MINUTES FOR THE DECEMBER 12, 2023 TISKILWA VILLAGE BOARD MEETING The Tiskilwa Village Board held its regular meeting on December 12, 2023 at the Tiskilwa Fire Station at 7:00 P. M. Answering roll call were Mayor Michael Murray, Trustees Daniel Acker, James Cole, Brett Klinefelter and John Funderberg. Trustees Amy Kline and Daniel Yepsen were absent. The Agenda was approved as presented. Trustee Acker made a motion to approve the minutes from the November 14, 2023 Board meeting, seconded by Trustee Funderberg. All Ayes. Trustee Acker made a motion to approve the Treasurer’s report seconded by Trustee Cole. All Ayes. Trustee Funderberg made a motion to approve payment of bills totaling $76,714.66, seconded by Trustee Klinefelter. All ayes on a roll call vote. Village supervisor Rick Funderberg was not present at the meeting. Public Comment: There were six citizens at the meeting. Reports: Trustee Klinefelter gave the water report as 731,200 gallons of water used, $7,418.27 amount of water billed and $3,866.25 amount of sewer billed. He also gave the Police report as no traffic stops, 46 security checks, one 911 call, 3 ordinance violations delivered and 30 Police hours worked. Village Engineer Jack Kusek updated the Board on the Galena St. lift station, West Park grant, the Pedestrian Bridge grant and the water main. Jack brought the dam assessments for the Board to review. Old Business: Trustee Acker made a motion to approve the resolution for the maintenance of the highway in the amount of $19,481.80 for the motor fuel tax, seconded by Trustee Cole. All ayes on a roll call vote. Mobile food and beverage vendors will be discussed more at the next meeting. Trustee Klinefelter made a motion to amend and update Ordinance 0-9-23-12-12, the sewer usage rates title 13 of the Village Code, seconded by Trustee Acker. All ayes on a roll call vote. The new sewer rates will be for 1,000 gallons or less $15.00, additional 1,000 gallons or parts thereof $2.50. A rate increase of 10% established on the first of January every year thereafter. The increase will show on the February 2024 bills. Ordinance 0-10-23-12-12-Trustee Klinefelter made a motion to amend and update the water useage rate and amend Title 17 of the Village Code, seconded by Trustee Acker. All ayes on a roll call vote. The new water rates will be 1,000 gallons or less $12.25 and additional 1,000 gallons or parts thereof to $8.50. A rate increase of 10% on the first of January every year thereafter. This increase will show on the February 2024 bills. Trustee Funderberg made a motion to pay Advanced Asphalt $82,222.50 for road repairs, seconded by Trustee Klinefelter. All ayes on a roll call vote. New Business: Business Garbage Exempt Form: Trustee Klinefelter made a motion to approve Exemption forms that Businesses state they already pay for dumpsters and are exempt from the regular garbage rates, seconded by Trustee Cole. Roll call vote Trustee Cole, aye, Trustee Klinefelter, aye, Trustee Funderberg, aye, Trustee Acker, abstain. Motion was carried. This will go into effect on the February water bills. Tax Levy: Trustee Acker made a motion to approve the 2023/2024 Tax Levy, Ordinance 8-23-12-12 in the amount of $95,100.00, seconded by Trustee Klinefelter. 4 ayes and 2 absentees on a roll call vote. MINUTES FOR DECEMBER 12, 2023 TISKILWA VILLAGE BOARD MEETING CON’T Village Banking Account: Trustee Klinefelter made a motion to allow the Village President and the Village Treasurer to open accounts at Heartland Bank, Central Bank, Midland Bank or First State Bank pending approval of each account, seconded by Trustee Acker. All ayes on a roll call vote. Trustee Acker made a motion to grant permission to establish an interest bearing account for the Pedestrian Bridge Grant at any four of the above mentioned banks, seconded by Trustee Funderberg. All ayes on a roll call vote. Pressure Washer: Trustee Funderberg made a motion to purchase a pressure washer and generator at a cost of up to $2,000.00, seconded by Trustee Cole.
