Approved by the Board of Public Safety MINUTES June 5, 2024 Vol. 7, Page 607 BOARD OF PUBLIC SAFETY Vote: Unanimous REGULAR MEETING City Hall Auditorium / Zoom April 3, 2024 A REGULAR MEETING of the Board of Public Safety was held on Wednesday, April 3, 2024. Attendance was in person and by Zoom. Present at the City Hall Auditorium were Mayor Elinor Carbone, Commissioners Tylar Young, Joe McElroy, Glenn McLeod, Gregg Cogswell, and Darlene Battle, Fire Chief Eric Borden, Deputy Fire Chief David Tripp, Police Chief William Baldwin, Deputy Police Chief Bart Barown, and Trinity Health EMS Manager Jeff Ganung. Commissioner Doug Benedetto was absent. Mayor Carbone called the meeting to order at 6:30 p.m. beginning with the Pledge of Allegiance. Public Comment On a motion by Commissioner McLeod, seconded by Commissioner Battle, the Board voted unanimously to open the meeting to the public. Chief Borden and Deputy Chief Tripp presented Lieutenant Walter Dixon and Firefighter Ethan LaBella with a Unit Citation for their response and actions on a medical call. Not present at the meeting were Lieutenant James Brown and Firefighter Justin Frazier. Meeting Minutes Approval On a motion by Commissioner McElroy, seconded by Commissioner Young, the Board voted unanimously to accept the Regular meeting minutes from March 6, 2024. Police Department Ammunition Purchase On a motion by Commissioner McElroy, seconded by Commissioner Cogswell, the Board voted unanimously to utilize State Procurement Contract #19PSX0220 and purchase ammunition for the fiscal years 23/24 and 24/25. The estimated budgeted amount for these purchases is $34,577.03 for FY 23/24 and $37,250 for FY 24/25. Funding for these purchases will be charged to Uniform Allowance and Special Squads GL accounts, as further explained in the Purchasing Agent’s letter dated March 28, 2024, pending City Council approval. Police Department Report On a motion by Commissioner Young, seconded by Commissioner McLeod, the Board voted unanimously to accept Police Chief Baldwin’s report for February 2024. Fire Department Report On a motion by Commissioner McElroy, seconded by Commissioner Cogswell, the Board voted unanimously to accept Fire Chief Borden’s report for February 2024. EMS Provider Report On a motion by Commissioner Cogswell, seconded by Commissioner McLeod, the Board voted unanimously to accept the EMS Provider Activity report for February 2024. Tabled: Business by the Policy Subcommittee On a motion by Commissioner Cogswell, seconded by Commissioner McElroy, the Board voted unanimously to table consideration of business by the Board of Safety Policy Subcommittee. Business by Volunteer Fire Departments On a motion by Commissioner McElroy, seconded by Commissioner Young, the Board voted unanimously to consider business by the Volunteer Fire Departments. There was no business to be discussed. Business by Department Heads On a motion by Commissioner Battle, seconded by Commissioner McLeod, the Board voted unanimously to consider business by Department Heads. Police Chief Baldwin, Fire Chief Borden, and EMS Manager Jeff Ganung gave the latest updates from their departments. Business by Mayor & Members On a motion by Commissioner Cogswell, seconded by Commissioner McElroy, the Board voted unanimously to consider business by the Mayor and Members of the Board of Public Safety. Commissioner Battle congratulated the Firefighters who received recognition. She also thanked the Fire Department, Police Department, and EMTs for the work that they do in the community. Commissioner McElroy congratulated Lieutenant Dixon and Firefighter LaBella, and the rest of the crew. Executive Session On a motion by Commissioner Cogswell, seconded by Commissioner Battle, the Board voted unanimously to enter executive session at 6:44 p.m. pursuant to C.G.S. §1-200(6)(A) to discuss the appointment, employment, and performance of public employee(s) participating in fire academy student training. Chief Bordon, Deputy Chief Tripp, Human Resources Director Denise Kurpiewski, and Atty. Michael Rose were invited into the session.
