MINUTES FOR THE APRIL 9, 2024 TISKILWA VILLAGE BOARD MEETING The Tiskilwa Village Board held its regular meeting on April 9, 2024 at the Tiskilwa Fire Station Answering roll call were Mayor Michael Murray, Trustees Amy Kline, Jamie Cole, Daniel J. Yepsen, Brett Klinefelter and John Funderberg. Absent was Trustee Daniel Acker. The agenda was approved as presented. Trustee Yepsen made a motion to approve the minutes from the March 12, 2024 board meeting, seconded by Trustee Kline. All ayes. Trustee Yepsen made a motion to approve payment of bills totaling $66,966.20, seconded by Trustee Cole. All ayes on a roll call vote. Trustee Yepsen made a motion to approve the Treasure’s report as presented by Treasurer Ginger Murphy, seconded by Trustee Funderberg. All Ayes. Supervisor Rick Funderberg gave his report as: Water Treatment: Albrecht worked 3 days on well #1 and suggested ordering a new pump for the well. Waste Water Plant: Filled in air line trench and leveled out area by the building. Lift Stations: Both ran well. Galena only running with 1 pump. West Park: ordered swing connectors East Park: Ordered swing connectors. Closed the bathrooms due to syringes being found in it. Numosh Park: will be spraying weeds and cleaning up leaves and cutting grass landscaping. Rick reported issues on drainage on N. Washington St, reported expenses and plans for upcoming month. Public Comment: 1 citizen there to observe and Brandon Mallery to report his progress on knee surgery. Reports: Our Village Engineer Jack Kusek reported on the bidding for the Water main project. Jack attended a conference to discuss Bureau County flood mapping and their updated flood plains that will now include a larger Dam assessment review. The Board will also hold a Special Meeting May 14, 2024 at 6:00 P. M. at the Fire Station with N.R.C.S. to discuss the Dams of the Village. Jack also brought the plans for the West Park for the Board to view. Trustee Funderberg asked about getting the Port-a-Pots for the parks and will be ordering them. Mayor Murray gave the online water bill payment total fro HeyGov for March as $4,298.57. Trustee Klinefelter gave the water report as 673,100 gallons of water used, $8,585.00 amount of water billed and$5,782.50 amount of sewer billed. Police Report showed 1 traffic stop, 102 security checks, two 911 calls, 6 ordinance violations delivered and 47.5 Police hours worked. Old Business: Village Vehicles-Mayor Murray stated the 2019 International has to be put up for public bidding and post it online. Trustee Klinefelter made a motion to put out the bid and post online the 2019 International, seconded by Trustee Funderberg. All ayes. Village Water meters: After the Special meeting previous to this meeting about water meters, the Board will discuss this further at the next meeting. Dam Assessment Reviews- Mayor Murray gave the Board a Summary of Key Points Identified in the 2023 Assessments to review and discuss at the next meeting. New Business: Village Generators- Trustee Klinefelter made a motion to accept the 4 year contract from J.D. Belcher for yearly maintenance of the village generators at $300.00, totaling $1200.00, seconded by Trustee Cole. All ayes on a roll call vote. Employee Handbook- Mayor Murray asked the Board to review two changes in the Handbook and to discuss it at the next meeting.  Minutes for the April 9, 2024 Village of Tiskilwa Board Meeting, Con’t New Business, Con’t Village Police- Mayor Murray stated two of our part-time Officers have left, one moved to Spring Valley and is working part-time hours for them, the other is working overtime hours for the State. Vehicle: The Village of McNabb is selling one of their police vehicles. Trustee Yepsen made a motion to purchase the 2013 Ford Explorer from the Village of McNabb for $5,000.00 and selling our current police vehicle, seconded by Trustee Kline. All ayes on a roll call vote. It is fully equipped with camera, radar, radio and cage. Ordinances: Title 16-13 Non-Highway Vehicles- Mayor Murray asked the Board to review changes to that ordinance and to discuss it at the next meeting. Title 10-Mayor Murray stated he learned since we have stated in our ordinance about vicious dogs, that we are responsible for the quarantine of that dog. Trustee Yepsen made a motion to amend section 10 with Ordinance 0-3-24-4-9 Pertaining To The Regulation Of Vicious Dogs, seconded by Trustee Funderberg. All ayes on a roll call vote. Pow Wow Days: The Board was in consensus of the Pow Wow Days Event being August 1,2,3 and 4. at the West Park and the liquor license for that event. Leak Detection Survey: Trustee Trustee Yepsen made a motion to hire Associated Technical Services Ltd.to detect and locate leaks for the price of $6,375.00, seconded by Trustee Kline. All ayes on a roll call vote. Numosh Park: Trustee Yepsen made a motion to purchase two water fountains for the dog park, one for dogs and one for water bottle refills and two benches, not to exceed $10,000.00, seconded by Trustee Kline. All ayes on a roll call vote. Sidewalk Replacement: Trustee Klinefelter made a motion to accept the bid from TopDog Concrete for $9,000.00 for the sidewalk for Brewster to North St. along the East side of Galena where the old gas station was, seconded by Trustee Cole.
