Village of Tilton Board Meeting Minutes May 20, 2021 6:00 pm Mayor Phillips calls the meeting order and roll call was taken. Trustees Finley, Mitchell, Sheets, Washkowiak and Wear are present. Trustee Barrett is absent. Trustee Sheets made a Motion to accept the minutes of April 15, 2021, board meeting and accept the finance report and pay bills over $1,500.00. Trustee Washkowiak second. All five Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to place deer crossing signs on East Ross Lane, eastbound, east of Burkes and westbound, at the bridge. Trustee Sheets second. All five Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to condemn 205 CRESTWOOD, 1529 MEITZLER, 1909 S WASHINGTON, 207 E 5TH ST, 1710 JEFFERSON, 514 CRESTWOOD, 1922 S JEFFERSON. Trustee Mitchell second. All five Trustees present voted yea. Motion carried. Trustee Sheets made a motion to place FY22 Budget on display. Trustee Wear second. All five Trustees present voted yea. Motion carried. Trustee Wear made a motion for IDOT Maintenance Agreements, Trustee Washkowiak second. All five Trustees present voted yea. Motion carried. Trustee Wear made a motion to approve Offutt Development Inc bid for Salt Dome Repair, Trustee Washkowiak second. All five Trustees present voted yea. Motion carried. Trustee Sheets made a motion to table action on Schedule A Contract Bids for WWTP, Trustee Washkowiak second. All five Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to pay Carlson Tree Service $3,450.00 for tree removal at 200 E 5 th Street, Tilton. Trustee Finley second. All five Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion for Midwest Asphalt to replace drain and concrete at Station 2 for $5,800.00. Trustee Finley second. All five Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion for ordinance O-2021-0520 Banning Gas Motorized Bicycles, Trustee Sheets second. All five Trustee Finley, Mitchell, Sheets and Washkowiak voted yea. Trustee Wear voted nay. Motion carried. Trustee Finley made a motion to remove the North/South stop sign at 1st and 15th, leaving the stop sign for East/West, Trustee Mitchell second. All five Trustees present voted yea. Motion carried. Trustee Sheets made a motion to purchase new mower tractor, after trade in of John Deere for $16,400.00, retail $29,293.00. Trustee Wear second. All five Trustees present voted yea. Motion carried. Trustee Wear made a motion to pay Rahn Equipment for 5 new cameras for police squad cars, with updated software for $1,957.50. Trustee Finley second. All five Trustees present voted yea. Motion carried. Trustee Sheets made a motion to join Vermilion Advantage at the $500.00 level, and if Tilton is approved into Enterprise Zone, will increase membership to $2,500.00. Trustee Washkowiak second. All five Trustees present voted yea. Motion carried. Trustee Wear made a motion to purchase new squad (truck) for police department, all included $38,065.00, with Rahn Equipment to install accessories. Trustee Sheets second. All five Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to use Fire Tech to advertise the sale of fire truck. Trustee Finley second. All five Trustees present voted yea.
