MINUTES FOR THE SEPTEMBER 12, 2023 TISKILWA VILLAGE BOARD MEETING The Tiskilwa Village Board held its regular meeting on September 12, 2023 at the Tiskilwa Fire Station. Answering roll call were Mayor Michael Murray, Trustees Acker, Kline, Yepsen, and Funderberg. Absent was Trustee Klinefelter. The Agenda was approved as presented. Trustee Yepsen made a motion to approve the minutes from the August 15, 2023 rescheduled board meeting, seconded by Trustee Kline. All ayes. Trustee Funderberg made a motion to approve payment of bills totaling $72,773.02, seconded by Trustee Yepsen. All ayes on a roll call vote. Trustee Funderberg made a motion to approve the Treasurer’s report seconded by Trustee Yepsen. All ayes. Appointment of New Board Member: Mayor Murray appointed James “Jamie” Cole as a Trustee to fill the available position on the Board. Village Clerk Linda Kling swore him in. Trustee Cole will help with finance. Public Participation: 4 people were present from the Public. 3 wished to speak. Lori Cumpton was there with pictures on a neighbors unfinished and unkempt property and asking on what ordinances can be enforced on that. Ed Waca was reporting abandoned vehicles on N. Washington street. John Lewis was present to state he would be working on the problem at his property. Mayor Murray stated he would expect improvements to be seen soon. Village Supervisor Update: Rick Funderberg gave his monthly report as: repaired the road going to the dam by Mt. Bloom, monthly maintenance on blower motors at the sewer plant, weed control on sewer plant creeks and mowed, patched pot holes on S. Washington St., trimmed the tree at the monument at the East Park, cut down tree on N. Galena St., cut saplings at Owens and High Streets, picked up limbs at W. Main and Washington street. Quaterly maintenance pumps at the Water Plant. Village Engineer: Jack Kusek was present to update the board. He stated the grant money for the West Park has come through. He stated all dam assessments have been completed. Jack stated we missed the Water Tower Grant of 1.4 million by one point, which they are debating on for us. We can reapply in January 2024 for that Grant again for the same amount 1.4 million. Trustees Reports: With the absence of Trustee Klinefelter, Mayor Murray gave the water report as 748,400 gallons of water used, $7,544.77 amount of water billed and $3,886.25 amount of sewer billed. He also gave the Police report from August as 1 traffic stop,169 security checks, one 911 call, and 3 Ordinance violations issued. 89.5 police hours worked. Trustee Funderberg had a question on the parking of Semi’s in the Village. Old Business: Numosh Park- still waiting on concrete work to be done. Sidewalk replacement on Galena St. crosswalk- still waiting on concrete work. Mayor Murray stated the Bureau County Electronic Recycling Program is on October 21st Village Road Repair: Trustee Yepsen made a motion to accept the bid from Advanced Asphalt for $73,000.00 for the fall road work, seconded by Trustee Funderberg. All ayes on a roll call vote. Community Tree Planting Program: After reviewing the proposal from Great Lakes Urban Forestry Management Plan, Trustee Acker made a motion to approve $11,700.00 that would send a team of certified arborists to inventory and assess our trees and where the need is for more trees, and assist with preparing a grant application to cover at least 50% of the cost of this project, seconded by Trustee Kline. All ayes on a roll call vote. T.I.F. District: To be discussed further at the next meeting. Galena Street Ditch/Drainage: Village Engineer Jack Kusek will be contacting the Railroad about the ditch work on Galena St. where the water sits. Village Attorney John Isaacson was present at the meeting to answer questions on the maintenance of our creeks the Board wanted answered.  MINUTES FOR THE SEPTEMBER 12, 2023 BOARD MEETING CON’T New Business: Village Yard Leaf Disposal: Mayor Murray stated the Village will have Leaf Disposal pickup days on October 16, November 6, and November 20, 2023. Residents can obtain paper yard leaf bags free at Zig’s Station with proof of residency. Have your bags on your curbside by 8:00 A. M. on the 3 days mentioned above. Only paper yard waste bags will be picked up. Road Signs: Mayor Murray asked the Board to be checking around the Village for any road signs needed. Traffic Logix: It was in consensus of the Board to not renew the annual maintenance of the traffic signs at $500.00 per sign per year, that we can do the downloading maintenance on them.
