MINUTES OF REGULAR CITY COUNCIL MEETING
CITY OF TOMBALL, TEXAS
MONDAY, AUGUST 1, 2011
6:00 P.M.
1.0 Call to Order
The Council meeting was called to order by Mayor Gretchen Fagan. Other members present
were:

Mayor Fagan presented the following proclamations:

● Proclamation – Spinal Muscular Atrophy Awareness Month – August 13, 2011
● Proclamation – MOCSAR’s 27th Annual BBQ & Fundraiser – August 20, 2011
Lynn LeBouef, President/CEO-Tomball Regional Medical Center, introduced representatives
from Community Health Systems, Inc.; Mr. LeBouef also requested the reappointment of current
City board members to the Tomball Hospital Authority, in the interest of continuity.
6.0 Reports and Announcements:
● June 20-August 15 (skip July 4th) – Tomball's Kids Club, hosted by HEB and partner,
Buffalo Wild Wings – MLK Community Park
● August 2, 2011 – Mayor’s Coffee – Nona’s Italian Grill - 5:30 p.m.-7:00 p.m.; sponsored
by CommunityBank of Texas, N.A.
● August 2, 2011 – 2011 National Night Out – 6:00 p.m.-9 p.m. at the Depot
● August 5, 2011 – Tomball Night
● August 13, 2011 – 2nd Saturday at the Depot
● September 17, 2011 – Tomball Art Walk – 2:00 p.m.-7:30 p.m.
● Walk Tomball! (every Saturday at 8:00 a.m. at the Depot)
● Reports by City staff and members of council about items of community interest on
which no action will be taken
7.0 Motion was made by Councilman Stoll, second by Councilman Dodson, to approve the Minutes
of the following City Council Meetings:
● Special City Council Meeting – July 18, 2011
● Regular City Council Meeting – July 18, 2011
● Special City Council Meeting – July 20, 2011
● Special City Council Meeting – July 25, 2011
● Special City Council Meeting – July 26, 2011.

8.0 New Business:
8.1 George Shackelford and Glenn Windsor presented the proposed Budget for Fiscal Year
2011-2012. The proposed budget includes a $0.09 property tax increase to finance the
completion of M121 Drainage, Medical Complex Phase 3, and Brown Road. No action
necessary.
8.2 Motion was made by Councilman Dodson, second by Councilman Brown, to set Monday,
August 22, 2011 at 6:00 p.m. as the date for the Public Hearing regarding the Proposed
Budget for Fiscal Year 2011-2012.
Motion carried unanimously.
8.3 Mayor Fagan presented recommendations for the reappointment of Latrell Shannon and
Jerald Till to the Tomball Hospital Authority Board. Motion was made by Councilman
Brown, second by Councilman Stoll to reappoint Latrell Shannon and Jerald Till to the
Tomball Hospital Authority Board of Directors.
Motion carried unanimously.
8.4 Motion was made by Councilman Townsend, second by Councilman Dodson, to
Reappoint Laryssa Korduba and Stephen Vigorito as Alternate Municipal Court Judges,
with terms expiring July 31, 2013.
Motion carried unanimously.
8.5 Lori Lakatos presented the proposed Agreement. Motion was made by Councilman
Dodson, second by Councilman Brown, to approve the Professional Services Agreement
with Cobb Fendley & Associates, Inc., in the Amount of $630,560.00 for Professional
Services related to Design and Land Acquisition for the Extension of Medical Complex,
Segment 3, including Utilities, and Authorize City Manager to Execute Agreement. Vote
was as follows:

Motion carried, 3 votes Aye, 2 votes Nay.
8.6 Lori Lakatos presented the proposed Resolution No. 2011-12. Motion was made by
Councilman Stoll, second by Councilman Brown, to Adopt Resolution No. 2011-12, a

Resolution of the City of Tomball, Texas, Adopting an Annual Fee for Changeable
Electronic Variable Message Signs (CEVMS) Registration and Inspection.
Motion carried unanimously.
8.7 Lori Lakatos presented the Proposed Parking Lot Layouts. Direction from Council was
to proceed with the North Elm Street and Fannin Street parking lots and to negotiate with
the Railroad regarding City’s encroachment onto Railroad property for the development
of North Elm Street parking. No action necessary.
8.8 Lisa Coe presented an overview of the proposed Benefits. Motion was made by
Councilman Hudgens, second by Councilman Townsend to approve the Renewal of
Employee Health and Welfare Benefits Agreement with Aetna and United Concordia.
Motion carried unanimously.
8.9 Executive Session: The City Council recessed at 7:08 p.m. to meet in Executive Session as
Authorized by Title 5, Chapter 551, Government Code, the Texas Open Meetings Act, for
the Following Purpose(s):
• Sec. 551.072 – Deliberations Regarding Real Property
• Sec. 551.074 – Personnel Matters: Evaluation of City Manager
Upon reconvening into regular session at 8:40 p.m., no action was taken.
9.0 Motion was made by Councilman Townsend, second by Councilman Dodson, to adjourn.
Motion carried unanimously.

Notice is hereby given of a Regular meeting of the Tomball City Council, to be held on Monday,
August 1, 2011 at 6:00 p.m., City Hall, 401 Market Street, Tomball, Texas 77375, for the purpose

City Council reserves the right to meet in a closed session for consultation with attorney on any
