MINUTES FOR THE NOVEMBER 14, 2023 TISKILWA VILLAGE BOARD MEETING The Tiskilwa Village Board held its regular meeting on November 14, 2023 at the Tiskilwa Fire Station at 7:00 P. M. Answering roll call were Mayor Michael Murray, Trustees Acker, Cole, Yepsen, Klinefelter and Funderberg. Trustee Kline was absent. The Agenda was approved as presented. Mayor Murray stated we received a thank you for sponsoring the Bureau County Recycling event and that 16,700 pounds was collected. Mayor Murray gave the report for Supervisor Rick Funderberg who wasn’t present. Public Comment: There were three present at the meeting, two to observe and one with a zoning permit complaint. Trustee Funderberg made a motion to approve payment of bills totaling $56,559.31, seconded by Trustee Klinefelter. All ayes on a roll call vote. Trustee Funderberg made a motion to approve the Treasurer’s report, seconded by Trustee Yepsen. All ayes. Reports: Mayor Murray gave the report from Jack Kusek, Village engineer. Mayor Murray gave the Police report as 35 security checks and 14 Police hours worked. Old Business: Mayor Murray stated he received a quote for concrete work at Numash Dog Park and the Galena St. Crosswalk sidewalk from Top Dog Concrete for $8.000.00. Trustee Acker made a motion to accept the bid from Top Dog Concrete for $8,000.00 seconded by Trustee Cole. All ayes on a roll call vote. Zoning Ordinance: Chapter 2- General Provisions/swimming pools-Trustee Acker made a motion to amend section 18-2-06, Ordinance # 0-4-23-11-14 seconded by Trustee Klinefelter. Roll call being Trustee Acker-aye, Trustee Cole-aye, Trustee Funderberg-aye, Trustee Klinefelter- aye, and Trustee Yespsen- nay. Motion carried. Chapter 7- Regulation of Solar Electric Panels- Trustee Klinefelter made a motion to amend section 18, Ordinance #0-5-23-11-14 seconded by Trustee Acker. All ayes on a roll call vote. Ordinance: Chapter3-2-Video Gaming- Trustee Klinefelter made a motion to establish a new Chapter 2 to Title 3 of the Village Code, Ordinance # 0-6-23-11-14 seconded by Trustee Funderberg. All ayes on a roll call vote. Chapter 1 Title 13-Tap in Charge-Trustee Acker made a motion to establish subsection F to 17-1-11, Ordinance #7-23-11-14, seconded by Trustee Yepsen. All ayes on a roll call vote. Standard to raise chickens will be discussed further at the next meeting. Yard Leaf Disposal: Mayor Murray stated the Leaf pick up is successful and November 20th is the next pick up. Will see after the 20th if any more days are needed. New Business Con’t for Board Meeting Nov. 14, 2023 New Business: Employee Christmas Bonus- Trustee Acker made a motion to give the town employees $150.00 for the Christmas Bonus, seconded by Trustee Cole. All ayes. That being a $50.00 raise from previously and to be given on December 2, 2023. Mayor Murray asks the Board to review Ordinance 17-1-11 for the next meeting. CDBG Grant- Trustee Klinefelter made a motion for N.C.I.C.G to proceed with the CDGB Grant application for the Water Tower, seconded by Trustee Acker. All ayes on a roll call vote.
