6:00 pm
Mayor Phillips calls the meeting order and roll call was taken. Trustee’s Barrett, Cornett, Finley,
Sheets, Washkowiak and Wear are present.
Trustee Sheets made a Motion to accept the minutes of May 21, 2020. Trustee Washkowiak
seconded it. All six Trustees presents voted yea. Motion carried.
Trustee Sheets made a motion to accept the budget report and pay the bills plus other bills over
$1500.00 as shown below. Trustee Washkowiak seconded it. All six Trustees present voted yea:

Trustee Sheets made a Motion for a Resolution, Resolution Number R20200618 to authorize
Fehr Graham and Associates, LLC to prepare a second IEPA loan for improvements to the
wastewater treatment plant and collection system for signature and submittal by the Village.
Trustee Washkowiak seconded the Motion. All six Trustees present voted yea. Motion carried.
Trustee Wear made a motion for a Fair Housing Resolution, Resolution Number R20200618A
for the IEPA Grant Application. Trustee Washkowiak seconded the Motion. All six Trustees
present voted yea. Motion carried.
Trustee Wear made a motion for Resolution R20200618B - resolution committing local funds for
G street improvements from 5th St to Emerson St. Trustee Washkowiak seconded the Motion.
All six Trustees present voted yea. Motion carried.
Trustee Sheets made a Motion for a Resolution, Resolution Number R20200618C to allow the
Mayor to sign any document pertaining to the WWTP Grant Application needed for the deadline
of June 30. Trustee Washkowiak seconded the Motion. All six Trustees present voted yea.
Motion carried.
Trustee Sheets made a motion to hire Josh Brown as a full-time officer Trustee Washkowiak
Seconded the Motion. Trustee Cornett voted nay and Trustee’s Barrett, Finley, Sheets,
Washkowiak and Trustee Wear voted yea. Motion carried.
Trustee Washkowiak made a Motion to enter into an Intergovernmental Agreement with the
City of Danville for a fireworks display. The Village will pay $7500.00 and so will the City of
Danville. Trustee Finley seconded the Motion. Trustee Cornett voted nay and Trustee’s Barrett,
Finley, Sheets, Washkowiak and Trustee Wear voted yea. Motion carried.
Trustee Cornett made a motion to appoint Cassidy Warrick as Deputy Clerk. Trustee
Washkowiak seconded the motion. Trustee Wear voted nay and Trustee’s Barrett, Finley,
Sheets, Washkowiak and Trustee Cornett voted yea. Motion carried.
Trustee Washkowiak made a motion to give a one-time grant to TruGrit Fitness of $150,000.00
for a TIF Agreement. The grant will be given to TruGrit once construction of the building is
complete. Trustee Sheets seconded he motion. All six Trustees present voted yea. Motion
carried.
Trustee Sheets made a motion to create a new TIF District. Consultants Moran Economic
Development and Attorney Ken Beth will assist in setting this up. Trustee Washkowiak
seconded the motion. All six Trustees present voted yea. Motion carried.
Trustee Wear made a motion to upgrade our NPDES Permit to increase the capacity of the plant.
Trustee Sheets Seconded the Motion. All six Trustees present voted yea. Motion carried.
Trustee Wear made a motion to allocate $135,000.00 to the Motor Fuel Tax Program. Fehr
Graham will be administering our MFT Program. Trustee Sheets Seconded the Motion. All six
Trustees present voted yea. Motion carried.
Trustee Wear made a motion to solicit seal coat bids for Keegan to 16th Street and King Street,
16th Street to 14th Street-see map for more details. Trustee Washkowiak seconded the Motion.
All six Trustees present voted yea. Motion carried.
Trustee sheets made a motion to solicit bids for seal coating King Street to Keegan Street on
Route 1 through the Motor Fuel Tax Program. Trustee Washkowiak seconded the Motion. All
six Trustees present voted yea. Motion carried.
Trustee Sheets made a motion to solicit bids for the property North of Dollar General in Tilton.
Only businesses may bid for the property and the Village reserves the right to refuse any and all
bids based on the best interest of the Village. Trustee Finley seconded the Motion. All six
Trustees present voted yea. Motion carried.
Trustee Sheets made a motion to close IDOT MFT Section 00027-Greenwood and 14th Street.
Trustee Washkowiak seconded the Motion. All six Trustees present voted yea. Motion carried.
Trustee Washkowiak made a motion to appoint Greg Phillips daytime dog catcher for $350.00
per month. Trustee Sheets seconded the Motion. Motion carried.
Trustee Sheets made a motion to have Joe Gleisner vacate the alley located by 715 Ferndale.
Trustee Cornett seconded the Motion. All six Trustees present voted yea. Motion carried.
Trustee Finley made a motion to give Business Stabilization Grants in the amounts shown below
totaling $65000.00. Trustee Wear seconded the Motion. All six Trustees present voted yea.
