April 15, 2021
6:00 pm
Mayor Phillips calls the meeting order and roll call was taken. Trustees Finley, Mitchell, Sheets,
Washkowiak and Wear are present. Trustee Barrett is absent.
Trustee Washkowiak made a Motion to accept the minutes of February 18, 2021, and reconvened
March 11, 2021 board meeting and accept the finance report and pay bills over $1500.00 as shown
below. Trustee Wear second. All five Trustees present voted yea. Motion carried.

Oath of office was recited by Mayor David Phillips and Trustees Scott Mitchell, Ryan Washkowiak and
William Wear.
Trustee Washkowiak made a motion to affirm appointment of Phil Bernardi, Tilton Police Chief; Ryan
Schull, Captain Tilton Police; William Fields, EMS Coordinator and Richard Austin, Tilton Fire Chief.
Trustee Sheets second. All five Trustees present voted yea. Motion carried.
Trustee Sheets made a motion for Village of Tilton buildings for .004664 from Direct Energy. Trustee
Wear second. All five Trustees present voted yea. Motion carried.
Trustee Mitchell made a motion for CivicLive, from Jason Cheper for $9,100.00 for new website for
Village of Tilton. Trustee Washkowiak second. All five Trustees present voted yea. Motion carried.
Trustee Sheets made a motion to accept Joe Gleisner’s MS4 2021-2022 proposal. Trustee Wear second.
All five Trustees present voted yea. Motion carried.
Trustee Sheets made a motion to proceed with Imminent Domain proceedings for the Bud Lete
property, and to use Ken Beith as attorney. Trustee Mitchell second. All five Trustees present voted
yea. Motion carried.
Trustee Wear made motion to pay Midwest Asphalt $29,320.00 for repair of collapsed pipe on south
side of East 4th Street, between E Street and F Street. Trustee Washkowiak second. All five Trustees
present voted yea. Motion carried.
Trustee Finley made a motion to pay Iroquois Federal the IEPA balance in bank on May 1, 2021. Trustee
Sheets second. All five Trustees present voted yea. Motion carried.
Trustee Wear made a motion to hire Alex Kedas, for 200 hours of work at $75.00 an hour, for
infrastructural grants and economic development opportunities. Trustee Washkowiak second. All five
Trustees present voted yea. Motion carried.
Trustee Mitchell made a motion for Joe Gleisner to draw up paperwork to vacate East alley on Hodge
but keep easement. Trustee Finley second. All five Trustees present voted yea. Motion carried.
Trustee Washkowiak made a motion to pay Key Equipment balance for sewer camera of $83,858.80 on
May 1, 2021. Trustee Finley second. All five Trustees present voted yea. Motion carried.
Trustee Wear made a motion to purchase a 2014 Vactor truck from Key Equipment for $173,000.00,
with down payment of $20,000.00 and finance remainder. Trustee Sheets second. All five Trustees
present voted yea. Motion carried.
Trustee Wear made a motion to revoke Neiman Foods (County Market) pour license due to not building
a gaming room within the store, Trustee Finley second. All five Trustees present voted yea. Motion
carried.
Trustee Finley made a motion to appoint Cassidy Warrick as Collector for Village of Tilton. Trustee
Sheets second. All five Trustees present voted yea. Motion carried.
Trustee Washkowiak made a motion for ordinance O2021-0415, to move to agenda format for board
meetings. Trustee Finley second. All five Trustees present voted yea. Motion carried.
Trustee Sheets made a motion to contract Danville Township for spraying at $2500.00 Trustee
Washkowiak second. All five Trustees present voted yea. Motion carried.
Trustee Wear made a motion for pay raises for employees that are in the proposed budget. Trustee
Mitchell second. All five Trustees present voted yea. Motion carried.
Trustee Wear made a motion to amend the Golf Cart and ATV ordinance for yearly license to run from
May 1st to April 30th, making all licenses expiring at the same time. Trustee Washkowiak second. All five
Trustees present voted yea. Motion carried.
Trustee Washkowiak made a motion to adjourn, Trustee Sheets second. All five Trustees present voted
yea. Motion carried.
