Approved by the Board of Public Safety MINUTES August 6, 2025 Vol. 7, Page 649 BOARD OF PUBLIC SAFETY Vote: Unanimous SPECIAL MEETING City Hall Auditorium / Zoom June 9, 2025 A SPECIAL MEETING of the Board of Public Safety was held on Monday, June 9, 2025. Attendance was in person and by Zoom. Present at the City Hall Auditorium were Mayor Elinor Carbone, the Board of Public Safety Commissioners, Tylar Young, Joseph McElroy, Doug Benedetto, Gregg Cogswell, Glenn McLeod, and Purchasing Agent Pennie Zucco. Police Chief William Baldwin and Fire Chief Eric Borden joined via Zoom. Commissioner Darlene Battle was absent. Mayor Carbone called the meeting to order at 5:38 p.m., beginning with the Pledge of Allegiance. EXTENSION UNLIMITED WASHING AND DETAILING OF CITY VEHICLES On a motion by Commissioner Cogswell, seconded by Commissioner McLeod, the Board voted unanimously to extend the current bid contract for unlimited car washing and detailing of City Vehicles for FY 25/26 at the same prices and terms as the current contract to Torrington Car Care dba Platinum Car Wash of Torrington, pending City Council approval, as further explained in the Purchasing Agent’s letter dated May 26, 2025. Commissioner McElroy asked if they were originally going to Platinum, and Mrs. Zucco said it was. EXECUTIVE SESSION On a motion by Commissioner McLeod, seconded by Commissioner Young, the Board voted unanimously to enter into executive session pursuant to C.G.S. §1-200(6)(a) regarding personnel for the Fire Department, at 5:41 p.m. Commissioner Benedetto arrived at 5:42 p.m. OPEN SESSION On a motion by Commissioner Benedetto, seconded by Commissioner Young, the Board voted unanimously to go into open session at 6:15 p.m. RETIREMENT ACCEPTANCE On a motion by Commissioner McLeod, seconded by Commissioner Benedetto, the Board voted unanimously to accept Fire Chief Eric Borden's retirement as of July 4, 2025. SEARCH COMMITTEE On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to appoint the Board of Public Safety as a Committee of the Whole to serve as a search committee for the purpose of finding a new Fire Chief.
