Tim Hertel - Requested consideration by the City to allow
11 Desert Rose Place, 77382 DFlex Power to construct a dedicated gas
pipeline for their power plant, at no expense
to the City.

6.0 Motion was made by Councilman Stoll, second by Councilman Ford, to approve the
Minutes of the September 3, 2019 Regular Tomball City Council Meeting
Motion carried unanimously.
7.0 New Business:
7.1 Randall Scott Architects presented an update regarding the Comprehensive
Facility Needs Assessment and Facility Master Planning for the City.
No action necessary.
7.2 Mayor Fagan announced that voting on the 2019 Tax Rate will be held at a
Special City Council Meeting on September 30, 2019 at 5:30 p.m. and at the
Regular City Council Meeting on October 7, 2019 at 6:00 p.m.
No action necessary.
7.3 Consideration and Possible Approval of the City of Tomball Comprehensive Plan
Conduct Public Hearing on the City of Tomball Comprehensive
Plan Update
Mayor Fagan opened the Public Hearing Regarding at 6:47 p.m.
Receiving no public comments, Mayor Fagan closed the Public Hearing at

on First Reading.
Motion carried unanimously.
Motion was made by Councilman Townsend, second by
Councilman Stoll, to adopt, on First Reading, Ordinance No. 2019-
22, an Ordinance of the City of Tomball, Texas Adopting the
Tomball Comprehensive Plan, as an Update to the First
Comprehensive Plan – Vision 2030, Providing an Overview of
Existing Conditions, Demographics and Socioeconomic
Characteristics; Analyzing Community Input; Providing Maps
Describing Proposed Future Land Uses; Establishing Goals,
Recommendations, Implementation Strategies; and Providing for
Severability, with recommendations from staff and Council. Vote
was as follows:

Described in the Deed to Merenco Realty, Inc. Recorded in Harris County Clerks
File No. 20130384778, Official Public Records of Real Property of Harris
County, Texas, (O.P.R.R.P.H.C.T.), which is Part of that Certain 606.1394 Acre
Tract of Land Described in the Deed to Merenco Realty, Inc. [an Undivided One-
Half Interest) Recorded in Harris County Clerks File No. T693301,

City of Tomball, Texas, Extending the City Limits of Said City to Include All of
the Territory Within Certain Limits and Boundaries and Annexing to the City of
Tomball All of the Territory Within Such Limits and Boundaries; Approving a
Service Plan for All of the Area Within Such Limits and Boundaries; Containing
Other Provisions Relating to the Subject; and Providing a Savings and
Severability Clause (Being 9.493 Acres of Land Situated in the C. Goodrich
Survey, Abstract No. 305 in Harris County, Texas and Being a Part of That

Tomball, Texas, Supporting the 54th Annual Tomball Holiday Parade, to be Held
in Tomball on Saturday, November 23, 2019, and Requesting Street Closures and
In-Kind Services.
Motion carried unanimously.
7.7 Motion was made by Councilman Stoll, second by Councilman Townsend, to
approve Resolution No. 2019-38, a Resolution of the City Council of the City of
Tomball, Texas, Supporting the 12th Annual Homecoming Parade & Community
Rally, to be Held at the Tomball Depot, Sponsored by the Tomball Independent
School District and the Tomball High School Student Council on Wednesday,
October 2, 2019.
Motion carried unanimously.
7.8 Motion was made by Councilman Ford, second by Councilman Klein Quinn, to
approve Resolution No. 2019-37, a Resolution of the City Council of the City of
Tomball, Texas, for the Designation of Its Representative and Alternate for the
Houston-Galveston Area Council 2020 General Assembly, and Designating

Councilman Townsend as the City’s Representative and Councilman Stoll as the
City’s Alternate Representative.
Motion carried unanimously.
7.9 Motion was made by Councilman Townsend, second by Councilman Stoll, to
approve Resolution No. 2019-31, a Resolution of the City of Tomball, Texas,
Amending the Master Fee Schedule for Fiscal Year 2019-2020.
Motion carried unanimously.
7.10 Motion was made by Councilman Townsend, second by Councilman Klein
Quinn, to approve Fixed Pricing for Natural Gas Acquisitions for the City’s North
Gate Natural Gas Purchases from EDF Trading for a Fixed Price of $3.22/MMBtu
from September 2019 thru August 2020.
Motion carried unanimously.
7.11 Executive Session: The City Council recessed at 8:02 p.m. to meet in Executive
Session as Authorized by Title 5, Chapter 551, Government Code, the Texas
Open Meetings Act, for the Following Purpose(s):
Sec. 551.074 - Personnel Matters: Deliberation of the Appointment,
Employment, and Duties of a Public Officer or Employee – City Manager
Upon reconvening into session at 8:27 p.m., the following item was considered:
7.12 Motion was made by Councilman Townsend, second by Councilman Ford, to
approve the Amendments to and Extension of the Employment Contract for
Robert Hauck, City Manager, with a 3 percent increase.
Motion carried unanimously.
8.0 Motion was made by Councilman Stoll, second by Councilman Klein Quinn, to adjourn.
Motion carried unanimously.
