Approved by the Board of Public Safety MINUTES August 2, 2023 Vol. 7, Page 586 BOARD OF PUBLIC SAFETY Vote: Unanimous REGULAR MEETING CITY HALL AUDITORIUM / ZOOM June 7, 2023 A REGULAR MEETING of the Board of Public Safety was held on Wednesday, June 7, 2023. Attendance was in- person and by Zoom. Present at City Hall Auditorium were Mayor Elinor Carbone, Commissioners Molly Spino, Doug Benedetto, Glenn McLeod, and Darlene Battle, Fire Chief Eric Borden, Deputy Police Chief Bart Barown, Captain Brett Johnson, Trinity Health EMS Manager Jeff Ganung, Fleet Manager Emil Castro, and Torringford VFD Commissioners Scott Mills, and Gary Delmonte. Deputy Fire Chief David Tripp, Commissioner Gregg Cogswell, and Drakeville Fire Chief Mike Whittaker joined via Zoom. Police Chief William Baldwin and Commissioner Joe McElroy were absent. Mayor Carbone called the meeting to order at 6:33 p.m. beginning with the Pledge of Allegiance. PUBLIC COMMENT On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to open the meeting to the public. John Lemieux said he has some complaints about the Torrington Police Department, however, doesn’t want to take away from the Firefighters being sworn in. He asked the Board of Safety to reach out to him. SWEARING IN CEREMONY FOR THE FIREFIGHTERS Mayor Elinor Carbone, Justice of the Peace administered the Oath of Office to Nolan Dolecki, Torrington Fire Department Firefighter. Mayor Elinor Carbone, Justice of the Peace administered the Oath of Office to Gage Abraham, Torrington Fire Department Firefighter. Mayor Elinor Carbone, Justice of the Peace administered the Oath of Office to Stephanie Scoville, Torrington Fire Department Firefighter. Mayor Elinor Carbone, Justice of the Peace administered the Oath of Office to Christopher Evans, Torrington Fire Department Firefighter. Mayor Elinor Carbone, Justice of the Peace administered the Oath of Office to Matthew Bilts, Torrington Fire Department Firefighter. Mayor Elinor Carbone, Justice of the Peace administered the Oath of Office to Michael Fraher, Torrington Fire Department Firefighter. Mayor Elinor Carbone, Justice of the Peace administered the Oath of Office to Andrew Baldwin, Torrington Fire Department Firefighter. MEETING MINUTES APPROVAL On a motion by Commissioner Benedetto, seconded by Commissioner Spino the Board voted unanimously to accept the Special Budget Meeting Minutes from May 3, 2023. On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept the Regular Meeting Minutes from May 3, 2023. On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted to accept the Special Joint Meeting Minutes with City Council from May 8, 2023. Commissioner Spino abstained. On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept the Special Meeting Minutes from May 15, 2023. POLICE SUVS PURCHASE On a motion by Commissioner Benedetto, seconded by Commissioner Spino, the Board, on the recommendation of the Vehicle Replacement Advisory Board, the Fleet Manager, and the Purchasing Agent, voted unanimously to authorize the Mayor to act on behalf of the City to award, execute and administer the purchase of five Utility Police Explorers from MHQ of Middletown, CT in the amount of $300,836.81. This is to be funded from the Vehicle Replacement Account, was previously approved by the City Council, and is explained in a letter from the Purchasing Agent dated June 1, 2023. Commissioner Benedetto asked what kind of lettering was going on the vehicles, Fleet Manager Emil Castro told him that it would be up to the Police Department. POLICE TRUCKS PURCHASE On a motion by Commissioner Battle, seconded by Commissioner Spino, the Board, on the recommendation of the Vehicle Replacement Advisory Board, the Fleet Manager, and the Purchasing Agent, voted unanimously to authorize the Mayor to act on behalf of the City to award, execute and administer the purchase of two Trucks for the Traffic Division from MHQ of Middletown, CT in the amount of $244,742.28. This is to be funded from the Vehicle Replacement Account, was previously approved by the City Council, and is explained in a letter from the Purchasing Agent dated June 1, 2023. Commissioner Benedetto asked if there were going to be retiring any vehicles from Traffic, Mr. Castro told him that they would be retiring a Crown Victoria. Commissioner McLeod told the Board that he is on the Vehicle Replacement Advisory Board and was very impressed with the presentations regarding these new vehicle purchases. POLICE CHIEF’S REPORT: APPROVED On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept Police Chief Baldwin’s report for April 2023.
