Village of Tilton Board Meeting Minutes June 17, 2021 6:00 pm Mayor Phillips calls the meeting order and roll call was taken. Trustees Barrett, Finley, Mitchell, Sheets, Washkowiak and Wear are present. Trustee Sheets made a motion to accept the minutes of May 20, 2021, board meeting, accept the finance report and pay bills over $1,500.00. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion for RESOLUTION R2021-0617, A RESOLUTION TO REJECT LOW BID FOR WWTP SCHEDULE A FROM STARK EXCAVATING AND INTENT TO AWARD WWTP SCHEDULE A TO MIDWEST ASPHALT. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion for RESOLUTION R2021-0617A, A RESOLUTION AUTHORIZING FEHR GRAHAM AND ASSOCIATES, LLC, TO PREPARE IEPA LOAN DOCUMENTATION FORMS FOR IMPROVEMENTS TO THE WASTEWATER TREATMENT PLANT AND COLLECTION SYSTEM, FOR SIGNATURE AND SUBMITTAL TO IEPA. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion to grant Lupita’s Family Restaurant a Class B Liquor License (without gaming) and grant $21,000.00 out of TIF 2 for roof repair, providing their insurance does not cover. Trustee Barrett second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion for ORDINANCE 2021-0617 approving VILLAGE OF TILTON ANNUAL BUDGET FOR FYE-2022. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion for Alvarez Industrial Cleaning, Inc to replace the floor at Community Center for $35,223.41, to be completed in September. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion to have attorney start foreclosing process on properties that have liens. Trustee Mitchell second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion to approve Alex Kedas for 500 more hours for work on the RAISE Grant to revitalize old GM property. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion for Bosscan, Inc-CemeteryFind, cemetery software for Songer Cemetery of $2,700.00. Trustee Wear second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to buy 10 memorial stands from My Memorial Stands at $330.00 piece for the cemetery use, as well as other projects in the village. Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to advertise for bids for roof repair at Fire Station 1, with specs, Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion for ORDINANCE 2021-0617A INCREASING CAPITALIZATION FROM $5,000.00 TO $20,000.00. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion at accept the POLICE DEPARTMENT POLICY MANUAL. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to increase the amounts of allowable of approval for the Mayor to $5,000.00, Board Members to $2,000.00 and Department Heads to $1,000.00. Trustee Barrett second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion to hire Bruce Stark part time police officer and Troy Nipper full time police officer. Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Finley made a motion for ORDINANCE 2021-0617B vacating alley way between 1318 Hodge St and 301 E 14th St, Tilton. Trustee Mitchell second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to dedicate the Roundabout at First Ave and E 16th Street in honor of Herschel Jones, Joey Thomas, Tin Tim Timmerman, Millie Butler and David Phillips Sr. Trustee Sheets second.
