MINUTES FOR THE FEBRUARY 21, 2023 TISKILWA VILLAGE BOARD MEETING The Tiskilwa Village Board held its rescheduled meeting on February 21, 2023 at the Tiskilwa Fire Station. Answering roll call were Mayor Michael Murray, Trustees Acker, Kline, Eiken, Yepsen and Funderberg. Trustee Klinefelter was absent. The agenda was approved as presented. Trustee Funderberg made a motion to approve the minutes from the January 10, 2023 board meeting, seconded by Trustee Yepsen. All ayes. Trustee Acker made a motion to approve payment of bills totaling $45,396.66, seconded by Trustee Kline. All ayes on a roll call vote. Trustee Funderberg made a motion to accept the treasurer’s report as presented, seconded by Trustee Yepsen. All ayes. Public Participation: There was one person present with questions on the garbage bill. Supervisor Report: Rick Funderberg reported a valve was replaced at the water plant. Website Comments: There were 5 comments on the web page which Mayor Murray responded to them all. Reports: Village Engineer: Village engineer Jack Kusek reported he is working on updating our water system map. Mayor Murray gave the water report as 681,600 gallons of water used, $7,189.08 amount of water billed and $3,803.75 amount of sewer billed. The Police Report showed 1 traffic stop, 154 security checks, four 911 calls, 1 ordinance violation and 70.5 police hours worked. Trustees Reports: Trustee Acker stated a sycamore tree in the 400 block of Arch street has been taken down. Trustee Kline stated she and other trustees had received notice from the C.D.C. of a survey to be taken from Feb. 18th to 25th from National Health & Nutrition. She wants to clarify that this is not spam and encourages everyone to fill out and respond if they receive them. Trustee Eiken presented some informational welcome packets for the clerk to give to the new residents of the Village. Old Business: Dog Park: Mayor Murray received a quote from M.C. Jones on concrete work for a sidewalk by the entrance gate near the dog park. Trustee Acker made a motion to approve concrete work for up to $7,000.00 by M.C. Jones seconded by Trustee Yepsen. All ayes. Mayor Murray stated all the new street signs are in and will be installed when the ground thaws. Sidewalk Replacement: Trustee Funderberg made a motion for M.C. Jones to replace the Galena street crosswalk sidewalk for a cost of $3,000.00 seconded by Trustee Kline. All ayes. Tiskilwa Police: Mayor Murray stated all the new uniforms are in. Feral Cats: Mayor Murray would like to thank the 7 volunteers for helping with capturing the feral cats to be vetted, fixed and returned. There have been 19 so far captured. 12 being females. 4 of the 19 have been put up for adoption. Quick Books Pay System: Trustee Acker made a motion to purchase the updated Quickbooks pay system for the first year 50% discount being $200.00 a month, seconded by Trustee Yepsen. All ayes. The treasurer is in need of a new computer to adapt to the updated Quickbooks system. Trustee Acker made a motion to purchase a laptop for $1200.00 for the treasurer seconded by Trustee Funderberg. There were four aye votes and one nay vote cast by Trustee Eiken. Motion approved. After the first year using the new system, we can change to a cheaper version if some services aren’t needed. Village cleaning service: Due to the poor service given by Aramark, Trustee Kline made a motion to change our cleaning service to Cintas, seconded by Trustee Eiken. All ayes. Trustee Acker made a motion to purchase a First Aid Cabinet from Cintas for $341.00 to have at the shop, seconded by Trustee Kline. All ayes  TISKILWA BOARD MEETING FEBRUARY21, 2023 CON’T New Business: B-Part donation: Trustee Eiken made a motion to donate $500.00 to B-Part, seconded by Trustee Yepsen. All Ayes Electronic Recycling: Mayor Murray stated May 12 th and 13th will be the days for Tiskilwa residents electronic recycling. It will be from 9:00 A.M. to 4:00 P.M. Two dumpsters will be behind the Fire Station and proof of residency with a water bill is needed. There will be a limit of three electronic items per household. Bureau County E-Waste: Tiskilwa will host 1 of the Bureau County E-Waste events this year which will be held on Saturday, April 29, 2023 from 8 A.M. to 1:00 P.M. and also on October 21, 2023 from 8 A.M. to 1:00 P.M. Tiskilwa will host the October 21, 2023 event which will be behind the Fire Station. Central Bank Donation: Mayor Murray would like to thank Central Bank for the donation of a copy machine for the Village Office. Ordinance for Sidewalks: Mayor Murray distributed a proposed sidewalk ordinance for the Board members to look over and discuss at the next meeting. Closed Session: At 9:22P.M. Trustee Acker made a motion to go into closed session, seconded by Trustee Funderberg. The purpose of the closed session was to discuss the two new Police Officers starting date and pay. At 9:34 P.M. Trustee Kline made a motion to go out of closed session. It was in consensus of the Board to keep the pay at $18.00 per hour with a 90 day review. Mayor Murray checked with surrounding towns (some include Buda, Cherry, Ladd, LaMoille and Walnut) who have recently increased their pay with all now being from $24 to $30 per hour for their officers. Mayor Murray didn’t want us to lose out on our Police force due to the shortage of Officers. Officer Linder will be covering nights and the two new officers will be working during the daytime on their off days. The board will plan to swear them into service at the next months meeting.
