Approved by the Board of Public Safety MINUTES January 8, 2025 Vol. 7, Page 624 BOARD OF PUBLIC SAFETY Vote: Unanimous REGULAR MEETING City Hall Auditorium / Zoom December 4, 2024 A REGULAR MEETING of the Board of Public Safety was held on Wednesday, December 4, 2024. Attendance was in person and by Zoom. Present at the City Hall Auditorium were Mayor Elinor Carbone, Commissioners Tylar Young, Joe McElroy, and Glenn McLeod, Police Chief William Baldwin, Deputy Police Chief Bart Barown, Deputy Fire Chief David Tripp, and Trinity Health EMS Manager Jeff Ganung. Commissioner Gregg Cogswell participated via Zoom. Commissioners Doug Benedetto, Darlene Battle, and Fire Chief Eric Borden were absent. Mayor Carbone called the meeting to order at 6:31 p.m. beginning with the Pledge of Allegiance. Public Comment On a motion by Commissioner McLeod, seconded by Commissioner McElroy, the Board voted unanimously to open the meeting to the public. No one from the public wished to speak. Accept Minutes On a motion by Commissioner McLeod, seconded by Commissioner Young, the Board voted unanimously to accept the Regular Meeting Minutes from November 6, 2024. Police Honor Guard Uniforms On a motion by Commissioner McElroy, seconded by Commissioner Young, the Board voted unanimously to waive the City bid process and accept the sole source pricing from Neptune Uniforms and Equipment from Haverhill, MA for the replacement of ten honor guard uniforms in the amount of $12,875, having been previously approved by the City Council on November 18, 2024. Funding for this purchase will be from the uniforms account. Replacement Cat Cages at the Animal Control Facility On a motion by Commissioner McLeod, seconded by Commissioner McElroy, the Board voted unanimously to award the purchase/replacement of the Cat cages at the Animal Control Facility to Otto Environmental of Greenfield WI in the amount of $3,300 per unit, (estimate 5-6 double units), previously approved by the City Council on December 2, 2024. This will be funded from the Police Department Capital Reserve account, as further explained in the Purchasing Agent’s letter dated November 26, 2024. Commissioner McLeod asked why there was only one bid, Chief Baldwin said this company was the only one who provided a response that met the specifications provided by Animal Control. Deputy Chief Barwon said this is one of the only companies that provided this design. Police Department Reports On a motion by Commissioner McElroy, seconded by Commissioner Young, the Board voted unanimously to accept Police Chief Baldwin’s reports for October 2024. Fire Department Reports On a motion by Commissioner McLeod, seconded by Commissioner McElroy, the Board voted unanimously to accept Fire Chief Borden’s reports for October 2024. EMS Provider Reports On a motion by Commissioner McElroy, seconded by Commissioner Young, the Board voted unanimously to accept the EMS Provider Activity reports for October 2024. Tabled: Business by the Policy Subcommittee On a motion by Commissioner Cogswell, seconded by Commissioner McElroy, the Board voted unanimously to table business by the Board of Safety Policy Subcommittee. Tabled: Business by Volunteer Fire Departments On a motion by Commissioner McElroy, seconded by Commissioner McLeod, the Board voted unanimously to table business by the Volunteer Fire Departments. Business by Department Heads On a motion by Commissioner McElroy, seconded by Commissioner Young, the Board voted unanimously to consider business by Department Heads. Police Chief Baldwin, Deputy Fire Chief Tripp, and EMS Manager Jeff Ganung gave the latest updates from their departments. Business by Mayor & Members On a motion by Commissioner McLeod, seconded by Commissioner McElroy, the Board voted unanimously to consider business by the Mayor and Members of the Board of Public Safety. Commissioner Cogswell wished everyone Happy Holidays. Commissioner McLeod wished everyone a Happy Holiday. MINUTES Vol. 7, Page 625 BOARD OF PUBLIC SAFETY REGULAR MEETING City Hall Auditorium / Zoom December 4, 2024 Commissioner McElroy asked why some intersections have cameras, Deputy Chief Barown said 10 cameras are monitoring four intersections, and the State monitors the others. He said it would capture a 15-second video; it is a license plate reader. Commissioner Young wished everyone a Happy Holiday.
