MINUTES OF SPECIAL CITY COUNCIL MEETING CITY OF TOMBALL, TEXAS MONDAY, SEPTEMBER 14, 2015 5:00 P.M. 1.0 Call to Order The Council meeting was called to order at 5:00 p.m. by Mayor Pro Tem Lori Klein Quinn. Other members present: Councilman Hudgens Councilman Stoll Councilman Degges Councilman Townsend Members absent: Mayor Gretchen Fagan – Excused Others present: Assistant City Manager – Robert Hauck City Secretary – Doris Speer Finance Director – Glenn Windsor Public Works Director – David Esquivel Director of Community Development – Craig Meyers City Engineer – Lori Lakatos 2.0 Public Comments and Receipt of Petitions (At this time, anyone will be allowed to speak on any matter other than personnel matters or matters under litigation, for length of time not to exceed three minutes. No Council/Board discussion or action may take place on a matter until such matter has been placed on an agenda and posted in accordance with law.) 3.0 Reports and Announcements:  September 12, 2015 – 2nd Saturday at the Depot  September 21, 2015 – Public Hearing on the proposed tax increase – 6:00 p.m.  September 26, 2015 – 5th Annual Bugs, Brew & Barbeque Festival – 12:00 Noon-6:00 p.m.  October 10, 2015 – Sherine’s Stride 5K Run  Agenda Special City Council Meeting September 14, 2015 Page 2 of 2  October 10, 2015 – “Zomball in Tomball”  October 24, 2015 – 4th Annual Tomball Bluegrass Festival – 12:00 Noon-6:00 p.m.  Walk Tomball! – Every Saturday at 8:00 a.m. at the Depot  Reports by City staff and members of Council about items of community interest on which no action will be taken: o David Esquivel presented an update regarding the Public Works project to undertake an audit of the policies and procedures of the Gas Department o Field Hudgens requested that city staff provide possible amendments to the sign ordinance for Council consideration o Craig Meyers advised that the Community Development Department is working on substantial compliance by the end of December 2015. 4.0 New Business: 4.1 Mayor Pro Tem Klein Quinn called the First Public Hearing on the Proposed 2015 Tax Rate to order at 5:16 p.m. Receiving no comments, Mayor Pro Tem Klein Quinn closed the Public Hearing at 5:17 p.m. and announced that Voting on the Proposed 2015 Tax Rate will be held on September 28, 2015 at 5:00 p.m. and October 5, 2015 at 6:00 p.m. 5.0 Motion was made by Councilman Stoll, second by Councilman Townsend to adjourn. Motion carried unanimously. Meeting adjourned. PASSED AND APPROVED this the 21st day of September 2015.
