The City Council of the City of Tomball, Texas, conducted the meeting scheduled for March 02, 2026, 5:00
P.M., at 401 Market Street, Tomball, Texas 77375.
A. Mayor L. Klein Quinn called the meeting to order at 5:00 P.M.

Eric Sundon, Houston, Texas, the artist responsible for the murals painted on the
restrooms on Cherry Street, spoke to ensure everyone had the opportunity to see the
transformation of the restrooms on N. Cherry Street. He also mentioned that a $500
application had been submitted for HOT funds to support funding for the street train.
C. General Discussion
1. TCAP update.
City Manager David Esquivel introduced Margaret Somereve, Executive Director,
with Texas Coalition for Affordable Power who provided an update. (Exhibit A)
2. Workshop Discussion Only – Discussion on amendments to Administrative
Policy No. 18, Development Policy for Special Financing Districts.
Project Manager Meagan Mageo provided a presentation on Administrative
Policy No. 18. (Exhibit B)
3. Quarterly Financial Report for period ending December 31, 2025
Finance Director Bragg Farmer provided the Quarterly Financial Report. (Exhibit
C)
4. Quarterly Investment Report for the period ending December 31, 2025.

Amy Mason, Tomball, Texas thanked the Staff responsible for the restrooms on N. Cherry
Steet and invited Council to the Tomball German Heritage Festival on March 28, 2026.

Tomball Masonic Lodge presented Resale with a Purpose with the Community
Builders Award.
2. Certificate of Recognition
Mayor Quinn presented Nichaela Shaheen, Houston Community Impact with
a Certificate of Recognition for receiving Reporter of the Year.

Council 2 Garcia announced that he and Mayor Quinn attended the Harris
County Mayor’s and Council’s Association meeting on February 19, 2026.

Council 2 Garcia announced that he, Mayor Quinn and Assistant City
Secretary Shannon Bennett attended the State of the Region hosted by
Houston - Galveston Area Council on February 20, 2026.
J. Old Business
1. Adopt, on Second Reading, Ordinance No. 2026-02, an Ordinance of the City of
Tomball, Texas, amending Chapter 50 (Zoning) of the Tomball Code of Ordinances
by changing the zoning from Single-Family Residential (SF-20) to Industrial (I) on
Lots 374 and 375 of Corrected Map of Tomball Outlots; two lots containing
approximately 10.05 acres of land located south of the southeast intersection of
Medical Complex Drive and South Persimmon Street (1631 South Persimmon
Street), within the City of Tomball, Harris County, Texas; providing for a penalty
of an amount not to exceed $2,000 for each day of violation of any provision hereof,
making findings of fact; and providing for other related matters.
Motion made by Council 1 Ford, Seconded by Council 2 Garica to adopt Ordinance
No. 2026-02, second reading.
Voting Yea: Council 1 Ford, Council 2 Garcia, Council 3 Dunagin, Council 4
Covington, Council 5 Parr

K. New Business
1. Approve Minutes of February 16, 2026 Workshop/Regular City Council meeting.
Motion made by Council 4 Covington, Seconded by Council 5 Parr to approve
minutes of February 16, 2026.

2. Consideration and discussion regarding future appointment/reappointment to the
Planning and Zoning Commission.
Motion made by Council 3 Dunagin, Seconded by Council 4 Covington to consider
future appointment/reappointment to the Planning and Zoning Commission.
Cody Miller, applicant introduced himself to Council and answered questions.

3. Approve, on First Reading, Resolution No. 2026-16-TEDC, a Resolution of the
City Council of the City of Tomball, Texas, authorizing and approving the Tomball
Economic Development Corporation’s Project to Expend Funds in accordance with
an Old Town Façade Improvement Grant by and between the Corporation and Tejas
Dragon Companies, LLC to make direct incentives to, or expenditures for, building
improvements for new or expanded business enterprise to be located at 306 Market
Street, Tomball, Texas 77375. The estimated amount of expenditures for such
Project is an amount not to exceed $40,000.00.

Resolution No. 2026-16

4. Accept donation of a grant from the Tomball Regional Health Foundation in the
amount of $32,850, for the purchase of Automated External Defibrillators (AEDs)
for patrol vehicles and authorize the City Manager to execute any and all
documents.
Motion made by Council 3 Dunagin, Seconded by Council 5 Parr to accept a grant
from the Tomball Regional Health Foundation.

5. Consideration of and action on Resolution No. 2026-15, a Resolution of the City
Council of the City of Tomball, Texas authorizing the submission of the Texas
Community Development Block Grant Program Application to the Texas
Department of Agriculture for the Downtown Revitalization Program, and
authorizing the City Manager as the Chief Executive Officer and authorized
representative to act in all matters pertaining to the City’s participation in the Texas
Community Development Block Grant Program.
