MINUTES OF REGULAR CITY COUNCIL MEETING
CITY OF TOMBALL, TEXAS
MONDAY, MAY 18, 2020
6:00 P.M.
The City Council of the City of Tomball, Texas, conducted the meeting scheduled for May 18,
2020, 6:00 p.m., at 401 Market Street, Tomball, Texas, 77375, via video/telephone conference.
1.0 Mayor Fagan (in person) called the meeting to order at 6:03 p.m., having established a
quorum. Mayor Fagan read a statement regarding the process for the conduct of the
meeting via Zoom and telephone. Members present:

2.0 The invocation was led by Tomball Police Department Chaplain, Gary Crowe.
3.0 Pledges to U. S. and Texas Flags were led by Randy Parr.
4.0 No public comments were received.
5.0 Presentations:
• Mayor Fagan presented a proclamation for May 17-23, 2020, “National Public
Works Week – Tomball, Texas”
• Mayor Fagan presented a proclamation for May 17-23, 2020, Northwest
Community Health, and the 46th National Emergency Medical Services Week
- "EMS Strong: Stronger Together" - Tomball, Texas to Edward Delaney,
representing Northwest Community Health.
• Mayor Fagan presented a proclamation to Eric Evans, CEO, HCA Healthcare-
Tomball, declaring May 18, 2020 as “Eric Evans – World Class HCA
Healthcare Leader” Day.
6.0 Reports and Announcements:
• May 25, 2020 – Memorial Day – City offices closed
• July 4, 2020 – July Fourth Fireworks Display – Business 249 at FM 2920
• July 11, 2020 – 2nd Saturday at the Depot
• Reports by City staff and members of council about items of community interest
on which no action will be taken:
ᵒ Glenn Windsor and Luisa Taylor presented the Quarterly Investment Report
for Period Ending March 31, 2020. The Public Funds Investment Act
requires that a report of the City's Investments be presented to Council on a
quarterly basis. The investment report includes a listing of all investments
together with information relating to diversification, cost vs. market values
at the end of the quarter, yield information, and weighted average
maturities. On March 31, 2020, the City had total cash and cash equivalents
in the amount of $67,207,301.
ᵒ Robert Hauck presented the City of Tomball 2019 Annual Report (October
1, 2018 – September 30, 2019).
7.0 Motion was made by Councilman Stoll, second by Councilman Klein Quinn, to approve
the Minutes of the Following Meetings:

Motion carried unanimously.
8.0 New Business:
8.1 Motion was made by Councilman Townsend, second by Councilman Stoll, to
approve the request for In-Kind Services for Beat the Heat at the Depot – a Swim
Safe Forever Northwest Houston Chapter Event, to be Held on Saturday, June 27,
2020.
Motion carried unanimously.
8.2 Motion was made by Council Stoll, second by Councilman Townsend, to adopt
Resolution No. 2020-13, a Resolution of the City Council of the City of Tomball,
Texas, Adopting the Revised Harris County All Hazard Mitigation Plan.
Motion carried unanimously.
8.3 Motion was made by Councilman Ford, second by Councilman Klein Quinn, to
award Construction Contract for E&P Project Number 2017-10002 for the Phase II
of the Critical Needs Improvements to the South Wastewater Treatment Plant to
Lindsey Construction, Inc., in the Amount of $719,125.00.
Motion carried unanimously.
8.4 Motion was made by Councilman Stoll, second by Councilman Townsend, to
award Contract for E&P Project 2017-10005 to Durwood Greene Construction Co.,
in the Amount of $13,984,481.05, for the Construction of Medical Complex
Segment 4B and South Persimmon.
Motion carried unanimously.
8.5 Motion was made by Councilman Klein Quinn, second by Councilman Stoll, to
approve Renewal of Texas State DIR Contract DIR CPO-4437, through the Texas
DIR Purchasing Program for a New Four (4)-Year Lease Term with Marimon
Business Systems.
