Mayor Phillips calls the meeting order and roll call was taken. Trustee’s Finley, Mitchell, Sheets-via
Zoom, Washkowiak and Wear-via Zoom are present. Trustee Barrett is absent.
Trustee Mitchell made a Motion to accept the minutes of November 19, 2020 and reconvened
December 10, 2021 board meeting and accept the budget report and pay the bills plus other bills over
$1500.00 as shown below. Trustee Wear second. All five Trustees presents voted yea. Motion carried.

Trustee Sheets made a motion to pay Offutt Development, $537,734.00 for Elevator/Remodel and Road,
to be paid out of Bond proceeds, Trustee Wear second. All five Trustees presents voted yea. Motion
carried.
Trustee Wear made a motion to for Road Right of Way for Donna Drive to be signed. Trustee Sheets
second. All five Trustees presents voted yea. Motion carried.
Trustee Mitchell made a motion to Midwest Asphalt $43,000.92 for police pole barn, pay $23,000.92
this month and $20,000.00 next month, as previous approved. Trustee Wear second. All five Trustees
presents voted yea. Motion carried.
Trustee Sheets made a motion for Cross Construction Pay Estimate #2 (Final) for $16,442.01, Trustee
Wear second. All five Trustees presents voted yea. Motion carried.
Trustee Wear made a motion for FE Moran for a new fire alarm system for City Hall, with monitoring
and elevator recall at $8,895.00 and then $140.00 a month. Trustee Sheets second. All five Trustees
presents voted yea. Motion carried.
Trustee Wear made a motion to pay Alvarez Industrial Cleaning for floor in basement at City Hall, up to
$9,500.00, which includes previously approved and adding baseboard. Trustee Sheets second. All five
Trustees presents voted yea. Motion carried.
Trustee Sheets made a motion to pay Toyota of Danville $8020,10 for parking lot rebate on TIF. Trustee
Finley second. All five Trustees presents voted yea. Motion carried.
Trustee Sheets made a motion for a “No parking back to corner” sign to be placed at 501 Atwood, due to
parking partially in roadway causing traffic issues and snowplowing issues. Trustee Finley second. All
five Trustees presents voted yea. Motion carried.
Trustee Washkowiak made a motion to authorize for street light between 102 and 104 E 4th St, Trustee
Finley second. All five Trustees presents voted yea. Motion carried.
Trustee Sheets made a motion to change condemn dates for 1527 Meitzler and 109 W 4th Street to
March 15 to June 9, 2021. Trustee Wear second. All five Trustees presents voted yea. Motion carried.
Trustee Sheets made a motion to pay Thomas Excavating $145.00 an hour and rental of equipment for
tear down of 203 E 4th, Trustee Wear second. All five Trustees presents voted yea. Motion carried.
Trustee Washkowiak made a motion to place Fire Engine #2 for surplus, Trustee Finley second. All five
Trustees presents voted yea. Motion carried.
Trustee Washkowiak made a motion to donate $1,000.00 to Peer Court as they are not able to have
yearly fund raiser due to Covid. Trustee Finley second. All five Trustees presents voted yea. Motion
carried.
Trustee Washkowiak made a motion to adjourn, Trustee Mitchell second. All five Trustees presents
voted yea. Motion carried.
