MINUTES FOR THE OCTOBER 11, 2022 TISKILWA VILLAGE BOARD MEETING The Tiskilwa Village Board held its regular meeting on October 11, 2022 at 7:00 P.M. at the Tiskilwa Fire Station. Answering roll call were Mayor Michael Murray, Trustees Acker, Kline, Eiken, Yepsen, Klinefelter and Funderberg. The agenda was approved as presented. Trustee Acker made a motion to approve the minutes from the September 13, 2022 board meeting, seconded by Trustee Yepsen. All Ayes. Trustee Funderberg made a motion to approve payment of bills totaling $46,571.99, seconded by Trustee Eiken. All ayes on a roll call vote. The annual Treasurer’s report was distributed at the last meeting for the Trustees to review. Trustee Klinefelter made a motion to accept the annual Treasurer’s report seconded by Trustee Acker. All ayes on a roll call vote. Trustee Eiken made a motion to accept the monthly Treasure’s report seconded by Trustee Klinefelter. All ayes. Public Participation: There were 10 citizens at the meeting. Concerns being from sewer back- up, two citizens dogs being attacked by a dog running loose, question on bench in front of museum and a salesman from a utility company. Website comments: Mayor Murray distributed comments from the website for the trustees to review. Village Supervisor Monthly update: Rick Funderberg reported the White International plow actuator valve broke and the truck was dropped off at Konig for repairs. It is past its 1 year coverage. A & J repaired the heater at the shop. North End lift station shut off causing a sewer back up in a residents home and insurance providers have been contacted. Reports: Village Engineer Jack Kusek updated the board on dam assessments and grant applications. Water Report- Trustee Klinefelter gave the water report as 680,100 gallons of water used, $3,759.50 amount of water billed and $3,870.00 amount of sewer billed. Trustee Acker reported four trees were planted, two in each park. He also stated the leaf collection will be the same as last year for the Hungry World Farm. The Police report showed 1 traffic stop, 203 security checks, four 911 calls, 3 ordinance violations delivered and 61.25 police hrs. worked. Mayor Murray distributed the radar data results for the month. Old Business: Mayor Murray reminded the board of the certifications to be completed and that the State sight is still down. Dog Park: The crows nest has been removed at the dog park. It is open now. Sewer plant: Our engineer is getting quotes on the notification system and there are six options on fixing the sewer plant. Garbage & recycle- the ad is being ran for bids on garbage and recycle. South Galena Street closure- Trustee Acker made a motion to adopt Ordinance No. 0-5-22-10- 11 that portion of Galena Street shown as Parcel 2 is no longer useful for the Village of Tiskilwa and is vacated. The westerly half of the street shall be acquired by the owners of parcel 21-13-232-002 and the easterly half shall be acquired by owners of parcel 22-18-101- 023, seconded by Trustee Kline. All ayes on a roll call vote. Street Signs: Our street poles now need to be replaced to fit the new signs. There will be a quote at the next meeting on the cost of new poles. Minutes for October 11, 2022 Board Meeting Continued: Old Business, Con’t Park Bathrooms Security: Due to the cost increase of the security locks discussed at the last meeting, it was in consensus of the Board that expenditure be included in the Grant application for the West Park. Tiskilwa Police: Trustee Klinefelter made a motion to purchase police uniforms at a cost of $1,217.70 seconded by Trustee Trustee Yepsen. All ayes. Grants: Trustee Kline made a motion to allocate from the General Fund $50,000.00 toward the Grant OSLAD water tower application, seconded by Trustee Eiken. All ayes on a roll call vote. New Business: Ordinances: Mayor Murray asked the Board to review Chapter 10 on Animals. He presented some changes that needed in that Ordinance which will be discussed at the next meeting. Confined Space Rescue Kit: Trustee Eiken made a motion to purchase a Confined Space Rescue Kit seconded by Trustee Kline for $2,825.00. All ayes. This safety equipment is for the safety of our employees in confined spaces and they will go through training on this. Foreign Fire Tax Resolution: Trustee Acker made a motion to adopt a resolution authorizing Illinois Municipal League to collect the 2% License fee on Foreign Fire Insurance seconded by Trustee Funderberg. All ayes. Halloween: The Town- wide time for Halloween is 4:30 P.M. to 7:00 P.M. on Sunday, October 30th. The Parade will start at 4:00 P.M. and will proceed to the West Park.
