decision-making and pragmatic approach contributed to 127 cases that included the construction of a new middle school, renovations to the elementary and primary schools, and a complete review of the Village’s Zoning Code where he offered valuable insights that strengthened its clarity, consistency, and effectiveness; and WHEREAS, Shayne O Manning allowed the Public Works and Water Works Departments to benefit greatly from his vast structural engineering expertise by providing sound analysis, technical comprehension, and a practical understanding of numerous and complex infrastructure matters; and WHEREAS, Shayne O Manning played a significant and influential role in guiding the Village through a once-in-a-lifetime decision regarding the Village’s water system, contributing valuable judgment, analysis, and steadfast guidance during a process that required extensive study, public engagement, and careful consideration; and WHEREAS, during his tenure, Shayne O Manning’s professional, courteous, and respectful approach has set a high standard for public service, earning the appreciation of fellow Council members, Village staff, and residents; throughout his service, he remained true to his convictions, offering clear perspectives and thoughtful deliberation even on the most challenging issues; and WHEREAS, Shayne O Manning’s keen eye for sports cars became a memorable and enjoyable trademark of his time on Council, reflecting his lighthearted personality and sense of enthusiasm; and WHEREAS, Shayne O Manning has retired from Council, and it is appropriate to recognize him. MICHAEL SEWELL TO THE BOARD OF REVIEW WHEREAS, per Ordinance Section 93.11, a Board of Review consisting of a chairperson and two other individuals, who may be officials of the Village, but not members of Council, each to be appointed by the Mayor, with the approval of Council, is created. The members of the Board of Review shall hold office during the term of the Council approving them. WHEREAS, Council has determined that it is in the best interest of the City of the Village of Indian Hill to reappoint Mr. John Kruse, Mr. Paul Riordan and Mr. Michael Sewell to the Board of Review which, upon request, reviews income tax determinations; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF THE VILLAGE OF INDIAN HILL, STATE OF OHIO: That Mr. John Kruse, Mr. Paul Riordan, and Mr. Michael Sewell be, and hereby are, approved as members of the Board of Review for a term commencing on December 1, 2025 and ending November 30, 2027.
