Approved by the Board of Public Safety MINUTES December 4, 2024 Vol. 7, Page 622 BOARD OF PUBLIC SAFETY Vote: Unanimous REGULAR MEETING City Hall Auditorium / Zoom November 6, 2024 A REGULAR MEETING of the Board of Public Safety was held on Wednesday, November 6, 2024. Attendance was in person and by Zoom. Present at the City Hall Auditorium were Mayor Elinor Carbone, Commissioners Tylar Young, Joe McElroy, Doug Benedetto, Gregg Cogswell, Glenn McLeod, and Darlene Battle, Police Chief William Baldwin, Deputy Police Chief Bart Barown, Fire Chief Eric Borden, Deputy Fire Chief David Tripp, Trinity Health EMS Manager Jeff Ganung, Drakeville VFD Fire Chief Tomasz Kalinowski, Torringford Commissioner James Potter. No one participated via Zoom. Mayor Carbone called the meeting to order at 6:30 p.m. beginning with the Pledge of Allegiance. Public Comment On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to open the meeting to the public. No one from the public wished to speak. Accept Minutes On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted to accept the Regular Meeting Minutes from October 2, 2024. Commissioners Cogswell and Young abstained. Police Department – Completion of Probationary Period On a motion by Commissioner Benedetto, seconded by Commissioner Cogswell, the Board voted unanimously to accept Officer Matthew Dell’Agnese as a regular member of the Torrington Police Department, after completing their probationary period effective October 11, 2024. Police Department Award Ceremony Detective Madelyn Gelormino received the Exceptional Duty Award. Executive Session On a motion by Commissioner Benedetto, seconded by Commissioner McLeod the Board voted unanimously to enter into executive session pursuant to C.G.S. §1-200(6)(a) to discuss disability retirement actions for Police Department personnel, at 6:39 p.m. inviting Police Chief William Baldwin, Deputy Police Chief Bart Barown, and Human Resource Director Denise Kurpiewski. Open Session On a motion by Commissioner Benedetto, seconded by Commissioner Young, the Board voted unanimously to go into open session at 7:14 p.m. Vote – Police Department Personnel On a motion by Commissioner Battle, seconded by Commissioner Benedetto, the Board voted to accept the approval of the disability retirement of Officer Robert Simon, effective November 7, 2024, pursuant to Article XXIV, Section 10 of the current Agreement Between the City of Torrington Police Union and the Fraternal Order of Police Lodge 52 dated July 1, 2023, through June 30, 2026. Commissioner McLeod abstained. Police Department UTV On a motion by Commissioner Benedetto, seconded by Commissioner Young, the Board voted unanimously to award the purchase of the 2025 Polaris Ranger XP 1000 4X4 Utility Vehicle with Lighting Package to Chaves Brothers Management, LLC of Boca Raton, FL in the amount of $41,426.99. Funding for this purchase will be paid through the Opioid Settlement Fund, as further explained in the Purchasing Agent’s letter dated October 18, 2024, previously approved by the City Council. Commissioner Benedetto asked why they were getting the vehicle from Florida, Chief Baldwin said only two responses were received and this was the one that had all the specifications. Mayor Carbone explained that they chose this vehicle because it has the specialized equipment to access hard-to-reach areas, like State Parks or dense forests. Police Computer Systems On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board, on the recommendation of the Fleet Manager and Purchasing Agent voted unanimously to authorize the Mayor to act on behalf of the City to award, execute, and administer a contract for the purchase of three Toughbook computer systems from Telrepco, of Wallingford, CT in the amount of $20,512.50, as further explained in the Purchasing Agent’s letter dated October 30, 2024, pending City Council approval. Police Traffic Silverado Short Crew Cab 4X4 On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board, on the recommendation of the Vehicle Replacement Advisory Board, and the Fleet Manager voted unanimously to authorize the Mayor to act on behalf of the City to award, execute, and administer a contract for the purchase of one Silverado Short Crew Cab 4X4 from Sullivan Northwest Hills, Torrington, CT in the amount of MINUTES Vol. 7, Page 623 BOARD OF PUBLIC SAFETY REGULAR MEETING City Hall Auditorium / Zoom November 6, 2024 $72,722.23, as further explained in the Purchasing Agent’s letter dated October 30, 2024, pending City Council approval. Police Department Reports On a motion by Commissioner Benedetto, seconded by Commissioner Cogswell, the Board voted unanimously to accept Police Chief Baldwin’s reports for September 2024. Fire Department Reports On a motion by Commissioner Benedetto, seconded by Commissioner McElroy, the Board voted unanimously to accept Fire Chief Borden’s reports for September 2024. Commissioner Benedetto asked for more details on items listed on the Chief’s reports. EMS Provider Reports On a motion by Commissioner McLeod, seconded by Commissioner McElroy, the Board voted unanimously to accept the EMS Provider Activity reports for September 2024. Tabled: Business by the Policy Subcommittee On a motion by Commissioner Cogswell, seconded by Commissioner McElroy, the Board voted unanimously to table business by the Board of Safety Policy Subcommittee. Commissioner Cogswell shared a recent meeting regarding lockouts to gather information, and nothing formal to present to the Board yet. Business by Volunteer Fire Departments On a motion by Commissioner Battle, seconded by Commissioner Benedetto, the Board voted unanimously to consider business by the Volunteer Fire Departments. Chief Kalinowski said that Drakeville assisted with the Sunnybrook brush fire and has created a plan to support any more brush fires. Torringford VFD Commissioner Potter said that TVFD assisted with the Sunnybrook brush fire and is working heavily on recruiting this year. Business by Department Heads On a motion by Commissioner Benedetto, seconded by Commissioner Cogswell, the Board voted unanimously to consider business by Department Heads. Police Chief Baldwin, Fire Chief Borden, and EMS Manager Jeff Ganung gave the latest updates from their departments. Business by Mayor & Members On a motion by Commissioner Benedetto, seconded by Commissioner Cogswell, the Board voted unanimously to consider business by the Mayor and Members of the Board of Public Safety. Commissioner Benedetto asked the Fire Chiefs if there were any truck issues, Deputy Chief Tripp said there are currently two trucks out of service, Truck 1 and Engine 3. He added the new truck is set to be delivered in April. Commissioner Benedetto said nice job with the brush fire at Sunnybrook by the Fire Department and the Volunteers. Commissioner Cogswell thanked the Fire Department and the Volunteers for all their efforts. Commissioner McLeod congratulated Detective Gelormino on her award. Commissioner Battle thanked the Police, Fire, and Volunteers for all their hard work.
