MINUTES OF SPECIAL CITY COUNCIL MEETING CITY OF TOMBALL, TEXAS WEDNESDAY, JULY 20, 2011 8:00 A.M. 1.0 Call to Order The Council meeting was called to order by Mayor Gretchen Fagan.
