MINUTES FOR THE MAY 14, 2024 TISKILWA VILLAGE BOARD MEETING The Tiskilwa Village Board held its regular meeting on May 14, 2024 at the Tiskilwa Fire Department. Answering roll call were Mayor Michael Murray, Trustees Daniel Acker, James Cole, Daniel Yepsen, Brett Klinefelter and John Funderberg. Absent was Trustee Amy Kline. The agenda was approved with one addition. Trustee Yepsen made a motion to approve the minutes from the Special Meeting on April 9, 2024, seconded by Trustee Klinefelter. All Ayes. Trustee Acker made a motion to approve the minutes from the Special Meeting on April 24, 2024, seconded by Trustee Yepsen. All ayes. Trustee Funderberg made a motion to approve the minutes from the Special Meeting on May 1, 2024, seconded by Trustee Cole. All ayes. Trustee Yepsen made a motion to approve the minutes from the regular meeting on April 9, 2024, seconded by Trustee Acker. All ayes. Trustee Funderberg made a motion to approve payment of bills totaling $159,945.28, seconded by Trustee Yepsen. All ayes on a roll call vote. Trustee Funderberg made a motion to approve the treasurer’s report as presented by Treasurer Ginger Murphy, seconded by Trustee Acker. All ayes. Rick Funderberg Report: Water treatment- Cleaned the Storage. Installed a sleeve around isolation valve for access till repaired. Flushed 63 hydrants. Worked on roadway to the water tank. Leak detection company here 3 days identifying shut offs/valves and walking through the system and distribution. Dead ends and loops. Waste Water Plant- Blower of pump 3 had issues, burnt the belts, still troubleshooting. Have a spare pump read to go if needed. Plants ran well this month. Lift Station- no alarms. West Park- swing connectors lost in delivery. East Park- bathroom open. Had to replace lever on water tank that broke off. Numosh Park-pushed aside due to other issues. Other- weed eated creek on East Main St. Water leak at 310 State St found Metro Com hit the line. Replaced/repaired the line and fixed all water issues. Excavating coming Thursday to do Washington at storm drains. 1 Storm drain on Main St. not washed out, looking for company for a quote on new walls and redo the drains. Village Engineer Jack Kusek updated the Board on water mains, West Park and the need for the aeration media of the water detention tank at the water plant to be cleaned and periodic inspections made. He explained water in Tiskilwa is high in iron and hydrogen sulfate, the water treatment plant removes these minerals. Water from the well is pumped to the top of the aerator and falls through the media and is formed into a thin film on the surfaces of the media and where air is blown in from the bottom and makes contact with the film of water oxidizing the iron and stripping the hydrogen sulfate. The oxidized iron forms a precipitate and settles out in the detention tank. The water with the precipitated iron then moves through sand and gravel pressure filters where the iron particles are filtered out in the media and clear water is then disinfected and sent to distribution. Jack also stated the bids for the lift stations came in very high and is looking into getting quotes on repairing the lift stations. Water Report: Trustee Klinefelter gave the water report as 639,900 gallons of water used, $8,738.00 amount of water billed, and $5,840.00 amount of sewer billed. Police Report: The Police Report showed 3 traffic stops, 33 security checks, one 911 call and 75.5 Police hours worked April HeyGov online payments: Online water bill payments totaled $3,897.65 Trustees Reports: Trustee Klinefelter stated he drove around to check street lights and around 28 need to be replaced. Old Business: Ordinance: Mayor Murray stated the Mobile Food & Beverage Vendors 4-2 will be discussed further at the next meeting Village Vehicles; The 2019 International Truck is listed on the Village Website and bids are due to discuss at the next meeting.  MINUTES FOR THE MAY 14, 2024 VILLAGE OF TISKILWA BOARD MEETING CON’T Old Business, Con’t Village Water Meters: After reviewing information from two companies on new water meters, Trustee Klinefelter made a motion to purchase 45 Badger water meters with Orion cellular reading in gallons and Beacon Software training from Midwest Meter Inc., at a cost of $24,825.00 and a monthly fee of $1.02 per meter, seconded by Trustee Cole. All ayes on a roll call vote. Dam Assessment Reviews: Trustee Funderberg made a motion to enter in agreement with NRCS to proceed to the planning stage and evaluate alternatives that would bring the dam structure # 1 into full compliance with the State of Ilinois and NRCS dam safety standards, seconded by Trustee Acker. All ayes. Employee Handbook: Trustee Klinefelter made a motion to accept the changes in the employee handbook that are combining sick days, vacation days and personal days to now all be PTO days and on the I.R.A. distribution to be after one full year of employment, not two years and to pay employees what they were entitled to due to our handbooks wording, seconded by Trustee Yepsen. All ayes on a roll call vote. Ordinance: Title16-13-Non-Highway Vehicles-there was a discussion on possible changes but no action was taken at this time. New Business; Galena Road sign: Mayor Murray asked the Board to observe where a possible sign could be placed on Galena Street and discuss it at the next meeting. Illinois 4-H Extension: Trustee Yepsen made a motion to donate $250.00 to the Illinois Extension Education Programs, seconded by Trustee Cole. All ayes. Water Detention Tank: Trustee Acker made a motion to hire Putnam County Cleaning to clean the water detention tank behind the water plant at a cost of $25,000.00, seconded by Trustee Yepsen. All ayes on a roll call vote. Seasonal Worker: Trustee Cole made a motion to hire a seasonal worker for $14.00 per hour for under 30 hours a week, seconded by Trustee Klinefelter. All ayes. Closed Session: At 9:07 P. M. Trustee Klinefelter made a motion to go into closed session to discuss the Village Attorney. At 9:18 Trustee Funderberg made a motion to go out of closed session. Trustee Klinefelter made a motion to accept Resolution 51424 to enter into a retainer agreement with Jacob J. Frost, Attorney at Law, to serve as the Village Attorney, effective June 11, 2024, seconded by Trustee Funderberg. All ayes on a roll call vote.
