REGULAR CAPITAL IMPROVEMENTS PLAN MEETING
CITY OF TOMBALL, TEXAS
MONDAY, MAY 12, 2014
5:30 P.M.
1.0 Call to Order
The meeting was called to order by Chairman Tague at 5:34 p.m. Other members present
were:
Commissioner Roquemore
Commissioner Beauvais
Commissioner Torres
Commissioner Chambers
Commissioner Anderson – arrived at 5:55 p.m.
Others present:
Craig Meyers, Community Development Director
Lori Lakatos, City Engineer
Brandy Harbolt, Senior Administrative Assistant
Rebeca Guerra, City Planner
Loren Smith, City Attorney
2.0 No Public Comments were received.
3.0 Motion was made by Commissioner Beauvais, second by Commissioner Roquemore, to
approve the Minutes of the Capital Improvements Plan Advisory Committee Meeting of
December 9, 2013.
Motion carried unanimously.
Discussion/Action of the Following Items:
4.0 Presentation and Discussion of Land Use Assumptions and Capital Improvements Plan (CIP)
for Water, Wastewater, Drainage, and Roadway Facilities, relating to possible adoption of
Impact Fees; Consideration of Written Comments to be Provided to the City Council; in
accordance with Chapter 395, Texas Local Government Code; Making Other Findings and
Providing Details Related Thereto.

Lori Lakatos, City Engineer provided summary of Impact Fees for Single-Family Residences
/ Drainage and opened discussion for Commissioners.
5.0 Finalize comments to submit to City Council on May 19, 2014.
Commissioner Chambers made a motion to recommend a 75% increase of the water and
sewer impact fees, and a maximum allowable fee for drainage; second by Commissioner
Beauvais.
Commissioner Chambers amended his motion to include the 75% increase to be implemented
by a adopting a 15% increase each year over the next 5 years; second by Commissioner
Beauvais.
Motion carried unanimously.
6.0 Motion was made by Commissioner Torres to adjourn; second by Commissioner Beauvais.
Motion carried unanimously.
Meeting was adjourned at 6:25 p.m.

Notice is hereby given of a meeting of the City of Tomball Capital Improvement Plan Advisory
Committee, to be held on Monday, May 12, 2014 at 5:30 p.m., City Hall, 401 Market Street,
Tomball, Texas 77375, for the purpose of considering the following agenda items. All agenda
items are subject to action.
1.0 Call to Order
2.0 Public Comments and Receipt of Petitions (At this time, anyone will be allowed to speak on any
matter other than personnel matters or matters under litigation, for length of time not to exceed
three minutes. No Commission discussion or action may take place on a matter until such matter
has been placed on an agenda and posted in accordance with law.)
3.0 Approve the Minutes of the Capital Improvements Plan Advisory Committee Meeting of
December 9, 2013.
Discussion/Action of the Following Items:
4.0 New Business:
