Village of Tilton Board Meeting Minutes February 18, 2021 & March 11, 2021 6:00 pm Mayor Phillips calls the February 18, 2021 meeting order and roll call was taken. Trustee’s Barrett, Finley, Mitchell, Sheets, Washkowiak and Wear are present. Trustee Washkowiak made a motion to accept the minutes of the January 21, 2021 board meeting, finance committee report and pay bills listed below, Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Finley made a motion for Hartke Engineering to survey Songer Cemetery to place metal rods for measuring when digging needs done for a cost of $3,000.00 to $5,000.00. All six Trustees present voted yea. Motion carried. Trustee Barrett made a motion to allow Mayor Dave Phillips authorization to sign Municipal Aggregation agreement on bid day of March 10, 2021. Trustee Wear made a motion to purchase 500 tons of salt from Compass Materials at $87.67 per ton for a total of $43,835.00, to be paid out of next year's MFT. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to purchase six air packs for Fire Department from Municipal Emergency Services for $44,726.70. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion for ORDINANCE 2021-0218 – A SPECIAL ORDINANCE AUTHORIZING THE CEDING OF PRIVATE ACTIVITY BONDING AUTHORITY. EIEDA (Eastern Illinois Economic Development Authority) for 2021 Volume Cap Allocation $291,170.00. Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion for Fehr Graham to re-advertise for Contract A for the Wastewater Improvement Project. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion to pay Ambulance personnel for on call hours for daytime hours, Trustee Barrett second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion for ORDINANCE O-2021-0311-B – AMENDING ORDINANCE FOR PRIVATE PROPERTY PARKING VIOLATIONS OF HANDICAPPED AND FIRE ZONES TO VILLAGE TO TILTON TO RECEIVE FINES. Trustee Barrett second. All six Trustees present voted yea. Motion carried. Trustee Barrett made a motion for ORDINANCE O-2021-0311-C –AMENDING ORDINANCE REGARDING SEIZING MONEY FOR FELONIES INVOLVING DRUGS, AND THE VILLAGE OF TILTON TO BE ALLOWED TO KEEP. Trustee Wear made a motion to send Bud Lete a final notice of offer on property prior to starting Imminent Doman proceedings. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion to remove the East/West stop signs at 1st and 14th Streets. Trustee Wear second. All six Trustees present voted yea. Motion carried. Trustee Mitchell made a motion to allow Treasurer Tiffany Jones to pay incoming bills after March 11 th and before March 18th, due to change in board meeting date. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to condemn 1529 Mietzler, Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion to Abate the property taxes for 2020 and send certificate to Clerks Office. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to sell 1606 Meitzler through Land Bank for offer of $3,600.00, with Land Bank and VOT splitting profit. Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion to approved Revised Budget for FY2020-2021, Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion for Mayor David Phillips to sign Village Electric at .0517 a day or less. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to amend the ORDINANCE O-2021-0311-C REGARDING ILLEGAL BURN, 1ST WARNING, 2ND $100, 3RD $250, ALL OTHERS $750-FOR FIRE DEPT RESPONSES. Trustee Wear second. Trustee Sheets made a motion to appoint Officer Phil Bernadi to Interim Police Chief with Police Chief David Cornett’s last day being March 26, 2021. Trustee Barrett second.
