SPECIAL MEETING
CITY HALL AUDITORIUM / ZOOM
July 18, 2023
A SPECIAL MEETING of the Board of Public Safety was held on Tuesday, July 18, 2023. Present at City
Hall were Mayor Elinor Carbone and Board of Safety Commissioners Glenn McLeod, Gregg Cogswell,
Darlene Battle, and Joe McElroy. Commissioners Doug Benedetto and Molly Spino were absent. No one
joined by Zoom. Fire Chief Eric Borden and Fleet Manager Emil Castro were also present.
Mayor Carbone called the meeting to order at 5:50 p.m., beginning with the Pledge of Allegiance.
F550 Bucket Truck for Traffic Dept.
On a motion by Commissioner McElroy, seconded by Commissioner Battle, the Board voted
unanimously to accept the recommendation of the Vehicle Replacement Advisory Board and the Fleet
Manager to authorize the Mayor to act on behalf City to award, execute, and administer the additional
purchases for F550 Bucket Truck to MHQ of Middletown, CT in the amount of $179,408.90 from the
Vehicle Replacement Account, as described in the Purchasing Agent’s letter of July 13, 2023. This
purchase was previously approved by both the City Council and the Board of Finance.
Executive Session: Personnel Promotions
On a motion by Commissioner McLeod, seconded by Commissioner McElroy, the Board voted
unanimously to enter Executive Session at 5:52 p.m. pursuant to C.G.S. §1-200(6)(a) regarding personnel
promotions, inviting Chief Borden to attend.
Open Session
On a motion by Commissioner McElroy, seconded by Commissioner McLeod, the Board voted
unanimously to enter Open Session at 6:55 p.m.
Adjournment
On a motion by Commissioner McLeod, seconded by Commissioner Cogswell, the Board voted
unanimously to adjourn at 6:56 p.m.
