BOARD OF PUBLIC SAFETY
REGULAR MEETING
CITY HALL AUDITORIUM / ZOOM
January 4, 2023
A REGULAR MEETING of the Board of Public Safety was held on Wednesday, January 4, 2023. Attendance was in-
person and by Zoom. Present at City Hall were Mayor Elinor Carbone, Police Chief William Baldwin, Police Captain
Bart Barrown, Fire Chief Eric Borden, Deputy Fire Chief David Tripp, Trinity Health EMS Manager Jeff Ganung, and
Board of Safety Commissioners Darlene Battle, Glenn McLeod, Gregg Cogswell, and Molly Spino. Torringford VFD
Commissioner Scott Mills and Gary Delmonte were also in attendance. Joining via Zoom was Drakeville Fire Chief
Mike Whittaker. Commissioners Joe McElroy and Doug Benedetto were absent.
Mayor Carbone called the meeting to order at 6:33 p.m., beginning with the Pledge of Allegiance.
PUBLIC COMMENT
On a motion by Commissioner Cogswell, seconded by Commissioner McLeod, the Board voted unanimously to
open the meeting to the public. No one from the public was present who wished to speak.
MEETING MINUTES APPROVAL
On a motion by Commissioner Spino, seconded by Commissioner McLeod, the Board voted unanimously to
accept the Regular meeting minutes from November 9, 2022.
POLICE CHIEF’S REPORTS: APPROVED
On a motion by Commissioner McLeod, seconded by Commissioner Cogswell, the Board voted unanimously to
accept Police Chief Baldwin’s reports for October and November 2022.
ACTING FIRE CHIEF’S REPORTS: APPROVED
On a motion by Commissioner Battle, seconded by Commissioner Spino, the Board voted unanimously to accept
Acting Fire Chief Tripp’s reports for October and November 2022.
EMS PROVIDER ACTIVITY REPORTS: APPROVED
On a motion by Commissioner Spino, seconded by Commissioner Cogswell, the Board voted unanimously to
accept the EMS provider activity reports for October and November 2022.
BUSINESS BY VOLUNTEER FIRE DEPARTMENTS
On a motion by Commissioner Spino, seconded by Commissioner Battle, the Board voted unanimously to
consider business by the Volunteer Fire Departments. Drakeville Fire Chief Whittaker gave the latest updates
from his department.
BUSINESS BY DEPARTMENT HEADS
On a motion by Commissioner Spino, seconded by Commissioner McLeod, the Board voted unanimously to
consider business by Department Heads. Police Chief Baldwin, Deputy Fire Chief Tripp, and EMS Manager Jeff
Ganung gave the latest updates from their departments.
Commissioner McLeod asked how long the study was going to go on with the Fire Department responding to
Trinity calls. Deputy Fire Chief Tripp explained to him that if Trinity gets a call for a cardiac event, the department
must respond. He went on to say that since the study started in September the Fire Department has been
canceled 45 times. He said that the Fire Department is making a difference where it can, and the goal is to
enhance service to customers throughout the City.
BUSINESS BY THE MAYOR AND MEMBERS OF THE BOARD OF PUBLIC SAFETY
On a motion by Commissioner Cogswell, seconded by Commissioner Spino, the Board voted unanimously to
consider business by the Mayor and members of the Board of Public Safety.
Commissioner Cogswell wished everyone a Happy New Year and expressed his gratitude for the first responders
that worked over the Holidays.
Commissioner Battle wished everyone a Happy New Year.
Mayor Carbone mentioned how great it was to see an article in the Waterbury Republican showing the cold-
water rescue training with the Fire Department.
ADJOURNMENT
On a motion by Commissioner Cogswell, seconded by Commissioner McLeod, the Board voted unanimously to
adjourn at 7:06 p.m.
