MINUTES OF JOINT CITY COUNCIL AND TEDC MEETING CITY OF TOMBALL, TEXAS Thursday, October 02, 2025 11:00 A.M. The City Council of the City of Tomball, Texas, conducted the meeting scheduled for October 02, 2025, 11:00 AM, at 401 Market Street, Tomball, Texas 77375. A. Mayor Lori Klein Quinn called the meeting of the City of Tomball Council to order at 11:03 A.M. Public Comments and Receipt of Petitions; [At this time, anyone will be allowed to speak on any matter other than personnel matters or matters under litigation, for length of time not to exceed three minutes. No Council/Board discussion or action may take place on a matter until such matter has been placed on an agenda and posted in accordance with law - GC, 551.042.] No public comments were received. C. New Business 1. Presentation by TEDC staff regarding initial community engagement for the Tomball Legacy Square Project, including the July 10 public meeting, Board Member Committee meetings, and programming interviews. Executive Director Kelly Violette provided an update of the Tomball Legacy Square Project, the July 10th Public Meeting and the programming interviews. (Exhibit A) 2. Presentation and discussion by Webb Management regarding the kickoff of the Tomball Legacy Square Feasibility Study. Executive Director Kelly Violette introduced Duncan Webb, owner of Webb Management who provided an overview of the Tomball Legacy Square Feasibility Study. 3. Presentation by Studio Red Architects of initial concept designs for the Tomball Legacy Square Project, based on community input and adaptive reuse of the former First Baptist Church campus. Concepts are preliminary, presented for discussion and direction, and will be further informed by the Webb Feasibility Study. (Exhibit B) Executive Director Kelly Violette introduced Jared Wood, Ed Garrett and Chris Castaneda of Studio Red Architects provided initial designs for the Tomball Legacy Square Project.  Minutes Joint City Council and TEDC Meeting October 02, 2025 Page 3 of 3 D. Mayor Lori Klein Quinn adjourned the meeting at 1:09 P.M. Motion made by TEDC Member Latrell Shannon, Seconded by TEDC Member Wayne Hall to adjourn the meeting at 1:09 P.M.
