MINUTES FOR THE JUNE 13, 2023 TISKILWA VILLAGE BOARD MEETING The Tiskilwa Village Board held its regular meeting on June 13, 2023 at 7:00 P. M. at the Tiskilwa Fire Station. Answering roll call were Mayor Michael Murray, Trustess Acker, Yepsen, Klinefelter and Funderberg. Absent was Trustee Kline. The Agenda was approved as presented. Trustee Acker made a motion to approve the minutes from the May 9th board meeting, seconded by Trustee Funderberg. All ayes. Trustee Funderberg made a motion to approve payment of bills with one correction, totaling $35,193.25, seconded by Trustee Yepsen. All ayes on a roll call vote. Trustee Klinefelter made a motion to approve the Treasure’s report, seconded by Trustee Acker. All ayes. The Annual Treasurer’s report was distributed for the Trustees to look over before the next meeting. Trustee Acker made a motion to accept the resignation of Trustee Eiken, seconded by Trustee Yepsen. All ayes. Mayor Murray assigned Flood Control to Trustee Funderberg who had Finance, so Finance is now open. Public Participation: There were five citizens present. One with questions on A.T.V.s and Ron Behrends, T.C.A. president, asking permission for Pow Wow Days to be at the West Park on August 4th and 5th and for the liquor license for Pow Wow Days on those days. Also a question on the sidewalk reimbursement program. Website Comments: Mayor Murray stated there were 5 website comments being questions on Pow Wow Days, reserving the parks, speeding tickets and speeders on State Street, a person commenting on her experience from living in Tiskilwa and questions from a new resident in town on whom they should contact. Reports: Village Engineer Jack Kusek wasn’t at the meeting but updated information to Mayor Murray on IDOT, obtaining easement on a residents property, and surveying and designing of the West Park project. Supervisor Report: Rick Funderberg reported trees have been cut down by the old Lion’s Club building and around the Memorial at the East Park. Flags have been put up for Memorial Day. 10 of the hydrants have been flushed. The fiber optic company have hit 2 water lines that are now repaired. Water Report: Trustee Klinefelter gave the water report as 744,600 gallons of water used, $7,443.31 amount of water billed and $3,861.25 amount of sewer billed. Police Report: The Police report showed 1 traffic stop, 58 security checks, no 911 calls, 7 Ordinance Violation warnings delivered and 44.75 Police hrs worked. Mayor Murray went over the Radar Report that was distributed and stated there has been a reduction of speed with the new speed signs. Trustees Reports: Trustee Yepsen stated he looked at creek behind Rodger Bruyn’s property. Trustee Funderberg stated the T.C.A. would like to paint the roof on the old shelter at the West Park white to match the newer shelter there. He also stated the holes left from moving the concrete planters need to be filled in on Main Street.  MINUTES FOR THE JUNE 13, 2023 TISKILWA BOARD MEETING CON’T Old Business: Numash Dog Park: Mayor Murray stated M.C. Jones has two other jobs ahead of our work needing done at the dog park. No date has been set for work on the Galena Street crosswalk. Village Feral Cats: So far the program has captured 35 cats and stopped reproduction of roughly 120 kittens. Still a reminder if kittens are seen to notify the Village or Safe House please. Electric Recycling Program: The Bureau County Recycling Event is to be on October 21, 2023. Ordinance 14-2 Sidewalks: Trustee Klinefelter made a motion to amend 14-2 Sidewalks to reflect the addition of 14-2-7 Culvert regulations, seconded by Trustee Funderberg. All ayes on a roll call vote. Creek Work/Cleaning: Mayor Murray is working with our Village Attorney on an ordinance written that is clear cut on who is responsible for creek clean up. There will be information packets on this ordinance. Village Sirens: Mayor Murray stated we have received one quote on this. Yearly Budget: After reviewing the Budget & Appropriation Ordinance No. 0-1-23-6-13 for the 2023/2024 fiscal year, Trustee Acker made a motion to adopt the Ordinance in the amount of $1,245,250.00, seconded by Trustee Yepsen. All ayes on a roll call vote. Ordinance 3-1 Alcoholic Beverages: Trustee Klinefelter made a motion to amend Ordinance 3- 1 Alcholic Beverages, deleting Section 3-1-15 in its entirety and replacing it with the new Section 3-1-15 and adding as a new Section 3-1-38 Adoption of State Law by reference, seconded by Trustee Funderberg. All ayes on a roll call vote. New Business: T.I.F.- Tax Increment Financing- Mayor Murray distributed a packet explaining T.I.F. He stated we are currently 1 of the only towns/villages in the entire area that does not have this set up for them. It takes 8 months to implement and $40,000.00 in legal costs. It supports economic developments, enhances quality of life and focuses on bringing growth to our community. He has asked the Board to look over the information on it. Water Tower Cleaning: Due to Putnam Paint Co. unable to clean the water tower storage tank and the water plants tank last year, they will be cleaning them this year at the $7,300.00 accepted bid. Citizen of the Year: There have been 7 nominations so far for Citizen of the Year. The Board will decide on the winner at the July 11th meeting. Employee Handbook: It was consensus of the Board on the updated from 2021 Employee Handbook. Capital Improvement Plan: Wanting us to be more organized, Mayor Murray distributed a 7 year Capital Improvement Plan for our Village for the Board to look over and give their opinions on. He believes its the best method forward for the Village to have a plan put in place for the future so we can fix all issues and not be surprised by anything as well as having a plan made on how to improve our Village.
