BOARD OF PUBLIC SAFETY Vote: Unanimous
REGULAR MEETING
CITY HALL AUDITORIUM / ZOOM
February 1, 2023
A REGULAR MEETING of the Board of Public Safety was held on Wednesday, February 1, 2023. Attendance was
in-person and by Zoom. Present at City Hall were Mayor Elinor Carbone, Police Chief William Baldwin, Police
Captain Louis Gonzalez, Fire Chief Eric Borden, Trinity Health EMS Manager Jeff Ganung, and Board of Safety
Commissioners Darlene Battle, Gregg Cogswell, and Joe McElroy. Torringford VFD Commissioner Scott Mills and
Gary Delmonte were also in attendance. Joining via Zoom were Commissioner Glenn McLeod and Drakeville Fire
Chief Mike Whittaker. Deputy Police Chief Bart Barown and Deputy Fire Chief Dave Tripp were absent.
Commissioners Doug Benedetto and Molly Spino were also absent.
Mayor Carbone called the meeting to order at 6:39 p.m., beginning with the Pledge of Allegiance.
PUBLIC COMMENT
On a motion by Commissioner McElroy, seconded by Commissioner Cogswell, the Board voted unanimously to
open the meeting to the public. No one from the public was present who wished to speak.
MEETING MINUTES APPROVAL
On a motion by Commissioner McElroy, seconded by Commissioner Cogswell, the Board voted unanimously to
accept the Regular meeting minutes from January 4, 2023.
SPECIAL MEETING MINUTES APPROVAL
On a motion by Commissioner Battle, seconded by Commission McLeod, the Board voted unanimously to accept
the Special meeting minutes from January 17, 2023.
POLICE CHIEF’S REPORT: APPROVED
On a motion by Commissioner McElroy, seconded by Commissioner Cogswell, the Board voted unanimously to
accept Police Chief Baldwin’s report for December 2022.
FIRE CHIEF’S REPORT: APPROVED
On a motion by Commissioner Battle, seconded by Commissioner Cogswell, the Board voted unanimously to
accept Fire Chief Borden’s report for December 2022.
EMS PROVIDER ACTIVITY REPORT: APPROVED
On a motion by Commissioner McElroy, seconded by Commissioner McLeod, the Board voted unanimously to
accept the EMS provider activity report for December 2022.
BUSINESS BY VOLUNTEER FIRE DEPARTMENTS
On a motion by Commissioner Battle, seconded by Commissioner Cogswell, the Board voted unanimously to
consider business by the Volunteer Fire Departments. Torringford VFD Commissioner Gary Delmonte said that
the Department will miss Andrew who is joining the Torrington Fire Department and wished him luck. Drakeville
Fire Chief Whittaker gave the latest updates from his department.
BUSINESS BY DEPARTMENT HEADS
On a motion by Commissioner McElroy, seconded by Commissioner McLeod, the Board voted unanimously to
consider business by Department Heads. Police Chief Baldwin, Fire Chief Borden, and EMS Manager Jeff Ganung
gave the latest updates from their departments.
Chief Baldwin let the Board know that Deputy Chief Bart Barown was sworn in today.
Chief Borden introduced to the Board the three new Fire Department Recruits: Michael Fraher, Kaylee Cappello,
and Andrew Baldwin.
BUSINESS BY THE MAYOR AND MEMBERS OF THE BOARD OF PUBLIC SAFETY
On a motion by Commissioner McElroy, seconded by Commissioner Cogswell, the Board voted unanimously to
consider business by the Mayor and members of the Board of Public Safety.
The Commissioners Congratulated Deputy Chief Bart Barown on his promotion, and they welcomed the new Fire
Department Recruits.
Mayor Carbone told the Board that all the Budgets have been submitted by Department heads and that the
Budget Subcommittee will be beginning to meet.
ADJOURNMENT
On a motion by Commissioner McLeod, seconded by Commissioner Cogswell, the Board voted unanimously to
adjourn at 6:58 p.m.
