MINUTES FOR THE RESCHEDULED TISKILWA VILLAGE BOARD MEETING NOVEMBER 15, 2022 The Tiskilwa Village Board held a rescheduled meeting on November 15, 2022 at 7:00 P. M. at the Tiskilwa Fire Station. Answering roll call were Mayor Murray, Trustees Kline, Eiken, Klinefelter and Funderberg. Absent were Trustee Acker and Yepsen. The agenda was approved as presented. Trustee Kline made a motion to approve the minutes from the October 11, 2022 board meeting, seconded by Trustee Funderberg. All ayes. Trustee Klinefelter made a motion to accept the Treasurer’s report seconded by Trustee Funderberg. All ayes. Trustee Klinefelter made motion to approve payment of bills totaling $150,627.63, seconded by Trustee Kline. All ayes on a roll call vote. Public Participation: There were two citizens present at the meeting. The concern was the many cats on Washington Street and what can be done about them. Mayor Murray has tried locally for help with the cat situation and will reach out now to the Peoria area. Jim Pozzi from Republic Services was present asking if there were any questions on the possible upcoming contract renewal with them. Supervisor Report: Rick Funderberg was unable to attend the meeting. Mayor Murray stated that the snow plows are ready to go. Reports: Village Engineer Jack Kusek reported to Mayor Murray he is getting quotes on new alarm systems for the lift stations and pump quotes. Update on employee Brandon Mallery: Starting Monday Brandon will be working 10-15 hours a week. The Police report showed 273 security checks, four 911 calls, 3 ordinance violation warnings and 86.5 police hours worked. Water Report: Trustee Klinefelter gave the water report as 671,700 gallons of water used, $7,054.54 amount of water bill and $3,803.75 amount of sewer billed. Old Business; Mayor Murray reminded the Board of certifications to be completed. Garbage & Recycle: Mayor Murray stated hopefully at the next meeting the decision will be made on which company contract to go with for garbage and recycle pick-up. Tiskilwa Police: Mayor Murray stated some of the new police uniforms have arrived. Grants: CDBG -Trustee Funderberg made a motion to allocate from the General Fund $75,000.00 and additional $7,000.00 totaling $82,000.00 toward grant CDGB water tower application, seconded by Trustee Kline. All ayes on a roll call vote. The $50,000.00 allocation from last month’s meeting was found to be incorrect and the amount should have been $82,000.00 to be in our bracket for the water tower grant application. Mayor Murray stated there will be a Public Hearing on November 29, 2022 at 7:00 P.M. to discuss the CDBG grant structure. Village Ordinance Amending Village Code-Chapter 10- Animals- Trustee Klinefelter made a motion to accept the Village ordinance amendment 5-22-11-15 with deletions and additions, seconded by Trustee Funderberg. 4 ayes and 2 absentees on a roll call vote. Board Meeting, November 15, 2022 Con’t New Business: Village Clerk Office Hours: Trustee Klinefelter made a motion to change the Village Clerk office hours from 9 to 1 on Tuesdays and Thursday to 9:00 A.M. to 4:00 P.M. on those same days effective December 1, 2022, seconded by Trustee Eiken. All ayes. No change in pay was discussed. HSI Training: Trustee Kline made a motion for our three employees to be certified in H.S.I. which is Health & Safety Institute, an online training for the cost of $711, seconded by Trustee Funderberg. All ayes. Christmas Bonus: Trustee Klinefelter made a motion to give the town employees their $100.00 Christmas bonus around the first of December, seconded by Trustee Kline. All ayes. 2023 Village Workers Goals: Mayor Murray asked the board to bring goals for 2023 for the Village workers to the next meeting.
