1.0 Call to Order
The Council meeting was called to order at 6:00 p.m. by Mayor Fagan. Other members
present were:

● April 26, 2014 – Tomball Consolidated Recycling Day at LoneStar College-
Tomball - 10:00 a.m.-2:00 p.m.
● April 28-May 6, 2014 – Early Voting for the May 10, 2014 Charter Amendment
Election
● May 3-4, 2014 – 3rd Annual Rails & Tails Mudbug Festival
● May 10, 2014 – Charter Amendment Election – City Hall, 7:00 a.m.-7:00 p.m.
● May 24, 2014 – 3rd Annual Memorial Day Weekend Chili Challenge
● Walk Tomball! – Every Saturday at 9:00 a.m. at the Depot
● Reports by City staff and members of council about items of community interest on
which no action will be taken:
○ Randy Parr presented a report on the “Shattered Lives” events at
Tomball High School campuses and advised that the Tomball Regional
Health Foundation donated $10,000 to each campus in sponsorship.
6.0 Motion was made by Councilman Dodson, second by Councilman Stoll, to approve the
Minutes of the March 17, 2014 Regular City Council Meeting and the March 25, 2014
Special Council Meeting.
Motion carried unanimously.
7.0 Old Business:
7.1 Motion was made by Councilman Townsend, second by Councilman Stoll, to
adopt, on Second Reading, Ordinance No. 2014-06, an Ordinance of the City
Council of Tomball, Texas, Levying an Assessment against Section One
Properties within the City of Tomball Public Improvement District Number Two
(Raleigh Creek Subdivision); and Making Certain Findings Related Thereto.

8.0 New Business:
8.1 Motion was made by Councilman Dodson, second by Councilman Townsend, to
approve the appointment of Current Police Chief Rob Hauck as Assistant City
Manager.
Motion carried unanimously.
8.2 Presentation of the Comprehensive Annual Financial Report (CAFR Audit) and
the Single Audit Report for the Fiscal Year Ended September 30, 2013 to City
Council was made by Glenn Windsor and Kevin Sanford, Weaver Tidwell, LLP.
No action necessary.
8.3 Motion was made by Councilman Hudgens, second by Councilman Stoll, to
approve Resolution No. 2014-07, a Resolution of the City Council of the City of
Tomball, Texas, Supporting the Sixth Annual Homecoming Parade and Pep
Rally, to be held at the Tomball Depot, Sponsored by the Tomball Independent
School District and the TISD Student Council, on Wednesday, September 10,
2014.
Motion carried unanimously.
8.4 Motion was made by Councilman Dodson, second by Councilman Stoll, to
approve the Bidding Process for the sale of selected surplus city-owned
properties/lots and to remove the original City Hall property from the list of
proposed surplus lots.
Motion carried unanimously.
8.5 Discussion regarding the Surplus MRAP Vehicle received by the City of Tomball
through the Defense Department’s National Military Surplus Program for Use by
Tomball Public Safety Departments.
No action taken.

8.6 Motion was made by Councilman Townsend, second by Councilman Hudgens, to
approve the following plats as recommended by the Planning and Zoning
Commission:
● RALEIGH CREEK SECTION TWO; Being a Replat of Reserve "J"
and Reserve "I" of Raleigh Creek Section One, as recorded in Film Code
No. 656125 H.C.M.R., and situated in the Joseph Miller Survey, Abstract
Number 50, Harris County, Texas.
● REPLAT OF THE POINT; Being a Subdivision of 6.3636 Acres and
being a Replat of the Point F.C. No. 644081 out of the Claude M. Pillot
Survey, Abstract No. 632, City of Tomball, Harris County, Texas.
Motion carried unanimously.
8.7 Motion was made by Councilman Dodson, second by Councilman Townsend, to
approve Resolution No. 2014-08, a Resolution of the City Council of the City of
Tomball, Texas, Setting a Public Hearing on May 19, 2014 at 6:00 P.M., to
Discuss and Review Land Use Assumptions and Capital Improvements Plan
Relating to Possible Adoption of Impact Fees
Motion carried unanimously.
8.8 Motion was made by Councilman Hudgens, second by Councilman Townsend, to
award Contract for Purchase of New Avaya Telephone System to DataVox, in the
Amount of $88,891.92.
Motion carried unanimously.
8.9 Executive Session: The City Council recessed at 6:50 p.m. to meet in Executive
Session as Authorized by Title 5, Chapter 551, Government Code, the Texas
Open Meetings Act, for the Following Purpose:
• Sec. 551.072 – Deliberations Regarding Real Property
Upon reconvening into regular session at 7:38 p.m., no action was taken.
9.0 Motion was made by Councilman Townsend, second by Councilman Stoll, to adjourn.
