MINUTES FOR THE JUNE 11, 2024 TISKILWA VILLAGE BOARD MEETING The Tiskilwa Village Board held its regular meeting on June 11, 2024 at the Tiskilwa Fire Station. Answering roll call were Mayor Michael Murray, Trustees Daniel Acker, Amy Kline, James Cole, Daniel Yepsen and Brett Klinefelter. Absent was Trustee John Funderberg. The Agenda was approved with one addition. Trustee Yepsen made a motion to approve the minutes from the Special meeting at 6:00 P. M. on May 14, 2024, seconded by Trustee Klinefelter. All Ayes. Trustee Klinefelter made a motion to approve the minutes from the May 14, 2024 regular meeting, seconded by Trustee Cole. All ayes. Trustee Yepsen made a motion to approve payment of bills totaling $57,166.14 seconded by Trustee Kline. All ayes on a roll call vote. Trustee Cole made a motion to approve the Treasurer’s report seconded by Trustee Yepsen. All ayes. Public Participation: One citizen was present to discuss progress on his ordinance violation warning. Cecil Gerber and Leah Metcaff were there representing the Historical Society. Attorney Jacob J. Frost from Spring Valley was introducing himself to the Board. One citizen was there to observe the meeting. Rick Funderberg Report: Water Treatment: Isolated Detention Tank, removed sludge, cleaned tank, new PVC pipes for aeration, painted in and out, added another chlorine injection site to help with water quality. Chlorinated -filled tanks- waiting on water tests. Waste Water Plant: changed oil filters on #1 and #2 pumps, waiting onsite repair to fix #3 pump, Weeded ponds. Lift Stations: no alarms this month, ran well. West Park- swing connectors are in need of other hardware to attach to the d rings on swings. East Park- swing connectors are in- Numosh Park: sprayed fence line, weeded/cleaned front rocks, painted bollards around the road. Other: Took down the fence panels in the new alley, waterline repairs on 320 Hill St and 300 Church St, Arisipie Township: turned off water leak in the building. Weeded west Brewster St. Mowed all areas and weeds. Storm Drains/streets installed all street signs(missing 7 signs, Mayor Murray will be ordering) Jet vac-d N. Washington St drainline, cleared blockage and draining well now. Patch mixed Walnut-West Owens St. 14 Julie dig markings to mark infrastructure. New volunteer worker started June 3rd. Painting, weed wacking and odd jobs for us. Expenses: New pressure washer, chemical pump at the water plant, week killer, weed eater parts, weed puller and swing set accessories at the parks. Plans for upcoming month: Start to de-water East Filter at the Sewer plant, Finish bollards at Numosh Park, Get #3 pump repaired at sewer plant, Get Detention tank back online and running 100%. Water Report: Trustee Klinefelter gave the water report as 721,900 gallons of water used, $8,979.75 amount of water billed and $6,642.50 amount of sewer billed. Police Report: The police report showed 30 security checks, 2 Ordinance violations delivered, two 911 calls and 27 Police hours worked. Online Water Payments: Online water payments totaled $4,145.97 for May. Village Engineer Jack Kusek: updated the Board on water plant painting being done and after passes the second test can hopefully be put online by the end of this week. Waiting on aerator part. The West Park OSLAD grant goes to opening bids and there will be a Special Meeting on July 11, 2024 at 6:00 P. M. for the purpose of opening those bids. Trustee Reports: Trustee Yepsen gave five areas in the Village that are in need of road repairs. Trustte Klinefelter is still checking on street lights to be replaced.  MINUTES FOR THE JUNE 11, 2024 VILLAGE BOARD MEETING CON’T Old Business: Village Vehicles: With no bids being received for the 2019 International Truck, Trustee Klinefelter made a motion to extend the bid date to July 9, 2024 at noon, seconded by Trustee Acker. All ayes. Ordinance: Mayor Murray asked the Board to read over Title 16-13 and discuss at the next meeting. Numosh Park: Trustee Acker made a motion to purchase 2 outdoor heavy-duty benches for the Dog Park at $629.00 each, seconded by Trustee Cole. All ayes. Trustee Yepsen made a motion to purchase water fountains from Dog-On-It-Parks for Numosh Park in the amount of $11,260.00 seconded by Trustee Kline. All ayes on a roll call vote. New Business: Citizen of the Year: Nomination forms are available online and at the office for Citizen of the Year award. They need to be turned in by the July 9th Board meetingto the Village Office. Village Ordinance Violations: Mayor Murray wanted the six Village Trustees to have ordinance violation warning papers on hand if needed to report about and then turn them into him to process. Rebuild Downtown Grant: Mayor Murray informed the Board of this Grant for improving economics in our Village. He showed them ideas of outdoor seating, trees, benches, expanding the sidewalk and possibly a recognition area to honor the history of the Potawatami. This grant asks for 25percent being paid by the Village. More information will be available at the next meeting on costs to be discussed for our Main Street. Ordinance 1 3-1-6- The Board was in consensus of rewriting the Class A liquor license from the limit of 2 license available to 3 to accommodate the request from the Tiskilwa Inn to apply for Class A. This should be completed and voted on at the next meeting. Yearly Budget – To review for the next meeting Office Equipment- The Village Clerk’s computer is 16 years old and needs to be updated. The water billing software only runs on HP computers. Trustee Kline made a motion to purchase a new computer for the Village office for up to $2,000.00, seconded by Trustee Cole. All ayes. Alleway: Trustee Klinefelter made a motion to accept Twin Oaks proposal #1428 for $8,975.00 to core out, sod and dirt and gravel the new alleyway, seconded by Trustee Yepsen. All ayes on a roll call vote. East Park: Trustee Acker made a motion to accept Twin Oaks proposal #1429 for $4,200.00 to edge out all playground equipment, benches, gazebo, monuments and trees. Mulch everything mentioned with Dark hardwood mulch at the East Park, seconded by Trustee Klinefelter. All ayes. Mayor Murray wanted the East Park looking nice during the construction of the West Park. Mayor Murray stated the next Meeting with the Mayor at the Library is on July 10, 2024 at 6:00 P. M.
