MINUTES OF SPECIAL CITY COUNCIL MEETING - WORKSHOP
CITY OF TOMBALL, TEXAS
Tuesday, September 02, 2025

The City Council of the City of Tomball, Texas, conducted the meeting scheduled for September 02, 2025,
5:00 PM, at 401 Market Street, Tomball, Texas 77375, via physical attendance and video/telephone
conference.
A. Mayor L. Klein Quinn called the meeting to order at 5:13 P.M.

Brittani Johnson, 309 Market Street, Tomball, Texas informed Council of the Heart of
Tomball Alliance Fashion Show.
C. General Discussion
1. Discussion and direction on nominations to the Harris Central Appraisal District
(HCAD) Board of Directors to fill an unexpired term until December 31, 2027.
City Secretary Thomas Harris introduced and led the discussion regarding
nominations to the Harris Central Appraisal District (HCAD) Board of Directors.
2. Discussion on City Council Workshop Meeting Start Time.
City Manager David Esquivel introduced the discussion regarding the start time for
City Council workshop meetings. Following discussion, the Council reached
consensus to begin at 5:00 p.m.
D. Proposed Future Agenda Items (To be discussed in order or at Councils discretion, time
permitting)
1. Community Development Director Craig Meyers presented item D.1. for
discussion Only - Zoning Case Z25-10: Request by Donald and Cheryl Murchison,
to amend Chapter 50 (Zoning) of the Tomball Code of Ordinances, by rezoning
approximately 0.3360 acres of land legally described as being a tract of land
situated within the J. Pruitt Survey, Abstract No. 629 from Single-Family
Residential (SF-9) to the General Retail (GR) zoning district. The property is
located at 1710 S. Cherry Street, within the City of Tomball, Harris County, Texas.
2. Project Manager Meagan Mageo presented Item D.2. for discussion only– Approve
a Service Agreement renewal with ABM Texas General Services, Inc. for the
janitorial services and supplies for City facilities, for a not-to-exceed amount of
$120,000 (RFP 2023-19), approve the expenditure of funds therefor, and authorize
the City Manager to execute any and all documents related to the purchases. These
expenditures were included in the Fiscal Year 2025-2026 Budget.
F. Mayor Lori Klein Quinn adjourned the meeting at 5:45 P.M.

are subject to action. The Tomball City Council reserves the right to meet in a closed session
for consultation with attorney on any agenda item should the need arise and if applicable
