Approved by the Board of Public Safety MINUTES April 3, 2024 Vol. 7, Page 605 BOARD OF PUBLIC SAFETY Vote: Unanimous REGULAR MEETING CITY HALL AUDITORIUM / ZOOM March 6, 2024 A REGULAR MEETING of the Board of Public Safety was held on Wednesday, March 6, 2024. Attendance was in person and by Zoom. Present at the City Hall Auditorium were Mayor Elinor Carbone, Commissioners Tylar Young, Joe McElroy, Doug Benedetto, Glenn McLeod, and Darlene Battle, Comptroller John Monks, Fire Chief Eric Borden, Deputy Fire Chief David Tripp, Police Chief William Baldwin, Deputy Police Chief Bart Barown, and Trinity Health EMS Manager Jeff Ganung. Commissioner Gregg Cogswell and Drakeville President Michael Whittaker joined via Zoom. Mayor Carbone called the meeting to order at 6:34 p.m. beginning with the Pledge of Allegiance. PUBLIC COMMENT On a motion by Commissioner Benedetto, seconded by Commissioner McElroy, the Board voted unanimously to open the meeting to the public. No one from the public wished to speak. MEETING MINUTES APPROVAL On a motion by Commissioner Benedetto, seconded by Commissioner Young, the Board voted unanimously to accept the Regular meeting minutes from February 7, 2024. POLICE CHIEF’S REPORT: APPROVED On a motion by Commissioner McLeod, seconded by Commissioner Benedetto, the Board voted unanimously to accept Police Chief Baldwin’s report for January 2024. Commissioner Benedetto said with the overtime climbing for the Police and Fire Departments he would like to discuss with the Chiefs as this can become a safety issue. Mayor Carbone told him that she would consult with Corporation Counsel about having an executive session regarding these matters as it can be considered a public safety issue. FIRE CHIEF’S REPORT: APPROVED On a motion by Commissioner McLeod, seconded by Commissioner Benedetto, the Board voted unanimously to accept Fire Chief Borden’s report for January 2024. Commissioner Battle arrived at 6:38 p.m. EMS PROVIDER ACTIVITY REPORT: APPROVED On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept the EMS provider activity report for January 2024. Commissioner Benedetto asked what the hours were for the new ambulance, Mr. Ganung said that the third ambulance runs in a 12-hour shift from 8 a.m. to 8 p.m., which is the heaviest part of the day. Commissioner Benedetto asked if EMS is using less mutual aid and mutual aid from the Fire Department, Mr. Ganung told him that last month EMS only passed three calls, however, it is the volume of calls received in an hour that would indicate a call for mutual aid. BUSINESS BY THE POLICY SUBCOMMITTEE On a motion by Commissioner Cogswell, seconded by Commissioner Benedetto, the Board voted unanimously to table considering business by the Policy Subcommittee. BUSINESS BY VOLUNTEER FIRE DEPARTMENTS On a motion by Commissioner Benedetto, seconded by Commissioner McElroy, the Board voted unanimously to consider business by the Volunteer Fire Departments. Drakeville President Mike Whittaker provided the latest updates from his department. BUSINESS BY DEPARTMENT HEADS On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to consider business by Department Heads. Police Chief Baldwin, Fire Chief Borden, and EMS Manager Jeff Ganung gave the latest updates from their departments. BUSINESS BY THE MAYOR AND MEMBERS OF THE BOARD OF PUBLIC SAFETY On a motion by Commissioner Benedetto, seconded by Commissioner McElroy, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety. Commissioner McLeod asked the Fire Department how the extractor replacement was coming along, as it had been in the budget for replacement since FY22/23, Deputy Chief Tripp told him that the current extractor is still working, and they are in the process of replacing the extractor. Commissioner McLeod asked why there were holes in the ceiling of the main headquarters of the Fire Department, Chief Borden said that they had some water leaks that had been repaired. Commissioner McLeod invited any Police, Fire, and EMS working on Thursday, March 21, 2024, to the Soup Kitchens annual bowls event. Commissioner Benedetto commended the Fire Department for a good job on the house fire on Auburn Way. Commissioner Benedetto asked for a list of all cars being driven home at night from the Police and Fire Departments. MINUTES Vol. 7, Page 606 BOARD OF PUBLIC SAFETY REGULAR MEETING CITY HALL AUDITORIUM / ZOOM March 6, 2024 Commissioner McElroy thanked the Police Department for going to the Cottage to have breakfast with the seniors. He told the Fire Department they did a great job on the house fire, and saving the other houses that were so close next door. Mayor Carbone told the Board that they have ARPA funds to do a feasibility study on a Public Safety Complex for Torrington. She said that Chief Borden has coordinated a trip in May for more information on Public Safety Complexes. She explained that what Torrington needs to build is different from other ones in the state.
