MINUTES FOR THE APRIL 11, 2023 TISKILWA VILLAGE BOARD MEETING The Tiskilwa Village Board held its regular meeting on April 11, 2023 at the Tiskilwa Fire Station at 7:00 P.M. Answering roll call were Mayor Michael Murray, Trustees Acker, Kline, Yepsen, Klinefelter and Funderberg. Trustee Eiken was absent. The agenda was approved as presented. Trustee Kline made a motion to approve the minutes from the March 14,2023 meeting, seconded by Trustee Funderberg. All ayes. Trustee Yepsen made a motion to approve the Treasurer’s report as presented by treasurer Ginger Murphy, seconded by Trustee Funderberg. All ayes. Trustee Funderberg made a motion to approve payment of bills totaling $44,924.59, seconded by Trustee Kline. All ayes on a roll call vote. Swearing in New Board Members: Village Clerk Linda Kling swore in the three elected Trustees, Daniel Yepsen, Brett Klinefelter and John Funderberg for their first time four year terms. Public Participation: Randy Philhower was there to give the board information on weather storm sirens/alerts. Website Comments: Mayor Murray discussed website comments and his response to them. A question was asked if a mattress was allowed as a bulk item for pick up for garbage. Mayor Murray stated that it was allowed but Republic asks that any mattress be wrapped with plastic. Village supervisor report: Rick Funderberg reported that Princeton swept the streets. He also stated that the NU lift station was showing an alarm after the bad storms, the breaker was reset and fixed the alarm. No issues happened during the storms which was a positive. Village Engineer: Village Engineer Jack Kusek updated the board on bridges, the water map and time frame of the grants applied for. Reports: Trustee Klinefelter gave the water report as 684,800 gallons of water used, $7,184.81 the amount of water billed and $3,810.00 the amount of sewer billed. There was no police report available. Old Business: Mayor Murray reminded the Board to complete the online training. However, half of the training is still unable to be completed due to the states website being down. Dog Park: Landscaping & concrete work: Trustee Acker made a motion to accept the quote from Hornbaker Gardens for $10,542.16 for landscaping for the Dog Park, and Twin Oaks for 10 Arborvitae trees @$350.00 each totaling $3500.00, seconded by Trustee Kline. All ayes on a roll call vote. M.C. Jones has said that the concrete work at the Dog Park as well as the crosswalk on Galena should be started early to the middle of May. Mayor Murray stated there have been 30 feral cats captured, fixed and released preventing approximately 94 kittens being born into the Village. Thank you again to all the volunteers who are helping. Anyone who sees or knows of possible feral cats running around are encouraged to contact the Village. Anyone willing to help with the program are also encouraged to contact the Village as well. The Tiskilwa Electronic Recycling Program will be held May 12th and 13th. There will be posters around town stating what items are accepted and what are not. It is also available on the website VillageofTiskilwa.org. The Bureau County Electronic Recycling Event will be held October 21st in Tiskilwa. New Business: Creek work and cleaning: Trustee Acker made a motion to accept the bid from Dever & Sons for creek work on a section of East Main Street for $2850.00 to add rip rap and remove dirt from along the retaining wall, seconded by Trustee Kline. All ayes on a roll call vote. MINUTES FOR THE APRIL 11, 2023 BOARD MEETING, CON’T There was a discussion on the Safe Routes to School Grant that could replace sidewalks within two miles of the school. Park Restrooms: The West Park bathrooms had vandalism damage and the insurance company has been contacted. The bathroom will be closed until further notice. The East Park restrooms also has a few minor things that need attended to and fixed and should be fixed within the upcoming weeks. Mayor Murray asked the Board to review last years Budget & Appropriations Ordinance on changes to be made for the next fiscal year. Closed Session: At 8:58 P.M. Trustee Yepsen made a motion to go into closed session for the purpose of employee reviews. At 9:40 P.M. Trustee Kline mad a motion to go out of closed session.
