SPECIAL MEETING
City Hall Auditorium / Zoom
June 17, 2025
A SPECIAL MEETING of the Board of Public Safety was held on Tuesday, June 17, 2025. Attendance was in person
and by Zoom. Present at the City Hall Auditorium were Mayor Elinor Carbone, the Board of Public Safety
Commissioners, Joseph McElroy, Doug Benedetto, Gregg Cogswell, Glenn McLeod, and Darlene Battle.
Commissioner Tylar Young joined via Zoom.
Mayor Carbone called the meeting to order at 6:20 p.m.
FIREFIGHTER PERSONAL PROTECTIVE EQUIPMENT (PPE)
On a motion by Commissioner Battle, seconded by Commissioner Cogswell, the Board voted unanimously to
authorize the Mayor to act on behalf of the City to award, execute, and administer a contract for Firefighter
Personal Protective Equipment (PPE) for the purchase of 10 – 20 sets of PPE gear at the price of $4,036 per set to
Firematic Supply Co. Inc., of Rocky Hill, CT, pending the City Council approval. The purchase will be funded from
the Fire Department Capital account, as further explained in the Purchasing Agent’s letter dated June 12, 2025.
INTERIM FIRE CHIEF
On a motion by Commissioner McLeod, seconded by Commissioner Cogswell, the Board voted unanimously to
appoint Deputy Chief David Trip as the Interim Fire Chief. Mayor Carbone told the Board that it was stated in the
City Charter mandates a fire chief serves the department, making it mandatory to appoint an acting, interim, or
permanent Fire Chief immediately. Mayor Carbone referenced the job description for the deputy fire chief,
which explicitly states in its objectives that the individual serves as acting fire chief at assigned times.
Mayor Carbone informed the Board that the HR Director is currently on vacation but will begin compiling the Fire
Chief job description and coordinating the search committee process upon her return. She noted that the Board,
acting as the search committee, will be responsible for reviewing the job description to ensure it reflects the
desired qualifications, including education, experience, and other relevant criteria. Mayor Carbone emphasized
that internal candidates should receive priority consideration. Commissioner Benedetto asked when the Fire
Chief position would be posted, Mayor Carbone said that the position cannot be advertised until the job
description is finalized by the search committee. Commissioner McLeod asked if the Board could modify the
description by adding or deleting items, and Mayor Carbone confirmed that they could.
ADJOURNMENT
On a motion by Commissioner Benedetto, seconded by Commissioner Cogswell, the Board voted unanimously to
adjourn at 6:26 p.m.
