MINUTES TOWN COUNCIL MEETING June 24, 2019 The Town Council meeting was called to order by Ron Troyer at 4:00 p.m. June 24, 2019 with the following persons present: Ron Troyer Ray Folk Pete Kaufman Naomi Miller Stewart Bender Cyndi Sadewasser Bill Eberhard Stan Strater Harold Gingerich Adam Lambright Aldon Miller Jaime Garcia Minutes Pete moved that the minutes for the last council meeting be approved. Ray seconded the motion and it carried unanimously. Clerk-Treasurer The board approved the claims as read. Pete made the motion, Ray seconded the motion and it carried unanimously. Town Manager The Town Manager presented quotes for ground testing at our Little League field; Lougheed Engineering at $7950 and Alt & Witzig Consulting Services at $12,010. Ray made a motion to accept the quote from Lougheed Engineering for $7950, Pete seconded the motion and it carried unanimously. The 2019 Street Improvements being done by Niblock Excavating, Inc, presented the Notice of Award and Notice to Proceed. The agreement states the work will commence on or before June 24, 2019 and fully complete the work within 150 consecutive calendar days, no later than November 21, 2019. Pete made a motion to proceed with the 2019 Street Improvements with Niblock Excavating, Inc., Ray seconded the motion and it carried unanimous!y. Police The Marshal presented May Activity Report and gave an update on PD incidents around Topeka. Cory Morris will be attending a Seminar for Strategies for Youth, policing the teen brain training in Ft. Wayne on June 27th and 28th of 2019.  Fire Chief The Fire Chief requested switching to ESO for the Web based Reporting Software for the Fire Station. Currently Firehouse software is being used. Annual cost would be $1735.00 which is $600.00 less than Firehouse annually. ESO has purchased the Firehouse company. Ray made the motion to switch to ESO; Pete seconded the motion and it carried unanimously. Other Discussions Jaime Garcia made a brief statement to the council placing a complaint against Officer Ed Flowers for harassment. Marshal Stan Strater made a statement in response and read the Topeka Police Department Mission Statement. Town Attorney Bill Eberhard informed Jamie Garcia that law enforcement was within their rights. Town Attorney Codification was discussed and will be reviewed at next Council Meeting on July 8, 2019. Next Meeting The next Town Council meeting will be held at Topeka Town Hall on July 8, 2019 at 4:00 p.m. There being no other business to be brought before the Board the meeting was adjourned at 4:25 pm.
