MINUTES FOR THE JANUARY 10, 2023 TISKILWA VILLAGE BOARD MEETING The Tiskilwa Village Board held its regular meeting on January 10, 2023 at the Tiskilwa Fire Station. Answering roll call were Mayor Michael Murray, Trustees Acker, Eiken, Yepsen and Funderberg. Trustees Kline and Klinefelter were absent. The Agenda with one correction was approved as presented. Trustee Acker made a motion to approve the minutes from the December 13, 2022 village board meeting, seconded by Trustee Funderberg. All ayes. Trustee Yepsen made a motion to accept the treasure’s report that was distributed due to the absence of the treasure, seconded by Trustee Eiken. All ayes. Trustee Funderberg made a motion to approve payment of bills totaling $60,242.27 seconded by Trustee Yepsen. All ayes on a roll call vote. Public Participation: There were two citizens present to observe the meeting. Supervisor Report: Rick Funderberg was unable to attend the meeting. Website Comments: There was a question about the location of two of the bridges to be replaced with the grant money. One on North State Street and one on High Street. Reports: Village Engineer Jack Kusek was not present at the meeting. Mayor Murray stated that they had a meeting on the next five years plan on what needs to be done. Mayor Murray gave the water report as 659,000 gallons of water used, $6,999.04 water billed and $3,785.00 sewer billed. The Police Report showed 1 traffic stop, 195 security checks, one 911 call and 74.5 police hours worked. Trustees Reports: Trustee Yepsen stated he had contacted Fair board member Francis Morse about the bleachers and it was in consensus of the board to give them to the Fair board. Trustee Acker stated there is a sycamore tree that may need to be cut down by the treatment plant, he is going to look into the location. Trustee Acker is also looking at a tree at 130 Arch St. in the creek that is leaning toward a household. Old Business: Garbage & recycling: Mayor Murray reviewing the proposed contract that is up in March of this year from Republic Services and should be voted on at the next meeting. Magnets: Garbage & recycle calendar magnets will be sent out with the water bill at the end of January. Trustee Acker made a motion to include a sheet of stickers in that mailing to residents that are up to date on there water billing, seconded by Trustee Yepsen. All ayes. Electronic recycling: Mayor Murray stated he is hopeful we will have an electronic recycling event in the Spring with supervision. Dog Park- Mayor Murray will be contacting the company about the gate not catching when getting closed. Street Signs: The new street signs have been ordered. Sidewalk replacement: Mayor Murray stated there needed to be an ordinance on the maintenance of the sidewalks in the village. Tiskilwa Police: We are still waiting on the uniforms for the police officers. Some received had the wrong town’s logo on them and had to be returned. Feral Cats: Mayor Murray would like to thank Barry Dugosh and Judy Hopper for volunteering their time to help in capturing feral cats to be vetted, fixed and returned. First vet appointment is January 18th. TISKILWA BOARD MEETING- JANUARY 10, 2023 CON’T Old Business, Con’t Quickbooks Pay System: Mayor Murray has checked into Quickbooks pay system and the cost is $140.00 a month. The treasurer is needing a new computer and the Quickbooks is very outdated. Grants: Rebuild Illinois: It has been awarded. 4 bridges, $1,112,852 and $39,000 of village funds. This one is moving slowly but we hope to hear something soon on how to move it forward. Bond funds: Hydrants and watermains has been approved just waiting for the application to go through the system- $50,000 Bond Funds: Pedestrian bridge on Arch St. has been approved. Waiting for the application to go through the system- $45,000 IDNR-OSLAD-Park grant- waiting to see who gets awarded. Hopefully will hear in March/April. Amount requested was $600,000 and the village would pay $39,000 CDBG New Water Tower- Application goes to DCEO on January 19, 2023. We hope to hear something by June 1st. Asked for $1,326,250 village portion is $82,000. New Business: Trustee Acker made a motion to accept the Village Ordinance Amendments 0-1-23-1-10 with deletions and additions, seconded by Trustee Funderberg. All ayes on a roll call vote. That included deleting 12-1-13 in its entirety, and amending 12-1-4 by changing the monthly garbage rate fee from $11.00 per month to $21.55 per month in effect February 2023. Also adding a new section 12-1-13 Publication: This ordinance shall be in effect from and after the passage, approval, recording, publication and set date as provided by law. Office Building Roof: The gutter channel between the Village Office building and Kellys is in need of repair. It has been leaking. Mayor Murray got an estimate from Tim Goodrum for $2500.00 to repair this. Trustee Acker made a motion to accept Tim Goodrum’s estimate for the roof repair being $2500.00, seconded by Trustee Yepsen. All ayes. February Meeting- It was in consensus of the Board to move the February meeting to February 21, 2023. Village Cleaning/ Safety/Environmental Services: Due to no show the last three weeks and past problems with Aramark, Mayor Murray is looking to change to Cintas services. He is also unhappy with TEST that does our water testing and checking into other options there. Closed Session: At 8:46P.M.Trustee Acker made a motion to go into closed session for the purpose of Village Employee reviewing, seconded by Trustee Yepsen. At 9:19 P. M. Trustee Acker made a motion to go out of closed session, seconded by Trustee Yepsen. Trustee Yepsen made a motion to give the town employees a 3 percent cost of living raise, seconded by Trustee Funderberg. All ayes on a roll call vote.
