MONDAY, SEPTEMBER 21, 2015

1.0 Call to Order
The Council meeting was called to order at 6:00 p.m. by Mayor Pro Tem Lori Klein
Quinn.

4.0 No public comments were received.
5.0 Reports and Announcements:
September 26, 2015 – 5th Annual Bugs, Brew & Barbeque Festival – 12:00
Noon-6:00 p.m.
September 28, 2015 – Vote adopting 2015 Tax Rate – 5:00 p.m., Tomball City Hall
October 5, 2015 – Vote adopting 2015 Tax Rate – 6:00 p.m., Tomball City Hall
October 10, 2015 – Sherine’s Stride 5K Run
October 10, 2015 – “Zomball in Tomball”
October 24, 2015 – 4th Annual Tomball Bluegrass Festival – 12:00 Noon-6:00
p.m.
Walk Tomball! – Every Saturday at 8:00 a.m. at the Depot
Reports by City staff and members of Council about items of community interest
on which no action will be taken.
6.0 Motion was made by Councilman Stoll, second by Councilman Townsend, to approve
the Minutes of the September 8, 2015 Regular City Council Meeting and the September
14, 2015 Special City Council Meeting
Motion carried unanimously.
7.0 New Business:
7.1 Mayor Pro Tem Klein Quinn opened the Public Hearing on the Proposed 2015
Tax Rate at 6:05 p.m.
Receiving no public comments, Mayor Pro Tem Klein Quinn closed the Public
Hearing at 6:05 p.m.
7.2 Mayor Pro Tem Lori Klein Quinn announced that Voting on the Proposed 2015
Tax Rate will be held at a Special Council Meeting on September 28, 2015 at 5:00
p.m. and at a Regular Council Meeting on October 5, 2015 at 6:00 p.m.
No Action taken.
7.3 Motion was made by Councilman Townsend, second by Councilman Stoll, to
approve Resolution No. 2015-15, a Resolution of the City of Tomball, Texas,
Amending the Master Fee Schedule for Fiscal Year 2015-2016.
Motion carried unanimously.
7.4 Motion was made by Councilman Townsend, second by Councilman Stoll, to

approve Resolution No. 2015-18, a Resolution of the City Council of the City of
Tomball, Texas, Nominating Ed Heathcott as a Candidate for a Position on the
Board of Directors of the Harris County Appraisal District.
Motion carried unanimously.
7.5 Motion was made by Councilman Townsend, second by Councilman Stoll, to
approve Resolution No. 2015-19, a Resolution of the City of Tomball, Texas,
Adopting and Ratifying the City of Tomball’s Investment Policy, as set forth in
the City’s Administrative Policy No. 13, entitled “Investment Policy”.
Motion carried unanimously.
7.6 Consideration to approve ZONING CASE P15-094: Request by the City of
Tomball to amend Chapter 50-82 (b) (“Use Charts”) of the City’s Zoning
Ordinance to allow a “Museum” with a Conditional Use Permit in the
Agricultural, Single-Family Estate Residential-20, Single-Family Residential-9,
Single-Family Residential-6, Duplex, Multi-Family, and Manufactured Home
Park Districts.
• Mayor Pro Tem Klein Quinn opened the Public Hearing on ZONING
CASE P15-094 at 6:15 p.m.
Receiving no public comments, Mayor Pro Tem Klein Quinn closed the
Public Hearing at 6:34 p.m.
• Motion was made by Councilman Townsend, second by Councilman Stoll, to
read Ordinance No. 2015-19 by caption only on first reading.
Motion carried unanimously.
• Motion was made by Councilman Townsend, second by Councilman
Stoll, to adopt, on First Reading, Ordinance No. 2015-19, an Ordinance Of
The City Of Tomball, Texas, Amending Its Zoning Ordinance By
Amending Section 50-82 (B) (“Use Charts”) By Allowing A “Museum”
With A Conditional Use Permit In The Agricultural, Single-Family Estate
Residential-20, Single-Family Residential-9, Single-Family Residential-6,
Duplex, Multi-Family, And Manufactured Home Park Districts; Providing
For A Penalty Of An Amount Not To Exceed $2,000 For Each Day Of
Violation Of Any Provision Hereof; Making Findings Of Fact; And
Providing For Other Related Matters. Vote was as follows:

7.7 Motion was made by Councilman Hudgens, second by Councilman Townsend, to
approve the following plat as recommended by the Planning and Zoning
Commission:
• REPLAT OF THE RESERVE AT SPRING LAKE SECTION TWO:
41.26 Acres Being a Replat of Section Two Reserve at Spring Lake,
Section Two, Recorded Under Filmcode 675047 M.R. H.C.T. Located in
the Joseph Miller League, A-50 W.H. Clemens Survey, A-1641 Harris
County, Texas, City of Tomball, Texas.
Motion carried unanimously.
8.0 Motion was made by Councilman Townsend, second by Councilman Stoll, to adjourn.
Motion carried unanimously.
