1.0 Call to Order
The Council meeting was called to order at 6:00 p.m. by Mayor Fagan. Other members

6.0 Reports and Announcements:
• Tomball City Pool - 2014 Swim Season - Jerry Matheson Park Pool opened
May 24, 2014 and will close on September 1, 2014. May 24-June 6, 2014, the
pool will be open only during weekends. The pool will be closed every Monday
during swim season 2014, except Memorial Day and Labor Day. June 6-August
24, 2014 will be regular weekly days and hours. After August 24, 2014, the pool
will open weekends only until September 1, 2014.
• June 9-July 28, 2014 - TOMBALL KID'S CLUB - Every Monday and Thursday,
11:00 a.m.-1:00 p.m., at MLK Community Park, 403 W. Chestnut
• July 12, 2014 - 2nd Saturday at the Depot - "Disney's Teen Beach Movie" -
6:30 p.m.
• July 14, 2014 – Public Hearing regarding the Proposed Annexation of Alexander
Estates – 5:00 p.m.
• July 21, 2014 – Budget Workshop – 5:00 p.m.
• August 30, 2014 –Texas Music Festival
• September 27, 2014 – 4th Annual Bugs, Brew & Barbeque Festival
• October 25, 2014 – 3rd Annual Tomball Bluegrass Festival
• Walk Tomball! – Every Saturday at 8:00 a.m. at the Depot
• Reports by City staff and members of council about items of community interest on
which no action will be taken:

7.0 Motion was made by Councilman Townsend, second by Councilman Stoll, to approve the
Minutes of the June 16, 2014 Special City Council Meeting and the June 16, 2014
Regular City Council Meeting.
Motion carried unanimously.
8.0 Old Business:
8.1 Motion was made by Councilman Hudgens, second by Councilman Degges, to
adopt on Second Reading, Ordinance No. 2014-15, an Ordinance of the City of
Tomball, Texas, Amending the "2009 Major Thoroughfare Plan" for the City of
Tomball, Texas; Making Certain Findings; and Providing for Severability. Vote
was as follows:

Motion carried unanimously.
8.2 Motion was made by Councilman Degges, second by Councilman Stoll, to
approve the purchase of a Chevrolet Suburban, instead of a Chevrolet Tahoe, to
replace the Chevrolet Tahoe being retired in the Fire Department.
Motion carried unanimously.
8.3 Motion was made by Councilman Townsend, second by Councilman Klein
Quinn, to approve the Amended Letter of Support on behalf of the Tomball Sister
City Organization for Road Closure of South Cherry Street, a County Road, in
Connection with the German Christmas Market, December 12-14, 2014 and the
German Heritage Festival, March 27-29, 2015 and to authorize Mayor Fagan to
Issue Letter of Support to Harris County Commissioners Court.
Motion carried unanimously.
9.0 New Business:
9.1 Mayor Fagan opened the Public Hearing at 6:54 p.m. for the First Public Hearing
to Consider the Annexation of the Following Tract of Land: (Alexander Estates):
A 70.36-acre tract of land situated in the Elizabeth Smith Survey, Abstract
Number 70, Harris County, Texas; being a portion of Unrestricted Reserve “C” of
Tomball Greens Final Plat as shown on a plat filed for record under Film Code
Number 440128 of the Harris County Map Records, being the remainder of a
called 78.4754 acre tract conveyed to BCDE, LTD. by Special Warranty Deed
With Vendor’s Lien dated December 30, 2002 and filed for record under Clerk’s
File No. W332593 of the Harris County Official Public Records of Real Property
and being all of a called 4.882 acres conveyed to Eibsen & Associates, Inc. by
Warranty Deed dated March 31, 2014 and filed for record under Clerk’s File No.
20140133968 of the Harris County Official Public Records of Real Property; said
70.36 acres being more particularly described as follows with all bearings based
on a call of South 59º56’55” West along the southeast line of said Unrestricted
Reserve “C”.
The following public comments were received:

20823 Mystic Stone Dr., 77375 that her subdivision, Albury Trail
Estates, be annexed.
Doug Eibsen - Spoke in support of the proposed

Receiving no additional public comments, Mayor Fagan closed the public hearing
at 6:56 p.m.
9.2 Motion was made by Councilman Klein Quinn, second by Councilman Degges, to
Deny the Tax Abatement for American National Carbide for Tax Year 2014 under
the Existing Agreement between the City of Tomball and American National
Carbide.
Motion carried unanimously.
9.3 Motion was made by Councilman Townsend, second by Councilman Klein
Quinn, to Deny the Tax Abatement for Baker Hughes Oilfield Operations, Inc. for
Tax Year 2014 under the Existing Agreement between the City of Tomball and
Baker Hughes Oilfield Operations, Inc.
Motion carried unanimously.
9.4 Motion was made by Councilman Degges, second by Councilman Townsend, to
Acknowledge the Donation of Park Land located at 1414 Hufsmith, by Bruce
Broussard, to the City of Tomball and to Instruct City Staff to Continue the Legal
Process for the Donation, Texas Parks & Wildlife Outdoor Recreation Grant
Program, and Submittal of Application to the KaBOOM! Community Partner and
Construction Grants Programs.
Motion carried unanimously.
9.5 Mayor Fagan opened the Public Hearing at 7:05 p.m. regarding an application for
a Texas Parks and Wildlife Local Park Grant Program for the proposed City of
Tomball Park located at 1414 E. Hufsmith; a portion of the proposed site is
located within the 1% and 0.2% Annual Chance Floodplain.
Receiving no public comments, Mayor Fagan closed the public hearing at 7:05 p.m.
No action taken.
9.6 Motion was made by Councilman Townsend, second by Councilman Hudgens, to
approve Resolution No. 2014-15, a Resolution of the City Council of the City of
Tomball, Texas, Adopting the City of Tomball Master Drainage Plan 2012-2030;
and Making Other Findings Related Thereto.
Motion carried unanimously.
9.7 Motion was made by Councilman Townsend, second by Councilman Klein
Quinn, to approve PECK STATION: A Subdivision of 34.4945 acres of land
situated in the Jesse Pruitt Survey, Abstract No. 629, City of Tomball, Harris

County, Texas; Being a partial Replat of Lots 296, 297, 298, 302, 303, 308, 309,
310, and 311 of Tomball Townsite, Volume 2, Page 65, M.R.H.C.
Motion carried unanimously.
9.9 Motion was made by Councilman Townsend, second by Councilman Klein
Quinn, to nominate George Shackelford, City Manager, to Place 3 on the Texas
Municipal League Intergovernmental Risk Pool Board of Trustees (TML-IRP)
Motion carried unanimously.
9.8 Consideration regarding the Acquisition of a Low-Power FCC-Issued FM Radio
Station License to Create a Local Broadcasting System was tabled until the July
21, 2014 Council meeting.
No action taken.
10.0 Motion was made by Councilman Townsend, second by Councilman Klein Quinn, to
adjourn.
Motion carried unanimously.
