MINUTES FOR THE DECEMBER 13, 2022 TISKILWA VILLAGE BOARD MEETING The Tiskilwa Village Board held its regular meeting on December 13, 2022 at the Tiskilwa Fire Station. Answering roll call were Mayor Murray, Trustees Acker, Kline, Klinefelter and Funderberg. Trustee Yepsen and Eiken were absent. The agenda was approved as presented. Trustee Kline made a motion to approve the minutes from the rescheduled November 15, 2022 board meeting, seconded by Trustee Klinefelter. All Ayes. Trustee Klinefelter made a motion to accept the Treasurer’s report that was distributed due to the absence of the Treasurer, seconded by Trustee Kline. All ayes. Trustee Funderberg made a motion to approve payment of bills with one addition totaling $88,255.47, seconded by Trustee Kline. All ayes on a roll call vote. Public Participation: Jim Pozzi was present representing Republic Services. Two other citizens with concerns on parking of cars on main street and sidewalk replacement questions. Ed Waca stated he had information on the date the water tower was installed being 1957 and will bring that information to be copied at the village office. Supervisor Report: Rick Funderberg was unable to attend the meeting. Website Comments: Mayor Murray discussed 2 website comments with the board. One was requesting Dog Park rules to be put on the Website, which the Mayor has done. The other was the problem with speeders on State Street. Mayor Murray gave that person speeding information from the new signs we have and stated we are getting more officers and will have more focus on the speeding problem. Reports: Village Engineer Jack Kusek was not present at the meeting. Trustee Klinefelter gave the water report as 663,000 gallons of water used, $7149.24 amount of water billed and $3,882.00 amount of sewer billed. Police Report: Showed 1 arrest, three 911 calls, 199 security checks and 71.5 police hours worked. Radar Reports were reviewed by the Board. Old Business: Mayor Murray reminded the Board of certifications to be completed. Garbage & Recycling Contracts: We received two bids for the Garbage & recycling. They were Republic Services and LRS in Monmouth. Trustee Acker made a motion to accept the 2023 thru 2028 contract from Republic Services with an optional 4 year term renewal seconded by Trustee Funderberg. All ayes on a roll call vote. The cost per resident will be $21.55 per month. Our old rate was $16.00 per month, $11.00 charge + $5.00 sheet of stickers. Stickers will only be used for bulk items that are allowed once a week with a sticker on it. A 95 gallon cart will be provided. Senior citizens can request a 65 gallon cart if they desire. Street Signs: Mayor Murray gave the quote for the remaining street signs, 4 way signs for the stop signs and 40 posts and brackets being $7,000.00. Trustee Kline made a motion to pay the $7,000.00 for the remaining signs, posts and brackets, seconded by Trustee Acker. All ayes on a roll call vote. Tiskilwa Police: They are still waiting on uniforms to come in. Grants: Park Grant: Should hear back from this by March, 2023. Water Tower Grant: In process Sidewalk Grant: We weren’t approved due to having no fatalities. We are glad there were no fatalities. Water Pipe Grant: Still at the State level to get to a grant agreement. Bridge Grant: awarded and waiting for grant agreement and approval forward.  BOARD MEETING, DECEMBER 13,2022 CON’T OLD BUSINESS: Grants, con’t Bridge Grant: We were awarded $45,000.00 to go toward fixing of bridge work. This will be put towards replacing of the sidewalk and railings on Arch Street so it won’t cause any issues to receive our million dollars funding we have already been funded for direct bridge work. NEW BUSINESS: Feral Cats: Mayor Murray stated Safe House Animal Rescue in Mendota can help us with our feral cat population in our Village by capturing, spaying or neutering and vetting them and returning them with tags in their ears. They can take 8 at a time to be fixed. We have to provide the traps and caring for them from 24 to 48 hours after their surgeries. We have an adequate spot for this recovery in the back area of the Village Office. Trustee Kline made a motion to purchase equipment needed to capture the feral cats, food and liter for after they return from surgeries for up to $2000.00, seconded by Trustee Acker. All ayes. Tax Levy: Trustee Acker made a motion to approve the 2022/2023 Tax Levy, Ordinance No. 07-22-12- 13 in the amount of $90,200.00, seconded by Trustee Klinefelter. 4 ayes and 2 absentees on a roll call vote. Ordinance 12-1-4 & 12-1-13: Trustee Acker made a motion to amend Ordinance 12-1-4 to reflect the new garbage contract rates of $21.55 and delete Ordinance 12-1-13, seconded by Trustee Kline. All ayes on a roll call vote. Quickbooks Upgrade: Mayor Murray is getting more information on a better quickbooks pay system to upgrade the older system we have. Closed Session: At 8:43 P.M. Trustee Klinefelter made a motion to go into closed session. The purpose of the closed session was to discuss employee Brandon Mallery injury, and working plans going forward. Also the Village workers expectations and goals for 2023. Trustee Acker made a motion to go out of closed session at 9:21 P.M.
