1.0 Call to Order
The Council meeting was called to order at 6:00 p.m. by Mayor Fagan. Other members

of the City’s support toward the success of the
Annual Holiday Parade; and introduced 2017 Miss
Tomball, Kyla Hall.
Kyla Hall - Expressed her appreciation for the honor of being
2017 Miss Tomball selected as 2017 Miss Tomball.
5.0 Reports and Announcements:
November 24-25 – Thanksgiving Holidays; City offices will be closed
December 9-11, 2016 – Tomball German Christmas Market
December 10, 2016 – “Christmas on Commerce” – a 2nd Saturday at the Depot

December 23 and 26, 2016 – Christmas Holidays – City offices closed
January 2, 2017 – New Year’s Day Holiday – City offices closed
Reports by City staff and members of Council about items of community
interest on which no action will be taken:
◦ Mike Baxter reported on the success of the 4th Annual "Downtown
Holiday Lamp Post Stroll"
◦ Glenn Windsor presented the Quarterly Investment Report for the period
ending September 30, 2016. The Public Funds Investment Act requires
that a report of the City's investments be presented to Council on a
quarterly basis. The investment report includes a listing of all
investments together with information relating to diversification, cost vs.
market values, yield information, and weighted average maturities. On
September 30, 2016, the City had total cash equivalents and investments
totaling $49,064,249. A copy of the report is attached for review.
6.0 Motion was made by Councilman Townsend, second by Councilman Stoll, to approve the
Minutes of the November 7, 2016 Regular Council Meeting.
Motion carried unanimously.
7.0 New Business:
7.1 Motion was made by Councilman Townsend, second by Councilman Stoll, to
approve Resolution No. 2016-25, A Resolution of the City Council of the City of
Tomball, Texas Approving an Agreement regarding the Construction of
Improvements between the City of Tomball, Texas, and the Tomball Economic
Development Corporation.

7.2 Motion was made by Councilman Townsend, second by Councilman Klein Quinn,
read Ordinance No. 2016-29 by caption only on first reading.
Motion carried unanimously.
Motion was made by Councilman Townsend, second by Councilman Klein
Quinn, to adopt, on First Reading and Only Reading, Ordinance No. 2016-29, an
Ordinance of the City of Tomball, Texas, Authorizing the Issuance and Sale of
the City of Tomball, Texas, Combination Tax and Revenue Certificates of
Obligation, Series 2016; Levying a Tax and Providing for the Security and
Payment Thereof; and Enacting Other Provisions Relating Thereto. Vote was as
follows:

Motion carried unanimously.
7.3 Motion was made by Councilman Degges, second by Councilman Townsend, to
approve, as a Project of the Tomball Economic Development Corporation, an
agreement with Premium Interests, LLC to make direct incentives to, or
expenditures for, the creation or retention of primary jobs associated with the
relocation and development of its business operations to be located at 22502 Park
Rd., Tomball, Texas. The estimated amount of expenditures for such Project is
$19,150.00.
Motion carried unanimously.
7.4 Motion was made by Councilman Hudgens, second by Councilman Townsend, to
approve, on First Reading, Resolution No. 2016-26-TEDC, a Resolution of the
City Council of the City of Tomball, Texas, authorizing and approving the
Tomball Economic Development Corporation’s Project to Expend Funds in
accordance with an Economic Development Performance Agreement by and
between the Corporation and Brandt Construction LLC, to make direct incentives
to, or expenditures for, assistance with infrastructure costs for the promotion of
new or expanded business enterprise related to the construction of a new
commercial facility to be located on a 2.3291-acre tract of land at 22110
Hufsmith-Kohrville Road, Tomball, TX 77375. The estimated amount of
expenditures for such Project $65,694.00. Vote was as follows:

Motion carried, 4 votes Aye, 1 vote Nay.
7.5 Motion was made by Councilman Townsend, second by Councilman Klein Quinn,
to accept and Approve Dedication of Sidewalk Easement by Ernest Grandinetti to
the City of Tomball for a 5-Ft. Wide Strip of Land Containing 500 Square Feet,
Lying Adjacent to the West Line of Lot 19 in Block 19, Revised Map of Tomball,
Harris County, Recorded in Volume 4, Page 25 of the Map Records of Harris
County, Texas.
Motion carried unanimously.
7.6 Motion was made by Councilman Townsend, second by Councilman Stoll, to
award Contract for Bid No. 2017-03, Sale of Improvements Located at 114 Fannin
Street, to Rodney K. Hutson, in the Amount of $100 and Lot 10, Block 5 of
Tomball Outlots with Contingencies.
Motion carried unanimously.
7.7 Executive Session: The City Council recessed at 6:56 p.m. into Executive Session
as Authorized by Title 5, Chapter 551, Government Code, the Texas Open
Meetings Act, for the Following Purpose(s):
• Sec. 551.071 - Consultation with the City Attorney regarding a matter that
the Attorney’s duty requires to be discussed in closed session.
Upon reconvening into Regular Session at 7:02 p.m., the following action was
taken:
7.8 Motion was made by Councilman Townsend, second by Councilman Stoll, to
Terminate the Professional Services Agreement with LJA Engineering and
Approve the Professional Services Agreement for Engineering Services to Gunda
Corporation for the M121 East & West Drainage Channels & Detention Basin Final
Design.
Motion carried unanimously.
8.0 Motion was made by Councilman Townsend, second by Councilman Klein Quinn, to
adjourn.
