SPECIAL MEETING
CITY HALL AUDITORIUM / ZOOM
January 17, 2023
A SPECIAL MEETING of the Board of Public Safety was held on Tuesday, January 17, 2023. Attendance was in-
person and by Zoom. Present at City Hall were Mayor Elinor Carbone, Police Chief William Baldwin, Police Captain
Bart Barown, Fire Chief Eric Borden, Personnel Director Jaime LaMere, Esq., and Board of Safety Commissioners
Glenn McLeod, and Gregg Cogswell. Joining via Zoom were Commissioners Joseph McElroy, Molly Spino, and
Darlene Battle. Commissioner Doug Benedetto was absent.
Mayor Carbone called the meeting to order at 6:00 p.m., beginning with the Pledge of Allegiance.
DEPUTY POLICE CHIEF
On a motion by Commissioner Cogswell, seconded by Commissioner McLeod the Board voted unanimously, on
the recommendation of the Personnel Search Committee to appoint Bart Barown Deputy Chief of the Torrington
Police Department and authorize the Mayor to negotiate terms and conditions of employment. Chief Baldwin
said that of the three internal applicants for the position Captain Barown’s qualifications far exceeded what they
were looking for in a candidate. He went on to say that Captain Barown has been doing a great job serving the
City.
ADJOURNMENT
On a motion by Commissioner McLeod, seconded by Commissioner Cogswell, the Board voted unanimously to
adjourn at 6:03 p.m.
