NOTICE OF REGULAR CAPITAL IMPROVEMENTS PLAN ADVISORY COMMITTEE MEETING CITY OF TOMBALL, TEXAS MONDAY, DECEMBER 9, 2019 5:30 P.M. Notice is hereby given of a meeting of the Capital Improvements Plan Advisory Committee, to be held on Monday, December 9, 2019 at 5:30 P.M., City Hall, 401 Market Street Tomball, TX 77375, for the purpose of considering the following agenda items. All agenda items are subject to action. The Capital Improvements Plan Advisory Committee reserves the right to meet in a closed session for consultation with attorney on any agenda item should the need arise and if applicable pursuant to authorization by Title 5, Chapter 551, of the Texas Government Code. 1.0 Call to Order 2.0 Public Comments and Receipt of Petitions [At this time, anyone will be allowed to speak on any matter other than personnel matters or matters under litigation, for length of time not to exceed three minutes. Commissioner Roquemore made a motion to recommend a 15% increase each year over the next five years for the water impact fee and the maximum allowable for the wastewater impact fee; second by Commissioner Anderson. In addition we will also complete sidewalks in areas of Downtown and Zion Road to the remaining areas as well as the addition of a parking area near Commerce Street and Cherry Street. Pavement, lighting • Progress: A contract has been issued for the design and is currently 75% complete. Staff is working with the TEDC for possible grants to the business owners along the identified alleyways for improvements. Project is to alleviate conditions that cause localized flooding and eliminate on-site detention. Progress: – Pipeline Relocation project for removal and lowering of pipelines along the project location, has been awarded to MK Constructors with an estimated completion date of May 17, 2020. – Channel digging has been awarded to Rebel and began construction on December 2, 2019. Estimated completion is 4th quarter of 2020. – Harris County is to reconstruct and widen Holderrieth Road. Page 13 of 19 Page 19 of 26 12  Medical Complex Dr. Extension SEGMENT 4 Segment 4B Segment 4 Description: Segment 4 of the proposed Medical Complex Corridor commences at Cherry St and continues easterly to South Persimmon and terminates at Hufsmith-Kohrville as well as from South Persimmon to the TEDC Business and Technology Park. Medical Complex Corridor is depicted on the COT’s Major Thoroughfare Plan as a major east-west connector to FM 2920 (east & west of Tomball). Seg. 4B Estimated cost: $20M = $4.0M (TEDC Funded) and $16M (City of Tomball Funded) Progress: Segment 4B design is approximately 80% complete. Three properties have been acquired for ROW, four properties are pending closing and the final two are in negotiations. Construction 13 Page 14 of 19 estimated to begin Spring 2020. Page 20 of 26  Broussard Community Park Description: Proposed Community Park located on E. Hufsmith near the intersection of Zion Rd. The park will include soccer fields and interactive areas. Progress: Construction phase of all fields, pond grading, entrance, parking areas and irrigation is 100% complete. Fields will be ready for play Spring 2020. An Interlocal Agreement for the maintenance and operation of Broussard Park has been executed between the City and Harris County. Harris County is currently in the process of installing the walking trails and picnic areas throughout the park; once all trails are installed exercise equipment will be installed. The Sensory Cottage, ADA swing and fishing pier have been installed. A wildflower area has been designated and will be planted in the spring. A contract has been issued for the installation of electrical to the park and construction of the restroom and concession stand area. Two remaining parcels needed for acquisition before project can go to construction. • Sewer Plant Improvements (Critical Needs Assessment) – Approx. $4.0M improvements and repairs are being done. Construction of Phase I is approximately 99% complete and Phase II is currently in the process of being prepared for bid. • Wayne Stovall Park Improvements – Design for renovation of the equipment barn has been completed to include a restroom. Staff is working to develop bid specifications to solicit bids. Page 17 of 19 Page 23 of 26  Additional Projects Underway… • Zion & E. Hufsmith Utility Improvements – Installation of water line along Zion has been completed. The installation of the water, sewer and gas from Broussard Park to the Harris County Flood Control Ditch is currently 90% complete; this will connect the force main at Broussard Park to the Lift Station at Snook and provide utility services to the new residential developments along E. Hufsmith. • M&R for Matheson Park – an assessment of the park was completed to determine the highest priority for repairs and replacement of park equipment. The assessment was utilized to develop a park Master Plan for Matheson; based on that Master Plan staff is currently in the process of creating a new vision with needed enhancements and upgrades with Kompan. • Theis Attaway Nature Center – an Invasive Species Study has been completed and implementation of Phase I should begin Spring 2020. A Visioning Document has been prepared for the needed enhancements for Theis in order to ensure proper maintenance of the Nature Center and staff is currently working with the donor family to formulate a plan for the future.
